School Health Advisory Council (SHAC) Meeting Minutes: March 18, 2014

The School Health Advisory Council (SHAC) met on Tuesday, March 18, 2014 at Guerra Development Center, 1930 Herbert Lane.

The meeting was called to order at 9:06am by Norma Haro, Chairperson for SHAC. Ms. Haro welcomed all members and guests of the SHAC, as did Michele Flores, Director of Health Services. Mike Espinoza, Corresponding Secretary, carried out the roll call.

The minutes from the SHAC meeting on 11/12/2013 were read by Mike Espinoza, appointed secretary for the meeting. No corrections were made. First and second motions were made (Ms. Maxwell, Ms. Casares) to approve the minutes.

Report of Officers: None

Committee Report: The Bylaws Committee Report was given by Ms. Haro through a PowerPoint presentation. The committee has been meeting since last summer to propose a new set of bylaws because the current bylaws are outdated, difficult to understand, too rigid, and do not match any other school district’s bylaws. The proposed new bylaws follow the same format of other school districts (SAISD, NISD, NEISD, and Austin ISD). Some highlights from proposed new bylaws include:

Membership

 Designating voting members (parents) and non-voting advisors (District employees)

 Size of the Council (21 members)

Elected Officers

 Chairperson, Vice-Chairperson, Secretary, and Parliamentarian (2 year term)

Executive Committee

 Officers, Committee Chairs, SHAC Facilitator, Parental Engagement Coordinator for the District Meetings

 Quorum = 5 parent members The document has been sent to the District’s Legal Department for review. SHAC members will vote to adopt at May meeting, then it will be presented to the School Board for their approval.

Old and Unfinished Business:  SHAC Showcase. This event took place on January 14th and it was a huge success! There were 19 exhibitors present and close to 200 people in attendance. After listening to a guest speaker, attendees were invited to have snacks and visit the different exhibitors. Once their passport cards were stamped a minimum of five times, they could enter a drawing for one of about 15 door prizes.

 New SHAC Members. Another welcome was given to the SHAC members endorsed by the School Board at their January regular meeting. Ms. Flores reiterated that members may also bring guests to the meetings.

New Business:  SHAC Training. Ms. Haro proposed setting a training date for current and new members to attend in order to learn more about SHAC and also to set-up committees and set goals for next year. Members stated that a morning time frame would be better and the last week of April would be a good time. Ms. Haro will set-up the details and send out a letter soon.

 Elections. Please begin to think about running for office. Positions include: Chairperson, Chairperson-Elect (Vice Chair under new Bylaws), Secretary, Corresponding Secretary (Parliamentarian under new Bylaws). We would like to have elections at the regular May meeting.

Guest Speaker The guest speaker was Adela Castillo (Athletics Department) and the topic was Fitness gram. Fitness gram is a comprehensive tool used to assess physical fitness and physical activity levels for Edgewood students in grades 3-12. There are 6 levels to this assessment performed in P.E. classes. The Athletics Department is able to track students from year to year and can tailor physical activity and physical/health education according to the students’ needs. Announcements  Cinco de mayo festivities will take place on Sunday, May 4th. Health Services and Athletics Departments are sponsoring a Cinco K fun run at 8am. Cost is $10.00.

 Track Meets are: Early Childhood and Kinder on April 17th; grades 1-3 on May 20th; 6th grade on May 21st; and grades 4-5 on May 22nd.

 The next Edgewood World Class Neighborhood Meeting will be on March 27th at the Cruz Family home on Arbor Place. Everyone is welcome to attend.  Next SHAC meeting is on Tuesday, May 20, 2014 at 9:00am.

First and second motions were made to adjourn the meeting (Ms. Contreras, Ms. Botello). The meeting was adjourned at 9:50 am.
