[Dame Eleanor Laing in the Chair] The Chairman of Ways and Means (Dame Eleanor Laing) I have a few things to explain before we begin Committee stage. For understandable reasons, a large number of manuscript amendments have been tabled by the Government today, and in fact a large number of other manuscript amendments have, unusually, been allowed today as well. Members therefore need to make sure that they are working from the right version of the notice paper and that they have the latest version of the grouping and selection list, although I should explain that there is one group. Government amendments 79 to 82 on extradition are on a separate supplementary notice paper, and a revised grouping and selection list will be issued shortly. The late appearance of these amendments is due not to Government action but to a mistake on the part of the Public Bill Ofce, but, lest anybody complain, I will defend the Public Bill Ofce, because they have done a marvellous job today. I have seen it over the last few days, and the people who work here have worked miracles to get us to this stage in such good order. Combined Authorities and Metro Mayors What is a combined authority (CA)? A combined authority (CA) is a legal body set up using national legislation that enables a group of two or more councils to collaborate and take collective decisions across council boundaries. It is far more robust than an informal partnership or even a joint committee. The creation of a CA means that member councils can be more ambitious in their joint working and can take advantage of powers and resources devolved to them from national government. While established by Parliament, CAs are locally owned and have to be initiated and supported by the councils involved. 54 (17%) Number of local authorities (excluding the 33 London boroughs) with full membership of a combined authority 22% Percentage of population of England outside London living in a mayoral combined authority area Brief background to devolution and the combined authorities The idea of devolution has excited the imaginations of the political class for a long time even if the public has been less enthusiastic. The turnout rates for the May 2017 Metro Mayor 1 elections attest to this. Devolution was given a big push under New Labour but John Prescott’s North East Devolution Referendum 2004 was decisively rejected by the people (78% of voters were against). The idea was nevertheless pursued by the Coalition. Heseltine’s No Stone Unturned: In pursuit of growth 2012 report made a reasonable case for the concentration of funding streams and for these to be placed under local political control for greater efficiency and flexibility and to maximise effect. -

Report from the Commissioner for Standards The conduct of Lord Singh of Wimbledon Published 13 January 2021 Commissioner Report 2020–21/9 Code of Conduct for Members, Guide to the Code of Conduct and Code of Conduct for Members’ Staff The present Code of Conduct for Members of the House of Lords was agreed on 30 November 2009. Amendments to it were agreed by the House on 30 March 2010, 12 June 2014, 25 February 2016, 9 February 2017, 3 April 2017, 30 April 2019,18 July 2019, 16 March 2020 and 8 July 2020. The Guide to the Code of Conduct was proposed by the Committee for Privileges (2nd Report, Session 2009–10, HL Paper 81) and agreed by the House on 16 March 2010. The Guide was amended on 9 November 2011, 6 March 2014, 13 May 2014, 24 March 2015, 25 February 2016, 9 February 2017, 3 April 2017, 30 April 2019, 18 July 2019, 16 March 2020 and 8 July 2020. The Code of Conduct for House of Lords Members’ Staff was agreed on 13 May 2014. Amendments to it were agreed on 24 March 2015, 30 April 2019, 18 July 2019, 16 March 2020 and 8 July 2020. Review The Codes and Guide are kept under review by the Conduct Committee. Recommended changes are reported to the House and take effect when agreed by the House. This plan has been developed with a range of key stakeholders including Local Enterprise Partnerships, local businesses, local authorities and education and training providers. The West Midlands is experiencing significant economic growth with the fastest growth in jobs in the UK. However, against this landscape of opportunity, we face real challenges around educational attainment, employment rates and skill levels. Shortages of the right skills at the right levels are impacting on the productivity of local businesses with two thirds of the gap between the West Midlands and the national GVA figure being attributed to employment and skills issues. The development of the Regional Skills Plan has been built from the evidence base produced by the Combined Authority’s Productivity & Skills Commission, chaired by Dr Andy Palmer, CEO and President of Aston Martin Lagonda and further complemented by extensive engagement with key stakeholders, businesses and stakeholder groups. www.preetkaurgill.com Report back Dear {contact.rst_name} My team and I have been working hard over the past couple of months sending out surveys and delivering letters across the constituency – asking for constituents’ views on a number of local issues, as well as keeping constituents up to date with what I’ve been doing both locally and in Parliament. My ofce receives hundreds of casework emails and calls each month, and May and June were no exception. In the past two months alone, I have taken up over 1,000 cases and sent over 2,500 emails. In addition to casework, I have also received hundreds of emails from constituents on a diverse range of issues, with the most frequently occurring topics relating to the NHS, climate change, and of course, Brexit. In Parliament, I have contributed to a number of debates on a variety of issues such as inequality, school cuts, and mental health. Sadly, the underfunding of mental health services means that those most in need are now suffering most, in particular, our children and young people. You can watch my speech in Parliament where I call on the Government to do more for young people’s mental health here. On school cuts, out of the 371 schools in Birmingham a staggering 365 face cuts with an average loss of £350 per pupil. In Edgbaston, over 82% of the schools who responded to my survey have seen cuts to their budgets this academic year, and 88% feel pessimistic about funding for the next three years. I revealed the extent of local school funding cuts with the Schools Minister in Parliament, which you can watch here. -

One of my proudest achievements here has been the LGBT+ Conservatives Candidates’ Fund, which has supported so many people into parliament and raised tens of thousands of pounds. As the fund matures it is moving into a new governance structure, and I hope to play a role in that future. I am thrilled to be succeeded by Elena Bunbury. I know that she will bring new energy to the organisation, and I hope it will continue to thrive under her leadership. I am so grateful to everyone who has supported me on this journey.
