Documentary Requirements Information Guide Tasmanian Freight Equalisation Scheme (TFES) General information for all claims 1. Claims that have been submitted with us may be returned to you if they do not have: • all the details required on the form completed, or • all the required supporting documentation, or • are on the incorrect form
2. Additional evidence may be sought from claimants, transport companies, shipping companies or suppliers.
3. Claims must be submitted within 6 months of the date of shipment to be eligible for assistance.
4. All freight costs must be paid before submitting a claim.
5. Supporting freight invoices or consignment notes must provide evidence to support the shipment details on the claim form. If transporting beyond Australia, evidence of transhipment and final destination must be provided.

Claims that can be made for products grown or manufactured in Tasmania, are listed on Schedule 1 of the Ministerial Directions and are either: shipped to the Australian mainland for permanent use or sale, or shipped to the mainland for the purpose of transhipment - these products may be destined for markets beyond Australia or their final destination may not be known at the time of shipment
The claimant for northbound shipments must be the entity that pays the freight costs to a freight forwarder or shipping company.
To submit a northbound claim complete the: • Claim for Assistance – Domestic Goods (TAS002) form - for shipments for domestic use OR Claim for Assistance – Goods going to other markets (TAS022) form - for shipments destined for markets beyond Australia, or if the destination is unknown • if it is your first claim, or your details have changed, you must also complete a Registration and change of details form (TAS020) • attach a copy of the freight forwarder, shipping company, freight broker invoices, and transhipment evidence (if applicable) where the claimant has been charged for the freight • attach a copy of the consignment notes - if the invoices do not contain the detailed information required to support the shipment details on the claim form • if you are claiming for a horse you will also need to complete the Additional Information – Horses (TAS021) form Southbound claims

Tasmanian based businesses or persons engaged in the manufacturing or mining industries are able to claim freight assistance on shipments of Australian made raw materials and equipment that they use in their manufacturing or production processes in Tasmania.
To claim you must first register your business using the Registration and change of details form (TAS020).
Eligible manufacturers and miners must also register the items they wish to claim. These items can be registered using the Manufacturers’ and Miners’ Application for approval of items form (TAS025). The Manufacturers’ and Miners’ Application for approval of items form provides further detail of the evidence required to support the registration application.
To submit a Southbound Manufacturers’ and Miners’ claim for:
Goods for which the transport has been arranged and paid for by you complete the Claim for Assistance – Domestic Goods (TAS002) form with all details if it is your first claim, or your details have changed, you must also complete a Registration and change of details form (TAS020) attach a copy of the freight forwarder, shipping company, or freight broker invoices where you have been charged for the freight attach a copy of the consignment notes - if the invoices do not contain the detailed information required to support the shipment details on the claim form
Goods purchased from a Tasmanian supplier or purchased direct from a mainland Australian supplier • complete the Claim for Assistance (TAS002) – Domestic Goods form with all details • if it is your first claim, or your details have changed, you must also complete a Registration and change of details form (TAS020) • attach a copy of the supplier’s invoices • attach a copy of the shipping consignment notes or other documentation showing consignee details, type and number of containers used, shipping weight and volume, and freight OR a Suppliers’ Certificate (TAS005) completed by the supplier - if these details have been provided when southbound items were registered, you may not need to provide this with each claim Southbound claims

Tasmanian based businesses and persons primarily engaged in the agriculture, forestry or fishing industries can claim freight assistance for Australian made material inputs, or machinery, implements and equipment they use in that industry in Tasmania.
To submit a Southbound Primary Producer claim for:
Goods for which the transport has been arranged and paid for by you • complete the Claim for Assistance – Domestic Goods (TAS002) form with all details • if it is your first claim, or your details have changed, you must also complete a Registration and change of details form (TAS020) • attach a copy of the freight forwarder, shipping company, or freight broker invoices where you have been charged for the freight • attach a copy of the consignment notes - if the invoices do not contain the detailed information required to support the shipment details on the claim form • if you are claiming for a horse you will also need to complete the Additional Information – Horses (TAS021) form
Goods purchased from a Tasmanian supplier or purchased direct from a mainland Australian supplier • complete the Claim for Assistance – Domestic Goods (TAS002) form with all details • if it is your first claim, or your details have changed, you must also complete a Registration and change of details form (TAS020) • attach a copy of the supplier’s invoices • attach a copy of the shipping consignment notes or other documentation showing consignee details, type and number of containers used, shipping weight and volume, and freight OR a Suppliers’ Certificate (TAS005) completed by the supplier Other Claims

The claimant must be the person that pays the freight to the freight forwarder or shipping company.
To submit a claim for an eligible broodmare: complete the Claim for Assistance – Domestic Goods (TAS002) form with all details for both legs of the round trip • if it is your first claim, or your details have changed, you must also complete a Registration and change of details form (TAS020) • complete the Additional Information – Horses (TAS021) form • attach a copy of the freight forwarder, shipping company, or freight broker invoices where you have been charged for both legs of the round trip • attach a copy of the consignment notes - if the invoices do not contain the detailed information required to support the shipment details on the claim form

To submit a Sportsperson or Professional Entertainers claim: • complete the Claim for Assistance – Domestic Goods (TAS002) form with all details for both legs of the round trip • if it is your first claim, or your details have changed, you must also complete a Registration and change of details form (TAS020) • complete a Sportsperson’s and Professional Entertainer’s Declaration (TAS008) • complete a Cargo and Trailer dimension form (TAS016) • attach a copy of the freight forwarder, shipping company, or freight broker invoices where you have been charged for the freight for both legs of the round trip • attach a copy of the consignment notes for both legs of the round trip - if the invoices do not contain the detailed information required to support the shipment details on the claim form Intrastate - King Island and the Furneaux Group (KIFG) claims Read more about eligible goods, eligible sea freight routes and available assistance for intrastate – King Island and the Furneaux Group claims.
To submit a KIFG TFES claim:
Goods for which the transport has been arranged and paid for by you • complete the Claim for Assistance – Domestic Goods (TAS002) form with all details • if it is your first claim, or your details have changed, you must also complete a TFES Registration and change of details form (TAS020) • attach a copy of the freight forwarder, shipping company, or freight broker invoices where you have been charged for the freight • attach a copy of the consignment notes - if the invoices do not contain the detailed information required to support the shipment details on the claim form • if you are claiming for a horse you will also need to complete the Additional Information – Horses (TAS021) form
Goods purchased direct from a supplier (on either the main island of Tasmania, King Island or the Furneaux Group) • complete the Claim for Assistance – Domestic Goods (TAS002) form with all details • if it is your first claim, or your details have changed, you must also complete a TFES Registration and change of details form (TAS020) • attach a copy of the supplier’s invoices • attach a copy of the shipping consignment notes or other documentation showing consignee details, type and number of containers used, shipping weight and volume, and freight OR a KIFG Suppliers’ Certificate (TAS018) completed by the supplier Furneaux Group Additional Assistance (FGAA) claims Freight assistance is available for northbound shipments from the Furneaux Group to mainland Australia where the goods have been shipped to the Australian mainland via the main island of Tasmania. These goods may be destined for markets within or beyond Australia.
To be eligible the goods must: • be produced or manufactured in the Furneaux Group for permanent use or sale on mainland Australia • listed in Schedule 1 of the Tasmanian Freight Equalisation Scheme Ministerial Directions 12 November 2015 • were shipped to mainland Australia via the main island of Tasmania • the shipment included a land transport component on the main island of Tasmania • the movements between ship and vehicle took place as soon as practicable • not undergo any manufacturing process on the main island of Tasmania prior to their on- shipment to mainland Australia
To submit a claim under FGAA: complete the Claim for Assistance – Domestic Goods (TAS002) form with all details. Both sea legs of the northbound interstate shipments should be claimed on individual lines of the claim form • if it is your first claim, or your details have changed, you must also complete a TFES Registration and change of details form (TAS020) • attach either: o 2 freight invoices from the shipping carriers utilised for the 2 sea legs of the shipment (the Furneaux Group to the main island of Tasmania and the main island of Tasmania to mainland Australia) and invoices detailing the - land component of the shipment, or o one freight invoice from the freight forwarder utilised to transport the goods for the entire shipment which identifies each sea leg separately (the Furneaux Group to the main island of Tasmania and the main island of Tasmania to mainland Australia) and details the land component of the shipment • attach a copy of the consignment notes - if the invoices do not contain the detailed information required to support the shipment details on the claim form Horses There are various types of horse claims:
Northbound Horses that are bred in Tasmania and shipped to the Australian mainland for sale or permanent use, or destined for markets beyond Australia are eligible. Read northbound claims for how to submit a claim.
Southbound Horses that are bred on the Australian mainland and shipped to Tasmania specifically for breeding or stockwork are eligible.
As for other southbound primary producer claims, the claimant must be an eligible primary producer under the TFES guidelines. Business or persons whose primary business activity is not primary production are not eligible claimants.

Sportsperson or Professional Entertainer Horses that complete a round trip to or from Tasmania to perform in a show or compete in events where prize money is paid may be eligible. Eligibility is decided on a case by case basis. Read Other Claims Sportspersons and Professional Entertainers’ for how to submit a claim. Broodmares (round trip) Interstate - TFES Horses that are based in Tasmania and complete a round trip to or from the Australian mainland for stud purposes may be eligible for assistance. Assistance is available for both legs of the round trip. Both legs of the trip must be completed before a claim is submitted. Read Other Claims Broodmares for how to submit a claim.
Intrastate - KIFG Horses that are based on King Island or the Furneaux Group and complete a round trip to or from the main island of Tasmania for stud purposes may be eligible for assistance. Assistance is available for both legs of the round trip. Both legs of the trip must be completed before a claim is submitted.
