<p>CLACKMANNANSHIRE COUNCIL</p><p>Report to Council of 31st May 2007</p><p>Subject: Glenochil Prison Visiting Committee</p><p>Prepared by: Aileen Littlejohn and Eileen McKinsley, Administration and Legal Services.</p><p>1.0 SUMMARY</p><p>1.1. The purpose of this report is to seek Council approval for the nomination of five committee members for Glenochil Prison Visiting Committee.</p><p>2.0 RECOMMENDATIONS</p><p>2.1. It is recommended that Councillors note the contents of this report and approve the nomination of Mr Alan McKechnie and Mr Ian Robertson, Clackmannanshire residents with previous visiting committee experience. </p><p>2.2. In addition Council is asked to make a decision on the remaining three vacancies on Glenochil Prison Visiting Committee and if appropriate approve elected member nominations.</p><p>3.0 BACKGROUND</p><p>3.1. The Council has a statutory responsibility to appoint five representatives to serve on Glenochil Prison Visiting Committee. </p><p>3.2. The regulations on appointment of Prison Visiting Committees state that committee members are to be appointed at a meeting of the Council no later than 2 months after the date of the election on Councillors.</p><p>3.3. Prison visiting committee members serve a term of 4 years. After this time they can seek re-election through nomination from the local Council.</p><p>3.4. The Council’s has previously nominated two non- Council committee members. Both these individuals have been contacted to enquire if they are seeking re-nomination to Glenochil Prison Visiting Committee.</p><p>3.5. A positive response has been received from Mr McKechnie and Mr Robertson. </p><p>3.6. This leaves 3 vacancies which have traditionally been filled by elected members.</p><p>D:\Docs\2018-01-08\0f74c1c7d5576d9046688e34b6983729.doc Page 1 of 3 3.7. The Council has the option of advertising to seek interest from the general public.</p><p>3.8. Past experience has not generated local interest in filling Visiting Committee vacancies. </p><p>3.9. All Visiting Committee members are now required to hold a current Disclosure Scotland Certificate. The Council’s Human Resource Services will arrange for completion of the necessary paper work. </p><p>4.0 CONCLUSIONS</p><p>4.1. The Council is asked to consider nominating 3 elected members to fill the vacancies and to re-elect the 2 non Council representatives to fill the vacancies on Glenochil Prison Visiting Committee.</p><p>5.0 IMPLICATIONS FOR THE COUNCIL</p><p>5.1.
