Tennessee Fire Department Needs Assessment Survey. The major goal of this survey by Rachel Guarnieri, Dennis Wolf, Frances Adams-O’Brien, and Lyndy Wibking is to identify gaps in Tennessee fire service coverage by comparing departments' personnel, equipment, and facilities against consensus standards, government regulations, and other nationally recognized guidance for effective and efficient firefighting practices.
