Welcome and Opening Remarks:

 Josh Dalton opened the meeting

Election Update Presentation (Jim Smith):  Jim gave a brief overview of the election results and how it may affect our industry.  Roy Cooper was contacted prior to election regarding issues and policies that are important to our industry, but provided no response.  NC House of Representatives and Senate retained a heavy Republican majority.  All Engineering candidates were elected or re-elected.

Subcommittee Reports – Reports Attached

Rail (Bob Baughman)  Terry Winebrenner has been named Vice Chair of the subcommittee.  Rail (Greg Keel) is now issuing NTPs.  NCDOT is pursuing Federal Disaster funding for damages from Hurricane Matthew. ACEC/NC Transportation Committee November 14, 2016 Meeting Minutes Page 2  Rail is working on agreements for the Wilmington to Charlotte Intermodal Rail.  18 rail projects with an estimated construction cost of $307 million included in current STI.  The current Engineering Coordination LSAs expire in March 2017. Anticipated RFP in early 2017.  The Design and Construction LSAs expire late 2017.  RTR for rail is scheduled for early 2017.  See Meeting Minutes for additional details (attached).

Design/Build (Keith Skinner)  Charlie Brown with Location & Surveys has proposed requiring Professional Surveyors certify R/W sheets.  There have been some discussions regarding As-Built versus As-Constructed Plans. Theresa Bruton stated that the intent was for the Contractor to provide As-Constructed Redline Plans.  The Anticipated Design Build Project list was not provided during the subcommittee meeting. UPDATE – The list was distributed to the Transportation Committee on November 18th and has been attached to the minutes.  Rodger Rochelle mentioned NCDOT is considering the addition of DBE goals to D/B design pursuits.  Due to the number of requests and subsequent delays for debriefs on DB projects, it has been proposed that a scoring sheet be provided which breaks down the Team score into the scoring categories listed in each RFP.  Consultant Preclusion Policy – Keith discussed with Berry Jenkins (AGC) and the Contractors prefer the current policy.  See Meeting Minutes for additional details (attached)

Joint Training (Bill Jenkins)  Have not met. A Task Force will be formed to look at all subcommittees and determine their viability with the new landscape at NCDOT.  Bill has been contacted by NCDOT regarding the new online Preconstruction sites. A training session may be developed.

Construction & Materials (Jason Peterson)  Rate escalation, blended or loaded rates, and vehicle reimbursements are currently being evaluated and discussed with NCDOT.  UPDATE – NCDOT provided a list of anticipated CEI Project Specific advertisements. The list was distributed to the Transportation Committee on November 30, 2016 and has been attached to the minutes.  See Meeting Minutes for additional details (attached)

Structures (John Frye)  Asset Management Workshop to be held the first week in April 2017.  See Meeting Minutes for additional details (attached)

Procurement (Mark Acuff)  No meetings since last Transportation Committee meeting. ACEC/NC Transportation Committee November 14, 2016 Meeting Minutes Page 3  The subcommittee was asked to provide recommendations for remedying the issue of Prime Consultant firms not notifying Subconsultant firms upon project selection.

Operations (Jamie Byrd)  Scott Cole (Division 10) is new NCDOT Co-Chair.  Supplements to existing contracts will be added on as needed basis. NCDOT was reluctant to increase all contracts to $10 million as PEFs might assume a level of workload that may not occur.  See Meeting Minutes for additional information (attached)

Joint Conference (Doug Taylor)  1,010 total attendees for the 2016 Conference.  Tentative 2017 Conference date is November 1st. That puts the reception the previous night on Halloween, but the Convention Center had very limited availability.  Doug stated the group needs feedback from attendees in order to make the conference better next year. The App has a survey that can be completed and submitted.

PDEA (Steven Brown)  There is interest from NCDOT in continuing this committee, awaiting the outcome of restructuring

Other Business (Jim Smith)  Future Leaders Program – Deadline is December 16th.  ACEC Holiday Reception and Auction December 14th at the Museum of Natural Sciences

TAB Meeting Update (Josh Dalton)  Joint Subcommittee Task Force – ACEC has assembled a group of members for the Task Force and are waiting on notification of selection of NCDOT members.  ACEC has requested NCDOT review the requirements for submitting certified payrolls for lump sum contracts. Eliminating this requirement would streamline and speed up NTPs. There are concerns with confidentiality of personnel rates with the current ‘kitchen sink’ spreadsheet.  ACEC has requested NCDOT include rate escalation at one-year contract anniversary into CEI contracts with a move to blended or loaded rates.  Sales tax is currently not being reimbursed for certain geotechnical/traffic control services. NCDOT is verifying with OIG and will update as soon as they can.

Next meeting is March 6, 2017 from 3:00 to 5:00 p.m. at Stantec.
