COMMISSIONER’S PROCEEDINGS REGULAR SESSION March 21, 2017 The Lyman County Commissioners met in regular session in the Conference Room in the Courthouse at Kennebec, South Dakota, March 21, 2017, at 9:00 a.m. with the following members present: Chairman Steve Perry, Kim Halverson, Ryan Huffman, Gary Diehm, Bill Lengkeek and Auditor Pam Michalek. Also present was Adam Ehlers.

CALL TO ORDER: Chairman Perry called the meeting to order with the pledge to the flag.

CITIZEN INPUT: Adam Ehlers called the Commissioners attention to the fact that at the last meeting the agenda was amended and action was taken about Commissioner’s health insurance. In the discussion that followed, Adam felt there may have been some people who would have liked to be present if they had known it was going to be discussed.

APPROVE MINUTES: Motion by Halverson, seconded by Lengkeek to approve the minutes of March 7, 2017. All voting aye.

APPROVE BILLS: Motion by Huffman, seconded by Diehm to pay the following bills. All voting aye. $4,254.44 less $3,395.01 forwarded to Lyman School District and $10.22 to Chamberlain School District for fine money.

BUILDING PERMIT: Motion by Diehm, seconded by Huffman to approve a building permit for JBH Dakota, LLC/Brad Havemeier for construction of a 38’X60’ cabin plus garage & porch at 26662 327th Ave Hamill, SD; SE¼ of 18-101-73 & all of 19-101-73. All voting aye.

Carol Sundall was present.

POOR PROCEDURES: Commissioners Diehm and Lengkeek attended the new commissioner workshop in Pierre and had questions concerning poor claims. Auditor Michalek explained the procedure for poor claims and mental health claims.

HWY/WEED DEPT: Supt.Walt Nagel, Rose Twp. representatives Mike and Drew Reuman were present for continued discussion on graveling 247th Street to Hwy. 183. After discussion, motion by Halverson, seconded by Diehm to authorize the Hwy. Supt. to grade and gravel 2.5 miles of secondary road that connects to Rose Twps. 1.5 mile of road they are going to grade and gravel so the project will be completed to Hwy. 183. All voting aye. The Commission authorized Supt. Nagel to call for annual bids April 11, 2017. Motion by Lengkeek, seconded by Diehm to approve new hire Mike Hoffer Sr., effective April 3, 2017 with starting salary to be $32,760.00 annually; $2,730.00 monthly (less $100.00 per month for 6 month probationary period). All voting aye. Fuel quotes received: 1) Hieb Oil - #2 Diesel - $1.79 per gallon; Unleaded gasoline - $2.05 per gallon; 2) Farmers Union Oil Co. – #2 Diesel - $1.86 per gallon, Unleaded gasoline - $1.69 per gallon. Motion by Halverson, seconded by Huffman to accept the low quote of Farmers Union Oil Co. All voting aye. Discussion was held on the guard rail in Vivian, replacing culverts on Ft. Hale Bottom, Railroad Crossing signs and grading. Steve Manger was present for the discussion involving a policy for farming county right of ways. The Commission, States Attorney Smith, Supt. Nagel and Sheriff Manger will coordinate a meeting time to discuss a policy proposal.

ADJOURNMENT: Motion by Lengkeek, seconded by Huffman to adjourn until April 11, 2017 at 9:00 a.m. All voting aye.
