Charlene Mackay, Community and Neighborhood Services Coordinator, thanked the City Council and the CDBG Advisory Commission members for their attendance at the meeting. She expressed appreciation for the members of the commission--Lyle Hillier, Phil Armstrong, Richard Jackson, James Manookin, Liz Merrell, Jill Perrins, and Georgia Snyder.

Lyle Hillier, chair, reviewed the commission’s proposal for CDBG Public Service funding. He advised the entitlement funding was reduced from $696,788.00 last year to $626,923.00 this year, which is close to a ten percent decrease.

Mr. Campbell asked whether letters with the funding information had been sent to the applicants. Ms. Mackay advised that the proposed fund allocations have only been given to the City Council and the commission members. The City Council can make any changes that they want to the allocations. Mayor Washburn inquired whether these organizations realize the financial restraints faced by the City with a lower amount of funding available. Ms. Mackay explained that they are aware. Many of the organizations also apply for funding with the surrounding communities. The organizations that do not do any fundraising will be affected the most by the cuts.

Ms. Mackay then commented that PERC receives $25.00 from each local PTA every year. They have been told to revisit each PTA in order to increase their donations.

Mr. Campbell stated that the federal government has reduced the funding for the last five years.

City Council / CDBG Work Session Minutes - February 21, 2006 (p.1) He asked where the federal money is going. Ms. Mackay responded that while she cannot say exactly where the money goes, a large portion went to the military and Katrina relief this year.

Mayor Washburn indicated that President Bush’s recommendation would be to eliminate this program altogether; however, Congress has worked hard to keep it going. The funding will continue to go down each year rather than go up.

Mr. Dickerson questioned whether any of the CDBG funding would be used for advertising the different programs. Ms. Mackay explained that each fund allocation has specific requirements that the money can be used for, and advertising is not one of them. The City of Orem works on a reimbursement basis. When the bills are brought to the City, the administration looks at the fulfillment of the contract requirements and writes a check when the criterion has been met.

Ms. Mackay then briefed the City Council on the CDBG Other Category funding.

Mayor Washburn expressed appreciation to the commission for their work in allocating the funds and trying to be equitable. He noted that it has been a painful process this year, and it will be even worse next year. These programs need to find more funding resources, or some may have to close their doors.
