THE POSITION

The Village of Huntley is seeking an Assistant Director of Public Works (ADPW) to help lead the Public Works Department consisting of 32 full-time employees within five divisions: Administration; Buildings and Grounds; Engineering; Streets, Underground Utilities and Fleet Services; and Utilities (Water and Wastewater). This is a new hands-on position with an emphasis on overseeing the daily operations of the Department. The ADPW will report to the Director of Public Works and is expected to assist the Director in leading the Department through direction, coordination, and staff development to provide the highest level of service to the community. The ADPW will serve as the Director of Public Works in the Director’s absence.

The ADPW will assist with the planning, operation, and maintenance of streets, streetlights, infrastructure, Village vehicles and equipment, Village-owned buildings and grounds, and water and wastewater facilities. The ADPW will work closely with the division superintendents to plan and carry out the daily activities of the Department and to engage in long-range planning to address Village infrastructure needs.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES

Candidates should have a strong, hands-on background in municipal public works, resulting in progressively responsible positions. Other required knowledge, skills, and abilities:

 Strong and demonstrated commitment to customer service  Knowledge of equipment, facilities, materials, methods and procedures used in snow removal, roadway construction and pavement maintenance, and equipment repair and maintenance activities, underground utilities, water and sewer systems, and storm water management facilities  Experience responding to emergencies such as flood, tornado, and other natural or man-made disasters  Ability to operate various tools and equipment  Ability to assist with performance of heavy manual tasks  Familiarity with Geographic Information Systems (GIS)  Ability to prepare requests for proposals and bids for purchase of goods and services  Ability to work with vendors and manage service contracts  Strong organizational and management skills  Proven track record of implementing training programs to improve skills of others

Associates Degree or higher from an accredited college or university with major course work in construction management, engineering, environmental sciences, or a related field preferred. At least seven years of supervisory experience within the field of public works, with experience relating to construction, maintenance, and repair of roadways, equipment, and facilities required. Must have a valid Illinois driver’s license and acceptable driving record. Must possess or be able to obtain within a 30-day period a current and valid class B CDL Illinois Motor Vehicle Operator's license.

Additional desired experience or qualifications:

 IEPA Water Supply Operator’s License and Wastewater Treatment Operator’s License  Knowledge of SCADA systems  Understanding of IDOT design and construction procedures and administration  Cemetery and forestry operations, with certified arborist designation  Supervision of collective bargaining unit members

COMPENSATION

Huntley is a community of 26,000 residents located at the crossroads of Interstate 90 and Illinois Route 47, approximately 45 miles northwest of Chicago and 30 miles south of Lake Geneva, WI, within the counties of McHenry and Kane with a land area of approximately 14 square miles.

Huntley is among the fastest growing communities in the Chicago area. In 2000, the population was 5,730. By 2010, the population had increased more than 300% to 24,291 per the 2010 Census. A special census was recently completed and the population is expected to exceed 26,000 once results are certified. As much of the growth occurred within the same time period, much of the infrastructure originally installed by developers has or will reach maintenance and replacement needs at the same time, leading to financial challenges to deal with the repair and replacement.

Redevelopment of downtown Huntley is a major priority for the Village Board. Recent improvements in excess of $4.5 million were made to complete streetscape improvements and enhance pedestrian access throughout the downtown. Maintenance of these improvements is of utmost importance.

The Village owns and operates the Huntley Cemetery. The Village contracts with an outside firm for maintenance of the property. However, the Village is responsible for snow plowing and overall maintenance of roadways in the cemetery. Public Works provides assistance as needed for projects associated with the cemetery.

PUBLIC WORKS DEPARTMENT

The Public Works Department is responsible for maintaining 128 lane miles of roadway, two wastewater treatment facilities, 14 lift/pump stations, five water stations consisting of deep wells and treatment facilities, five elevated storage tanks, over 120 miles of water main, over 100,000 square feet of municipal buildings, and public municipal parking lots in the downtown.

The Department is comprised of 32 full-time employees located in several facilities throughout the Village. Twelve employees within the Streets and Underground Division are represented by Operating Engineers Local 150. The ADPW will work out of the Public Works building located at 11000 Bakley Street.

The Department is responsible for managing various programs including Adopt-A-Highway, mosquito abatement, GIS, street light maintenance, pavement patching, crack sealing, annual street improvement MFT program, industrial pre-treatment program, and preventative maintenance programs for wells and lift stations.
