CITY OF WANAMINGO City Council Regular Meeting Monday, March 11, 2013 7:00 P.M. Wanamingo City Council Chambers – 401 Main Street Wanamingo, MN

CALL TO ORDER: Mayor Holmes.

PRESENT: Council: Ryan Holmes, Larry VanDeWalker, Danny Benson, Jennifer Berquam, and Jamie Majerus City Administrator: Michael Boulton & Deputy City Clerk: Jean Rugg

ABSENT: None

ALSO PRESENT: Steve Haggstrom, Terry Campbell – Wanamingo Messenger, Terri Washburn – Kenyon Leader, Alicia Hunt-Welch – Zumbrota News Record, Nicole Holmes, Sophia Holmes, Mike Rude, Jake Jude, Sally Friese, Jason Raths, Amy Raths, Ron Berg, Barney Nesseth, Alec Nesseth, Mike Farrell, Chris Farrell, Alex Johnson, John Dierks, Brandon Dierks, Travis Husbyn, & Scott Goodman.

ADOPT AGENDA: Berquam motioned to adopt the agenda, seconded by VanDeWalker. Passed 5-0-0.

CONSENT AGENDA: Benson motioned, seconded by Berquam to consent. Passed 5-0-0.

PRESENTERS:

A) Steve Haggstrom reported on: i. Heater Fixed at City Shop ii. Scraped ice off road and pushed snow multiple times iii. Worked on State Bid Contract – got City of Wanamingo signed up for it iv. Waste Water Reports – no errors in 2012; Rick Turri made corrects in previous years as to not have errors in reports v. Purchased 3 used strobe lights (for pay loader and grader) for $100 off Craig’s list – off individual from Rochester vi. Water came in City Hall on 3/11/13 – 150 gallons sucked out with shop vacuums. Need to address parking lot sloping on east side of building in the future. Also, additional heat taping required in soffit on north side of building.

NEW BUSINESS:

RESOLUTION:

13-018 = Certifying Delinquent Utility Bills towards 2014 Property Taxes: Majerus moved to approve, Seconded by VanDeWalker. Mayor Holmes asked if there was anyone contesting the certification. No public comment was given. Passed 5-0-0. 13-019 = Adopting 2013 2nd Quarter Maintenance Work Plan: VanDeWalker moved to approve, Seconded by Benson. Passed 5-0-0. 13-020 = Adopting 2013 Swimming Pool Fees & Schedule: Benson moved to approve, seconded by Berquam. Passed 5-0-0. 13-021 = Approving Stifel Nicolaus Financial Authorization of Signatures for 2013: Majerus moved to approve, seconded by Benson. Passed 5-0-0. 13-022 = Supporting the Destination Medical Center Proposal for Southeastern Minnesota: VanDeWalker moved to approve, seconded by Majerus. Discussion centered around details of the plan and lack of information available. Council members agreed that they support the concept, but were reluctant to support plan without knowing the effects, other than current positive talking points. VanDeWalker and Majerus took their motion back from consideration. VanDeWalker moved to table the issue until further information is provided on the plan. Seconded by Berquam. Passed 5-0-0.

OLD BUSINESS:

13-016 = Approving City Council Job Description: Benson moved to take off table and approve, seconded by Majerus. Discussion focused on the language in the proposal. Members disagreed on how to provide information to new and prospective council members. Berquam and VanDeWalker agreed to investigate how to better format and word Council’s intensions. Berquam moved to table until April Meeting, Seconded by VanDeWalker. Passed 5-0-0.

Administrator Boulton gave an update on the building permit request by R& R Properties for 113 1st Avenue. In February, the council approved a land split and rezoning for the north half of the lot. The building permit application is for a storage units building on the lot with roughly a 35’ by 140’ dimension. The Council and public voiced concerns at the February Council Meeting that would require a conditional use permit to be approved and issued. Mike and Jake Rude stated that they will be fine having in writing conditions to follow for building elevation, drainage, parking lot surfacing, privacy fence/trees, lighting, and written approval for curb changes. The council, addressing Jason Rath’s concerns, also will be requiring language as part of rental agreement between R&R and tenants for street parking. They will need to acknowledge that, where permitted, parking may block access to building. A request can be made to City if there are concerns of access on the street to the units. The City will follow the Wanamingo Code of Ordinances on time allowed for vehicles to be parked on streets. The City Council agreed that the conditional use permit that will be considered in April through a resolution include the following: elevation of the building compared to the road, drainage on the property (concrete/asphalt installed between south side of property and building for better drainage), privacy fence/trees installed along south side of property, any lights installed facing away from residential properties, requiring language as part of rental agreement between R&R and tenants for street parking, and written approval by City Council on any changes to curb/gutter.

*Next City Council meeting on 4/8/2013.

Adjourn: At 8:24 PM a motion to adjourn the meeting made by Benson and seconded by Majerus. Passed 5-0- 0.
