The Westmoreland County School Board met in regular session on Monday, July 18, 2016 at 5:00 p.m. at the Gerald B. Roane Center for Excellence, Montross, Virginia.

Present: Dr. Daniel Wallace, Chair Mr. Ralph Fallin, Vice Chair Ms. Iris Lane, Member Mrs. Sandra Ramsey, Member Mrs. Patricia Lewis, Member Dr. Michael Perry, Superintendent Mr. James Cook, Assistant Superintendent of Personnel, Operations and Pupil Services Ms. Cathy Rice, Deputy Superintendent Mrs. Tina Withers, Clerk of the Board

The meeting was called to order by Dr. Wallace, Chair.

Mr. Fallin made a motion that the board convene into closed session as provided in Section 2.2- 3711(A) of the Code of Virginia, for the purpose of discussing personnel matters dealing with specific personnel of the Westmoreland County School system pursuant to Section 2.2-3711(A) (1) of the Code of Virginia. Board member Ms. Lewis seconded the motion. Voice Vote: 5 Ayes/0 Nays; Mr. Fallin, Aye; Dr. Wallace, Aye; Mrs. Ramsey, Aye; Mrs. Lewis, Aye; Ms. Lane, Aye.

At 6:00 p.m. the meeting was reconvened into public meeting on the motion by board member Ms. Lane, and seconded by board member Mrs. Ramsey. Voice Vote: 5 Ayes/0 Nays; Ms. Lane, Aye; Mr. Fallin, Aye; Dr. Wallace, Aye; Mrs. Ramsey, Aye; Mrs. Lewis, Aye.

The motion for the approval of the following certification was made by board member Mr. Fallin, and seconded by board member Ms. Lane.

WHEREAS, the Westmoreland County School Board convened a closed meeting on this date pursuant to an affirmative recorded vote and in accordance with the provision of the Virginia Freedom of Information Act; and

WHEREAS, Section 2.2-3712(D) of the Code of Virginia requires a certification that, to the best of each member’s knowledge, (i) only public business matters lawfully exempted from open meeting requirements by Virginia law were discussed in the closed meeting which this certification applies, and (ii) only such public business matters as were identified in the motion convening the closed meeting were heard, discussed, or considered. A moment of silence was observed and the pledge of allegiance was recited.

Mrs. Ramsey read the Westmoreland County Public Schools’ mission statement and vision statement to the public.

Approval of Agenda The agenda was approved by unanimous consent after amending the agenda by removing Item C. Equity Forum from the Presentations and tabling until the next regular meeting. Approval of Minutes Mr. Fallin made a motion to approve the Minutes of the June 16, 2016 work session, June 20, 2016 regular meeting and June 27, 2016 special meeting as presented, Ms. Lane seconded the motion. Voice Vote: 5 Ayes/0 Nays; Ms. Lane, Aye; Mr. Fallin, Aye; Dr. Wallace, Aye; Mrs. Ramsey, Aye; Mrs. Lewis, Aye.

Delegations

Dr. Perry presented the Student Attendance Report for the month of June to the board. Ms. Lambert, Assistant Principal of Cople Elementary School received a trophy for best student attendance for the month of April. (Appendix II)

Dr. Perry presented the Teacher Attendance Report for the month of June to the board. Mrs. Geyer, Principal of Washington and Lee High School received the trophy for highest teacher attendance for the month of June. (Appendix III)

Mrs. Geyer stated Washington and Lee High School received two certificates recognizing their participation with the Virginia Chapter of the Leukemia & Lymphoma Society. The Equity Forum was tabled until the next meeting.

Action Items

Approval of Bills - Mrs. Lewis made a motion to approve the monthly expenditures in the amount of $719,377.06 and food service expenditures in the amount of $32,538.60 as presented, Ms. Lane seconded the motion. Site Plan Design Dr. Perry discussed the new school site plan design with the Board. Dr. Perry recommended that the Board formally endorse one of the Site Plan Designs presented by Grimm and Parker. Dr. Perry stated Plan B allows the High School and Middle School to be built upon the Chandler property. Ms. Lane made a motion to formally accept site plan design B for the new high school which allows space for a middle school to be built in the future. Mr. Fallin seconded the motion. Change of Board Work Session Dates Dr. Perry requested to the change the board work session meetings to the Tuesday before regular Board meetings. Mrs. Lewis made a motion to approve the revised work session day to Tuesday before Board meetings. Mr. Fallin seconded the motion. Grimm and Parker Resolution Dr. Perry presented the Grimm and Parker Resolution to the Board for approval. Ms. Lane made a motion to approve the Resolution Regarding Contractual Intent with Grimm and Parker. Mrs. Ramsey seconded the motion. ADM for New School Dr. Perry gave an informative powerpoint presentation reviewing enrollment data and demographic trends to support the size of the new high school. Dr. Perry requested the Board to adopt a facility based on 800 students. Mr. Fallin made a motion to adopt an 800 student capacity for the new high school. Ms. Lane seconded the motion. School Board Member Comments

Ms. Lane informed the Board that 3 of Westmoreland’s Legislative Position Proposals were accepted at the Legislative Priorities Committee last Wednesday. Ms. Lane thanked the Board for allowing her to serve on the Legislative Priorities Committee.

Mrs. Ramsey thanked everyone for attending the meeting.

Mr. Fallin encouraged everyone to share information about the new high school.

Dr. Wallace informed the public that the next meeting will be a work session on August 9, 2016 and the regular school board meeting will be held August 15, 2016.

There being no further business, Dr. Wallace adjourned the meeting at 7:12 p.m.
