I am submitting for review and action by the Senate Committee on Educational Policy the attached proposal for the Elimination of the Specialist in Blood Bank Technology (SBB) Campus Certificate Program.

The elimination of the campus certificate was approved by the Department of Biomedical and Health Information Sciences on February 6, 2007 and carries the endorsement of the College of Applied Health Sciences and Graduate College.

1 Title: Elimination of the Specialist in Blood Bank Technology (SBB) Campus Certificate Program

Description: The College of Applied Health Sciences (CAHS) is requesting transfer of the Specialist in Blood Bank (SBB) Campus Certificate Program to the Department of Clinical Laboratory Sciences (CLS) at Rush University, resulting in the elimination of the SBB Campus Certificate Program at UIC. Students were last admitted for Fall 2006 semester and will complete the curriculum at the end of the Summer 2007 semester. No new students will be admitted to the UIC SBB Program.

Justification: An accredited SBB Program should be resident within a complete clinical laboratory sciences educational program to assure adequate levels of technical and pedagogical support. UIC closed its Medical Laboratory Sciences (MLS) Program in 2002 as a result of the university-wide budget cuts. The online SBB Campus Certificate Program was a part of the MLS Program and is currently staffed by a single faculty member who plans to retire at the end of the Summer 2007 semester. The UIH laboratories do not have the resources and capacity to support the SBB program.

UIC’s SBB Campus Certificate Program would complement the undergraduate and graduate programs currently offered through the CLS Department at Rush University. At the same time, the robust infrastructure of the Rush CLS Program would assure the levels of technical and pedagogical support required for a highly specialized curriculum. Due to limited resources previously outlined, CAHS will have difficulty continuing the SBB Program upon the retirement of the faculty member responsible for the program. Rush University has committed to opening an SBB program. Transferring the SBB Program to Rush University would secure the viability of this much needed, highly specialized, and very well-regarded program of study.

Specialist in Blood Bank Technology (SBB)

UIC's Specialist in Blood Bank Technology (SBB) certification program is a one-year online program designed for experienced post-baccalaureate professionals seeking advanced understanding of blood bank technology and its related disciplines. Leveraging a web- based course management system to deliver course content and to support discussion and active learning, UIC's program offers a flexible educational experience that does not require face-to-face classes.

After completion of the program, students are eligible to take the SBB certification examination given by the American Society for Clinical Pathology (ASCP) Board of Registry. Certification by the ASCP is required for designation as an SBB. >> Learn more about the benefits of becoming an SBB

What We Offer We offer two educational routes:

 The Traditional Curriculum is a series of six online courses that provides clinical and didactic instruction to students. The curriculum includes clinical rotations, testing of unknown samples, independent research, technical writing, presentations,

4 and online lecture-discussion components. Clinical sites may consist of the student's place of employment, local or regional blood centers, or major local or regional medical centers.  The Professional Development Curriculum is designed for students who 1) are eligible to sit for the ASCP qualification exam (to determine eligibility, click here), or 2) are interested in the theoretical aspects and current practices of blood donation and transfusion. The curriculum consists of five online courses that may be used as a structured review for participants interested in passing the ASCP SBB certification exam through special eligibility routes. ASCP and not UIC determines individual eligibility to sit for the ASCP SBB Certification exam. No clinical rotations, testing of unknown blood samples, independent research, technical writing or presentations are required for the Professional Development Curriculum.

The SBB Certification program is accredited by the Commission on Accreditation of Allied Health Education Programs (CAAHEP) upon the recommendation of the American Association of Blood Banks’ Committee on Accreditation of Specialist in Blood Bank Technology Schools (AABB/CoA).
