Situation Manual – Tabletop Exercise 1 Disaster Resistant Communities Group – www.drc-group.com Hurricane Phoenix – Exercise Play During the Hurricane Phoenix Tabletop Exercise it will be important to remember and comply with the following statements: DO NOT JUMP AHEAD IN THE EXERCISE SCENARIO. NEVER MAKE ASSUMPTIONS THAT CERTAIN ACTIONS WILL BE TAKEN. THOROUGHLY REVIEW ALL SCENARIOS AND INJECTS AS THEY ARE PRESENTED DURING THE EXERCISE. DO NOT ASSUME THAT A RESOURCE IS AVAILABLE. o IF YOU NEED TO USE A FACILITY YOU MUST CALL THE FACILITY OWNER TO MAKE SURE IT CAN BE USED. o IF YOU NEED SUPPLIES YOU MUST CALL THE VENDOR TO SEE IF THE RESOURCE IS AVAILABLE AND WHEN AND WHERE YOU CAN PICK IT UP. IF INSTRUCTED BY AN INJECT TO PLACE A PHONE CALL TO OUTSIDE AGENCIES, ORGANIZATIONS AND / OR VENDORS THE CALL MUST BE MADE. IDENTIFY ONE INDIVIDUAL TO BE RESPONSIBLE FOR ENTERING RESPONSES TO EXERCISE INJECTS INTO THE ONX SYSTEM. IT IS STRONGLY RECOMMENDED THAT PARTICIPANTS PRINT ALL CURRENT SITUATIONS, INJECTS AND OTHER DOCUMENTS PRESENTED DURING THE EXERCISE. Time Allotted 2 Minutes

Situation Manual – Tabletop Exercise 3 Disaster Resistant Communities Group – www.drc-group.com Hurricane Phoenix – Scenario – # 02 Image of Electric Utility Repair On the heels of the hurricane moving out of the region electric utility providers began the process of estimating the damage to their electric distribution system.
Electrical utility crews are working non-stop to restore services.
As the full extent of damage to the electric distribution system is realized electric utility providers begin to release information on the extent of damage to their system along with the estimated time it will take to totally restore electrical power to the county’s residents.

Situation Manual – Tabletop Exercise 4 Disaster Resistant Communities Group – www.drc-group.com Hurricane Phoenix – Scenario – # 03 Image of EOC County Emergency Operation Centers (EOC) throughout the region remain at a LEVEL 1 ACTIVATION. However the overnight activities have begun to slow down as the transition from RESPONSE operations to RECOVERY operations begins.
The county’s Public Information Team continues to ensure messaging on hurricane response and recovery activities are shared throughout the region. There is now an emphasis to interface with the Volunteers & Donations Coordination Team and Disaster Housing Team to assist them with their activities.

The reason for using information from the volunteer’s Facebook is that the information appears to be “REAL TIME” and that information regarding volunteers and donations from the county appears to be infrequent and un-timely. Briefly describe the actions that should be taken.
