Minutes of the St Fillans Community Council Meeting

Wednesday 4th May 2016 Sandison Hall, St Fillans

Welcome Chairman Richard Graham welcomed 15 villagers, Cllr Rhona Brock, CC members Don Forrester, (treasurer), Dave Pryde, Andrew Martin, and Jacquie Harris (secretary) to the meeting.

Apologies Apologies were received from Liz Cunningham, Steve & Isobel Howell, Alex Duncan & Anne Patrick, Sally Watson, Billy Ronald (National Park) & Police Scotland.

Minutes The minutes of the previous meeting in February were Proposed as a true record by Johnson Brown and Seconded by Eric Kennelly.

Police Report There are no recent incidents to report. However concern was expressed about the lack of police attendance at recent St Fillans CC meetings. Cllr Rhona Brock said she will follow this up with Police Scotland.

Planning Applications No recent planning applications which pose concern.

Matters Arising

Road & Flooding Issues ● Richard has been in contact with Tommy Dean from Bear Scotland who has replied to concerns on the following areas: ● Winter Roads - it was clarified that St Fillans has a ‘category C’ rating which entitles the village to snow and ice clearance by the next day. ● Disrepair of pavements - pavements in the village main street have been surveyed and will be repaired in the next 28 days. ● Flooding - Richard is continuing to follow up on the issue of blocked culverts at the Moncrieff’s house at the east of the village (with Bear), and flooding at Tynereoch (with Drummond Estates).

Village Working Groups

Garden Group Eric Kennelly reported, and gave a brief overview of the GG annual financial statement. In recent months the GG activities have been focused on tidying up around the war memorial (it has been decided not to replant the hedge behind it). The GG have also continued to refurbish the tubs and prune trees on the village main street. The GG have recently received a £200 grant from PKC. Path Group Geoff Hardman Carter reported. Construction for the Railway Path, Little Port section will be completed by 20th May. The focus will now turn to the St Fillans section - funding requests are underway.

Festive Committee The committee is meeting in May to discuss future events.

Play Park Group Russell Cunningham reported. All planning for the park is complete, and the final decision on funding for will be made this year, which will determine whether the project can go ahead.

Five Lochs Project No further meetings or discussions since the last CC meeting.

Online Police Survey Richard will forward the details of an online police survey to the village.

Proposed Aldi Store, Crieff There is an online petition, should anyone want to support it.

Village Phone Directory It was suggested that updating of the village phone directory can be undertaken by several individuals across the village (tbc).

Village Leaflet Geoff Hardman Carter has been updating the village marketing leaflet, and will continue to work with the National Park in order to get it completed.

Field Maintenance The lack of maintenance at the field behind Dundurn Walk is a concern, particularly with the presence of Japanese knotweed. Richard will follow up with the owner, Drummond Estates.

Loch Earn Brewery. The unsightly appearance of piles of stone and an empty caravan at the Loch Earn Brewery carpark is a concern to the village. Richard will follow up with the owner, Gerald Michaluk.

Date and Time of Next Meeting The next meeting is scheduled for July 20th 2016.
