[3928] 2 1 Whereas, it is appropriate for the State Fiscal Accountability 2 Authority, through its chief information officer, to procure the 3 appropriate vendor and implement the single source compiler 4 program. Now, therefore, 5 6 Be it enacted by the General Assembly of the State of South 7 Carolina: 8 9 SECTION 1. Article 1, Chapter 11, Title 1 of the 1976 Code is 10 amended by adding: 11 12 “Section 111437. (A) All state agencies after June 30, 2018, 13 shall use a single third party original source compiler and publisher 14 of unencumbered addressbased data for purposes of validating and 15 verifying residents, households, and businesses within the State. 16 The raw data must be updated monthly inclusive of National 17 Change of Address Postal Processing, georeferenced, and made 18 available to all state agencies. The data must be able to be 19 delivered in a: 20 (1) nationwide webbased data access format that has a quick 21 search capability, remote access capability, and mapping 22 functionality; and 23 (2) raw data format for the State of South Carolina business 24 and residential information. 25 (B) The State Fiscal Accountability Authority, through its chief 26 information officer, with the input of affected agencies, and 27 pursuant to the South Carolina Consolidated Procurement Code, 28 shall procure an appropriate vendor to provide the necessary data 29 compilation and publication.” 30 31 SECTION 2. This act takes effect upon approval by the 32 Governor. 33 XX 34
