 ONLINE SHOPPING FRAUD UNEARTHED !

 DIRECTOR and CHIEF OPERATIONS OFFICER OF ON-LINE SHOPPING SITE “TIMTARA.COM” ARRESTED !

 OVER 200 VICTIMS COMPLAINED TO THE POLICE !

 THE COMPANY OFFERED GOODS AT ATTRACTIVE PRICES BUT DEFAULTED ON SUPPLY OF ITEMS DESPITE 100% ADVANCE PAYMENTS ! ______

The Cyber Cell of EOW has arrested Arindam Bose (47) and Harish Ahluwalia (35), Director and Chief Operations Officer respectively of on-line shopping portal TIMTARA.COM. Over 200 complaints have been received so far in the Cyber Cell of EOW. The victims from all across India invariably claimed that they had paid money online through credit card for various items. However, in-spite of repeated requests and follow-up, the requisite goods never arrived.

On-line retail website www.timtara.com claimed to sell various products like cameras, mobiles, Home Appliances, Kitchen Appliances, Consumer Electronics, Computers, Games, Health and Personal Care Products, Home Décor, Perfumes and Watches online. The victims had ordered for the various articles like mobile phones, cameras, pen drives, external hard-drives, watches, pens and home appliances like toasters, rice cookers, induction heaters etc. on timtara.com. The accused persons after taking money in advance from the victims on the promise to deliver the ordered product never delivered the items. The company in fact shut down their front office of B-26, Sector 8, Noida, UP and changed their location to avoid detection and confrontation with the cheated customers.

Cases registered against Timtara.com

During investigations it was revealed that the alleged timtara.com was actively engaged in on-line shopping fraud. Large numbers of customers had been cheated on account of providing products cheaper than the market rate. Most of the victims were lured by the misleading advertisements, high discount offers and false representations on the website. They ordered the products by paying the complete indicated cost of the product in advance.

1 In order to trace and apprehend the accused persons, a special team of Cyber Cell, EOW, comprising of Insp Vijay Gahlawat, SI Kanhaiya Lal Yadav, W/SI Monika Shori, ASI Sunil Malik, HC Rati Ram, Ct. Ravinder and Ct. Randeep was constituted. Raids were conducted at all the known residences and office address of the suspects. In order to avoid detection, the said company had shifted its operations to another location i.e. D-38, Sector 63, Noida. Sustained reconnaissance and investigations conducted by the team at Noida, led to the apprehension of the accused persons Arindam Bose (Director) and Harish Ahluwalia (Chief Operations Officer) of Timtara.com. Investigations also revealed that the said on-line shopping portal was registered on behalf of M/s InfoSecure Consulting Pvt. Ltd., with Arindam Bose as one of the Directors.

Accused persons’ profile

(1) Arindam Bose S/o Amar Nath Bose R/o A-1/196, Janak Puri, New Delhi originally belongs to Kolkata. He is highly educated and had been a well placed IT professional. He holds a Bachelors degree in Electronics from Jadavpur University, Kolkata. After working for M/s Phillips for about a year he moved to USA in 1989, where he studied at Clemson University, South Carolina and thereafter took up a job at AT&T. He returned to India in 1994, worked in M/s Philips, New Delhi till 1997 and then joined M/s LG in 1997 as Head of IT where he continued till 2007. He thereafter took up a job as a Consultant in the Middle East and then worked in M/s Videocon as VP IT, Internet and Exports for a year. In 2010 he started Timtara.com with 3 other founders.

Apart from the three cases registered in the matter of Timtara.com, there is one more case of cheating registered against Arindam Bose in Punjab viz. FIR No. 5/13 u/s 420/120- B IPC PS Lahori Gate, Patiala related to some property matter.

(2) Harish Ahluwalia S/o Amar Singh Walia R/o V-256, Sector-12, Noida originally belongs to Distt. Kaithal, Haryana. He is a graduate who started his career as Astt. Sales Manager in the Mobile Division of M/s BUZZ Mobiles. Over the years he was promoted as the Regional Sales Head and then the Sales Head of the Company. He left the company in June 2012 and joined Timtara.com as Incharge Administration and was promoted as Chief Operations Officer of the compnay in November 2012.

Efforts are on to trace the other Directors of the said Company and to fix their liability too in the said fraud.

 One JCL caught red handed when he was in search of a prey to commit the crime of burglary.  Recovered one country made pistol of 315 bore alongwith one live cartridge.

INTRODUCTION:-

4 One Juvenile in Conflict with Law resident of West Bengal has been apprehended when he alongwith his associates was in search of a prey in area of Single Storey Vijay Nagar to commit the crime of burglary. One country made pistol alongwith live cartridges was recovered from his possession.

INCIDENT: In the intervening night of 25/26.3.13, beat Constable Narpal No. 805/NW was on night patrolling duty in his beat No. 8. which covered NPL and Single Storey Vijay Nagar area. He was on Govt motorcycle No. DL-1SS-2607 and was patrolling with playing siren. When Ct. Narpal reached near Dr. Gomber's Clinic near Hakikat Rai Park in Single Storey Vijay Nagar, he saw 3-4 suspected persons who started running on hearing the siren of police motorcycle. He chased them and saw one of them was trying to hide himself in the park in bushes while others managed to escape in the dark. Ct. Narpal overpowered the person who was trying to hide himself. Ct. Narpal made a cursory search and recovered a country made pistol from the belt of his wearing jeans pant.

INVESTIGATION: On recovering the country made pistol, Ct. Narpal made a phone call to Duty Officer Police Station Mukherjee Nagar. SI Vinod reached at spot and interrogated at length. Recovered country made pistol was taken into police possession and JCL was apprehended.

ROBBER-CUM-PROCLAIMED OFFENDER ARRESTED

The special team of PS Subhash Place of North West District has arrested a Proclaimed Offender-cum-robber namely Jitender @ Ghoosh s/o Sh. Mukti Parshad r/o L-581, Mangol Puri, Delhi. He was declared P.O in two burglary and theft cases of PS Mangol Puri.

5 A team consisting of ASI Sushil Kumar, HC Suresh No. 648/NW and Ct. Halwant No. 1276/NW under the supervision of Inspr. Pankaj Malik, SHO/Subhash Place was constituted to trace out the snatchers/robbers. The said team received a secret information that a snatcher-cum-PO Jitender @ Ghoosh has been seen roaming in the evening near Ambedkar Hospital. Accordingly, a trap was laid down and accused Jitender @ Ghoosh was apprehended on 29.3.13 and arrested u/s 41.1 CrPC. He has studied upto 6th standard and belongs to BPL family. He has been involved in three of robbery and theft of PS Mangol Puri and out of which, he is PO in two cases.

TWO NOTORIOUS THIEVE ARRESTED WITH STOLEN PROPERTY

With the arrest of Mohd. Zakir S/o Mohd. Alam and Manju Kaji S/o Kamal Kaji, staff of P.S. Jaitpur, South-East District has recovered electronic items, three cameras, one digital video camera, three Lap Tops, huge quantity of Gold and Silver Jewellery worth more than Rs. 5 lakhs, three watches and three mobile phones stolen from the area of P.S. Jamia Nagar as well as one Buttondar knife from the possession of Zakir S/o Mohd. Alam. 6 Incident, Team and arrest: On 27/03/2013 at about 06.00 hrs. HC. Shiv Charan 106/SE, Ct. Ishwar 2101/SE and Ct. Makkhan 2997/SE were on beat patrolling and Holi Arrangement near Community Hall, Phase- III JJ Colony. At about 06.10 hrs. these police personnel saw two men in suspicious condition having two carry bags and one briefcase. When they saw police staff they tried to escape from the spot. The police staff chased them and apprehended them. During searching some articles were found in their bags along with one Buttandar Knife from the possession of one Zakir. Immediately HC. Shiv Charan informed Inspr. Arvind Kumar, SHO/PS. Jaitpur about these thieves. Inspr. Arvind Kumar SHO/PS. Jaitpur along with HC. Balinder and Const. Vikas reached the spot. During interrogation they disclosed that they stolen all articles from the area of PS. Jamia Nagar, South East Distt. On checking of their bags some electronic items, three Lap Tops, four watches, three cameras, one digital video camera, three mobile phones, Gold and Silver Jewellery worth more than Rs.5 lacs, and Rs. 24,000/- cash as well as one Buttondar Knife were recovered from their possession.

During enquiry they disclosed their names as Mohd. Zakir S/o Mohd. Alam R/o Jhuggi No. 425, Pahari No. 2, Indra Camp Taimur Nagar, New Delhi age 28 yrs. and Manju Kaji S/o Kamal Kaji R/o Jhuggi No. 425, Pahari No. 2, Indra Camp Taimur Nagar, New Delhi. On enquiry at length they disclosed that they stolen all articles from the area of PS. Jamia Nagar. Both were arrested vide Kalanda u/s 41.1D dated 27/03/2013, PS. Jaitpur and vide FIR No. 114/13, u/s 25/54/59 Arms Act. PS Jaitpur.

8 TWO DESPERATE CRIMINALS PREVIOUSLY INVOLVED IN A MURDER CASE AND A KIDNAPPING FOR RANSOM CASE FUGITIVE NABBED, TWO COUNTRY MADE PISTOLS RECOVERED .

Highlights:- DEDICATED TEAM OF PICKET NABBED TWO DESPERATE ARMED CRIMINALS WHO ARE PREVIOUSLY INVOLVED IN TWO HEINOUS CASES I.E MURDER CASE, KIDNAPPING FOR RANSOM CASE. USE ARMS WITH IMPUNITY. TWO COUNTRY MADE PISTOLS WITH FOUR LIVE CARTRIDGES RECOVERED. ONE SKODA CAR ALSO RECOVERED.

The staff of PS Bindapur has arrested two desperate Armed criminals from whom two country made pistols with four live cartridges have been recovered.

INFORMATION AND OPERATION

On the intervening night of 28-29/03/13 a dedicated team comprising H.Ct. Chetram, Ct. Manoj, Ct. Kamal of P.S Bindapur was on picket checking duty at Machhi chowk, Old Pankha Road. At 1.30PM during checking, a skoda car came from Tilak Bridge side and was signaled to stop by the team. On sensing the police presence, instead of slowing down the car, occupants sped up the same.. The team swooped upon them and overpowered. On their cursory search two country made pistols and four live cartridges were recovered from their possession. Upon this a case under relevant sections of law has been registered at PS Bindapur and investigation has been taken up.

INTERROGATION AND MODUS OPERANDI

On sustained interrogation the accused persons revealed that they hailed from Jhajjar Haryana and were going to Bahadurgarh to meet their associate. Accused Virender revealed that in the year 2011 he was arrested in a

Kidnapping for ransom case of Dwarka North Police Station and remained in J/C for 11 months. After being released from jail, he didn’t mend his ways and resorted to crime.

Accused Naveen revealed that in the year 2008 he was arrested in a murder case of P.S Najafgarh. He remained in jail for 3 years. In that case, he was acquitted but did not mend his ways and again committed a kidnapping for ransom case in the area of P.S Dwarka North wherin he and accused Virender had been arrested by the Police.

9 Interrogation further revealed that they have procured these country made pistols from one of their associates residing in UP. All out efforts are being made to know the source of this illegal weapon.

NA ME AND PROFILE

1. ) Virender, aged 24yrs s/o Kuldeep Singh r/oVillage- Asanda, Tehsil- Bahadurgarh, Distt- Jhajjar, Haryana , is a graduate and his father is a farmer by occupation but he has no control over nefarious activities of his son. In the year 2011, accused was arrested for the first time in a case of Kidnapping for Ransom of PS Dwarka North. Since then, he did not mend his ways and indulged in crime and uses arms with impunity.

2.) Naveen Deswal, aged 26yrs s/o Dayanand r/o SII/52 Swarn Park Extn. Mundka, New Delhi, is a school dropout of class 10th. He is unmarried and his family has no control over his nefarious activities. In the year2008, accused was arrested in a case of Murder of PS Najafgarh. Since then, he did not mend his ways and indulged in crime and uses arms with impunity.

TWO DESPERATE AUTO-LIFTERS NABBED. TWELVE STOLEN VEHICLES RECOVERED, EIGHT CASES OF MV THEFT WORKED OUT.

Highlights:-

➢ EIGHT CASES OF M V THEFT WORKED OUT

➢ TWELVE STOLEN VEHICLES RECOVERED.

With the arrest of two auto lifters viz. Raj Kumar @ Sota aged 25 yrs. s/o Manohar Lal r/o A- 613 J J Colony, Pankha Road, Uttam Nagar, New Delhi and RonakAli @ Babu s/o Mohammad Hasan r/o Village & P.S Sambhal, Nuria Mohalla,Distt., UP , Police Station Bindapur South West District has worked out eight cases of MV theft, out of which four cases are of South West District and four are of West District. Twelve stolen vehicles have been recovered, out of which eight have been linked up and remaining four are being linked up.

INFORMATION AND OPERATION

In order to check the incidents of MV Theft, a dedicated team of PS Bindpur comprising ASI Devender, ASI Banwari, ASI Suresh, H.Ct. Bhup Singh, H.Ct. Vijay Pal, Ct. Uttam , Ct. Dinesh,Ct. Sudhir, Ct. Kamal and Ct. Arvind was constituted under the supervision of Inspr. Rajbir Singh Lama, SHO Bindapur, On 26.03.13 an information from a credible source was received by the above team that two desperate auto lifters would come to J.J Colony, Pankha Road to meet their friend. The team swung into action and laid a trap at Old Pankha Road, near Himalaya Sagar Restaurant. The said team started

11 checking all the vehicles and at about 4.30 PM a motorcycle having registration No. HR 49B 7790 came from Janakpuri side, which was signaled to stop but the motorcyclist and pillion rider tried to flee from the spot by speeding up the m/cycle. Finding the behavior suspicious, the team swiftly chased and overpowered them. Upon being questioned about their suspicious behavior, they tried to dodge the police and again tried to flee from the spot. The dedicated team nailed them down and upon interrogation they could not produce the documents of the said vehicle and tried to mislead the police by giving false versions. On verification, the motorcycle was found stolen vide case FIR No. 140/13 U/S 379 IPC PS Bindapur, South West District. New Delhi. INTERROGATION AND MODUS OPERANDI On sustained interrogation, the accused persons revealed that they have committed several MV Theft in Delhi. They used to commit MV Theft from residential areas. In pursuance of their confession, police succeeded in recovering total twelve stolen vehicles on their instance.

Raj Kumar @ Sota aged 25 yrs. s/o Manohar Lal r/o A- 613 J J Colony, Pankha Road, Uttam Nagar, New Delhi is an illiterate .He is married and has rented accommodation in Delhi. He was born in Delhi and frequently changes his address. 2. RonakAli @ Babu, aged 28yrs s/o Mohammad Hasan r/o Village & P.S Sambhal, Nuria Mohalla,Distt., UP is an illiterate. He is un married & settled in Delhi only for the purpose of committing theft.

ORDER

a) Whereas, a large number of people sell and purchase Second Hand Vehicles including Motor Cycles, Scooters and Cars in Delhi through dealers engaged in this profession. b) And whereas, it has been noticed that Second Hand Vehicles are commonly sold without filling all the columns especially date of transaction of Form No.29 and Form No. 30 ( Part-1 & II) thereby resulting in transfer of vehicle to number of purchasers before the actual transfer of vehicle in records of Transport Authority. This is to circumvent the requirement of Section -50 of the Motor Vehicle Act, 1988, that the facts of transfer of vehicle should be reported to the Transport Authority within 14 days for local transfer and 45 days for inter-district transfer. c) And whereas, it has been noticed that the stolen vehicles involved in crime are sold to several purchasers through dealers/agents of Second Vehicles. Such second vehicles are likely to use for commission of crime like robbery etc. and may be used even in terrorist activity. d) And whereas, it has also been observed that the record of seller and purchaser are not kept by the dealers or agents engaged in the business of facilitating sale and purchase of Second Hand Vehicles making it difficult for investigation agencies to identify the criminals involved in such crimes. e) And whereas, it is rendered imperative to put regulatory check on the vehicle dealers who deal in sale and purchase of Second Hand Vehicles so that anti social elements may not use them to sell the stolen vehicles through them and it is felt that immediate action is necessary in this regard. f) Now, therefore, in exercise of the powers conferred upon me by the virtue of section 144 Cr.Pc, 1973 (No.2 of 1974) read with Govt. of India, Ministry of 13 Home Affairs, New Delhi’s Notification No. U-11036(i) UTL, dated 09.09.2010, I, Hareesh H.P, Assistant Commissioner of Police, Sub Division Connaught Place, New Delhi District, New Delhi do herby make this written order that all such Vehicle dealers who deal in sale and purchase of second hand vehicles including Motor Cycles, Scooters and Cars in the jurisdiction of Sub Division Connaught Place, New Delhi Distt, Delhi shall :

1. Maintain a register of sellers and purchasers of all the transactions of Second Hand Vehicles. 2. Ensure that Form 29, Form 30 and the delivery letter are dully filled with clear mention of the date of transaction. 3. Affix photographs of seller and purchaser on the register. 4. Keep copies of identification documents like Election Card, Ration Card, Pan Card, Driving License etc. as well as copies of Form 29, Form 30 (Part I & II) and delivery letter for access by the police as and when required. 5. Inform the nearby police station if the seller or buyer is found suspicious.

This order shall come into force with effect from 30.03.2013 and shall remain in force for a period of Sixty days i.e. up to 28.05.2013 (both days inclusive) unless withdrawn earlier.

Any person/employer contravening this order shall be liable to be punished in accordance with the provision of section 188 of the IPC.

As the notice cannot be served individually on all concerned, the order is hereby passed ex-parte. It shall be published for the information of the public through the press and by affixing copies on the notice board of the offices of all the DCsP, Add. DCsP, ACsP, Tehsil offices, all Police Stations concerned and the offices of NDMC and MCD.

Whereas conditions exist in which unrestricted carrying of Fire Arms (including licensed fire arms), cudgels, swords, spears. bludgeons, knives sticks and lathis including flag staff (excluding those, which is less then 75cm in length and 2cm thick ) or any other article which is capable of being used for causing physical violence and carrying of any corrosive substance or explosive and carrying, collection or preparation of stones or other missiles or instruments or men of casting or impelling missiles, is likely to cause danger to public peace and public safety in the union territory of Delhi.

2. And whereas I have reasons to believe that circumstances exists where carrying of concealed arms/firs arms/explosive etc. inside any place of public amusement etc. is likely to cause danger to human life, safety, disturbance to public tranquility or a riot.

3. Now, therefore, in exercise of the power conferred upon meby the virtue of section 144 Cr. P.C. 1973 (No.2 of 1974) read with Govt. of India, Ministry of Home Affairs, New Delhi,s Notification No. U-11036/1/2010-UTL, dated 09.09.2010,I B. K.Yadav, Assistant Commissioner of Police, Sub Division Gokul Puri, North-East Distt., Delhi do hereby prohibit the any person (excluding person in service or employee of the Govt. required by his superiors or by the nature of his duties to carry weapon or unless exempted by me or any one other authorized by me in this behalf)

A) From carrying of fire arms (including licensed fire arms), cudgels, swords, spears, bludgeons, knives, sticks and lathis including flag staff (excluding those, which is less then 75cm in length and 2cm thick ) or any other article which is capable of being used for causing physical violence.

B) From carrying of any corrosive substance explosive.

C) From carrying collecting or including in the preparation of stones or other missiles or instruments or other means of casting or impelling missiles.

In any place of public in the jurisdiction of Sub Division GokulPuri, Delhi.

15 Any person, profession, believing or following the Sikh faith may carry or possess with him a Kirpan.

4. This order shall come into force with effect from 03.04.2013 and shall remain in force for a period of 60 days i.e. up to 01.06.2013 (both days inclusive) unless withdrawn earlier.

Any person contravening this order shall be liable to be punished in accordance with the provision of clauses (a) of Sub Section (2) of section 113 of Delhi Police Act 1978 (34 of 1978) which provides punishment or imprisonment for a term which shall not be less than four months but which may extend to one year and shall also be liable to fine.

1. Whereas report have been received that Pan cigarette and aerated drinks shop are kept open till late in the night and the same attract gathering of person who cause annoyance to the neighbourhood and indulge in quarrels 16 having the potential of escalating into riotous situation and also disturb public tranquility and endanger human life in the jurisdiction of Sub Division Gokul Puri, Delhi.

2. And whereas to prevent annoyance to public, danger to human life and disturbance to public tranquility, it is necessary to take speedy measures to prevent the forming such gathering of persons in the late hours of the night.

3. Now, therefore, in exercise of the power conferred upon me by the virtue of section 144 Cr. P.C. 1973 (No.2 of 1974) read with Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No. U-11036/1/2010-UTL, dated 09.09.2010, I B. K. Yadav, Assistant Commissioner of Police, Sub Division Gokul Puri, North-East Distt., Delhi, do hereby make this written order, prohibit pan cigarette and aerated drinks shop being kept open after 01.00 AM in the jurisdiction Sub-Division Gokul Puri ,Delhi.

4. This order shall come into force with effect from 03.04.2013 and shall remain in force for a period of 60 days i.e. up to 01.06.2013 (both days inclusive) unless withdrawn earlier.

2. And whereas Information has also been received that such activities may seriously endanger life and properties of the citizen and maintenance of law and order in the jurisdiction of Sub-Division Gokul Puri, Delhi.

3. Now, therefore, in exercise of the powers conferred upon me by the virtue of section 144 Cr. P.C. 1973 (No.2 of 1974) read with Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No. U-11036/1/2010-UTL, dated 09.09.2010 I B. K Yadav, Asstt. Commissioner of Police, Sub-Division Gokal Puri, North East District, Delhi do hereby prohibit the carrying of any box including Tiffin box, Bag, Hand bag and any other container capable of concealing any arm/fire arm/explosive material inside any place of public amusement including cinema houses in the jurisdiction of Sub-Division Gokal Puri, Delhi.

And whereas to prevent endanger to life of students, non smokers and public, prevent smoking as well as passive smoking near education institutions to prevent annoyance to students, public danger to human life and disturbance to public tranquility, it is necessary to take speedy measures to prevent the selling of tobacco items near educational institutions in a radius to 100 yards.

3. Now, therefore, I, B.K. Yadav, Asstt. Commissioner of Police, Sub-Division Gokal Puri, North East District, Delhi in exercise of the power conferred upon me by virtue of section 144 Cr. P.C. 1973 (No.2 of 1974) read with Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No. U-11036/1/2010-UTL, dated 09.09.2010 do hereby make this written order, prohibit selling of pan, cigarettes and any type of tobacco items in a radius of 100 yards near educational institutions in the jurisdiction Sub-Division Gokul Puri, Delhi.
