Shizuoka Declaration

Disabled Peoples’ International North-East Sub-regional Meeting 13-14 June, 2014 Shizuoka, Japan

We, the delegations of DPI national assemblies from China, Japan, Korea and Mongolia, met for the sixth Disabled Peoples’ International North-East Asian Sub-regional Meeting in Shizuoka, Japan, on 13-14 June, 2014. This sub-regional gathering started in Jeju, the Republic of Korea in 2003, followed by Fukuoka, Japan in 2005, Beijing, China in 2007, Ulaanbaatar, Mongolia in 2009 and Incheon, the Republic of Korea in 2012. We reaffirm the declarations adopted by these conferences which have shown the strong commitment of disability movement to the human rights and development in this sub-region.

We fully recognize that DPI North-East Asian Sub-region strengthened the unity of disability movement and expressed our commitment to realize the rights of persons with disabilities in this sub-region. We must be proud of the role we have played, as it is a consequence of our strong movement at national, sub-regional, regional and international levels since DPI was established in 1981. In line with the New Asian and Pacific Decade of Disabled Persons (2013-2022), which was adopted in 2013 in Incheon, we shall autonomously and actively endeavor to engage in reinforcing the sub-regional network as well as realizing the rights of persons with disabilities in each country.

We, as the representatives of DPI national assemblies in respective countries, recognize that the fundamental rights of persons with disabilities are not fully recognized. We also recognize that our continuous effort is necessary to establish and implement effective laws, regulations, programs and projects that ensure the rights of persons with disabilities to be realized at national level.

We are aware that our next action to realize the rights of persons with disabilities is awaited by the entire society in the North-east Asia.

Recognizing the above circumstances, we declare as follows:

1. We promise our full commitment to the implementation of the Convention on the Rights of Persons with Disabilities and the Incheon Strategy for the New Asian and Pacific Decade of Persons with Disabilities (2013-2022) in the entire North-east sub-region.

2. We monitor the official progress report submission of the Convention on the Rights of Persons with Disabilities within the time prescribed, and request our governments to seriously accept and follow the recommendation and suggestion from the Committee on the Rights of Persons with Disabilities, to promote its implementation at national level.

3. We encourage the UNESCAP North-east Sub-regional Office in Inchon, the Republic of Korea, to play an active role on the promotion and protection of the rights of persons with disabilities, in close collaboration DPI North-east Sub-region, Adopted on 14 June, 2014 with DPI North-east Sub-region. We also encourage ESCAP and its sub-regional office to employ officers with disabilities to implement the Incheon Strategy at sub-regional level.

4. We shall meet again in China in 2016 at the 7th DPI North-east Sub-regional Conference.
