Subject: Glenochil Prison Visiting Committee

1.0 SUMMARY
1.1. The purpose of this report is to seek Council approval for the nomination of five committee members for Glenochil Prison Visiting Committee.
2.0 RECOMMENDATIONS
2.1. It is recommended that Councillors note the contents of this report and approve the nomination of Mr Alan McKechnie and Mr Ian Robertson, Clackmannanshire residents with previous visiting committee experience.
2.2. In addition Council is asked to make a decision on the remaining three vacancies on Glenochil Prison Visiting Committee and if appropriate approve elected member nominations.
3.0 BACKGROUND
3.1. The Council has a statutory responsibility to appoint five representatives to serve on Glenochil Prison Visiting Committee.
3.2. The regulations on appointment of Prison Visiting Committees state that committee members are to be appointed at a meeting of the Council no later than 2 months after the date of the election on Councillors.
3.3. Prison visiting committee members serve a term of 4 years. After this time they can seek re-election through nomination from the local Council.
3.4. The Council’s has previously nominated two non- Council committee members. Both these individuals have been contacted to enquire if they are seeking re-nomination to Glenochil Prison Visiting Committee.
3.5. A positive response has been received from Mr McKechnie and Mr Robertson.
3.6. This leaves 3 vacancies which have traditionally been filled by elected members.

3.8. Past experience has not generated local interest in filling Visiting Committee vacancies.
3.9. All Visiting Committee members are now required to hold a current Disclosure Scotland Certificate. The Council’s Human Resource Services will arrange for completion of the necessary paper work.
4.0 CONCLUSIONS
4.1. The Council is asked to consider nominating 3 elected members to fill the vacancies and to re-elect the 2 non Council representatives to fill the vacancies on Glenochil Prison Visiting Committee.
