When 31 Rae’Von’s family moved to Hanahan in 2005, she attended 32 Hanahan High School and graduated from that institution in 2012. 33 For the next two years, she attended Trident Technical College, 34 pursuing her dreams of higher education in further preparation for 35 her life’s work. Rae’Von wanted to be a graphic designer and 36 someday a registered nurse; and 37 38 Whereas, despite having suffered a traumatic brain injury in a 39 nearfatal 2007 car accident on her thirteenth birthday, Rae’Von led 40 an exemplary, independent, and productive life, having overcome 41 many physical challenges. She was a fashionista with a keen sense 42 of style, always sporting the latest “kicks” and musthaves; she was

[4724] 2 1 the socialmedia queen of Hip Pop who kept up with the latest in 2 the world of entertainment. Her courageous attitude and positive 3 outlook were an inspiration to all who knew her; and 4 5 Whereas, Rae’Von had a gift for inspiring others and making each 6 person around her feel special. She had a light that drew people to 7 her and lifted them up with a welcoming smile and generous spirit. 8 A good listener, she asked varied questions about people’s homes, 9 families, interests, schools, and work; and 10 11 Whereas, Rae’Von never met a stranger, had a cheerful word for 12 everyone, and was bound and determined to find a connection with 13 each person she met. She looked for ways to create opportunities 14 for others to share their talents and loved collaborating with 15 diverse individuals and groups to help those in need. She ended 16 every conversation with a hug and “I love you”; and 17 18 Whereas, a young lady who loved life and lived it to the fullest, 19 Rae’Von possessed a “can do” attitude that made every day fun 20 and filled it with laughter, humor, and her dry wit; and 21 22 Whereas, a devoted sister and daughter who loved her family, her 23 friends, and her many pets, Rae’Von Francis leaves to cherish her 24 memories her parents, Mr. Shaun Francis and Mrs. Janica Francis 25 Hunter; her brothers, Minister Sh’Kur M.R. Francis, Mr. Donald 26 L. Vanderhorst, Jr., and Mr. Arthur Hunter, Jr.; and a host of other 27 relatives and friends. Her family is very proud of her and loved her 28 very much, and she will be greatly missed by all who had the 29 privilege of knowing and working with her. Now, therefore, 30 31 Be it resolved by the House of Representatives: 32 33 That the members of the South Carolina House of Representatives, 34 by this resolution, express their profound sorrow upon the death of 35 Rae’Von Dominique Braishaun Francis of Charleston and extend 36 the deepest sympathy to her family and many friends. 37 38 Be it further resolved that a copy of this resolution be provided to 39 Mr. Shaun Francis and Mrs. Janica Francis Hunter for the family. 40 XX 41
