9:01 a.m. CITIZEN’S INPUT

Any person may speak for three minutes about any subject of concern, provided that it is within the jurisdiction of the Planning Commission, and is not already on today’s agenda or scheduled for a future public hearing. Total time allotted for Citizen’s Input shall be fifteen minutes. Speakers are requested to complete a simple form (giving name, address and subject) available in the Community Development Department office, prior to 9:00 a.m.

Agendas of public meetings and supporting documents are available for public inspection in the Lake County Courthouse, Community Development Department, Third Floor, 255 North Forbes Street, Lakeport, California

Request for Disability-Related Modification or Accommodation: A request for a disability-related modification or accommodation necessary to participate in the Planning Commission meetings should be made in writing to the Planning Commission Secretary at least 48 hours prior to the meeting.

1. 9:05 a.m. Public Hearing on consideration of an Administrative Appeal (AA 09-02). The project applicant is HOUSER HOLDINGS CA, LLC on behalf of U WANNA CAMP, appealing a Notice of Violation issued September 3, 2009, in conjunction with Case #RC98, due to the long-term occupancy of RV spaces on a site with an expired use permit. The location of the alleged zoning violations is at 2699 Scotts Creek Road, Lakeport and further described as APN 005-026-27. (Continued from November 12, 2009) (Kevin Ingram)

2. 10:00 a.m. Public Hearing on consideration of a Major Use Permit (UP 09-13). The project applicant is LAST MILE AUTO DISMANTLERS (MARY MC KINNEY) proposing the continued operation of an auto dismantling facility. The project is located at 1205 W. Highway 20, Upper Lake and further described as APN 003-034-53. (Emily Minton)

3. 10:15 a.m. Public Hearing on consideration of a mitigated negative declaration based on Initial Study (IS 09-38) for a Rezone (RZ 09-08). The project applicant is KATHRYN FALOON proposing a rezone from “APZ” Agricultural Preserve to “RL” Rural Lands. The project is located at 21258 Morgan Valley Road, Lower Lake and further described as APN 012-069-07. (Bill Stockton) 4. 10:25 a.m. Public Hearing on consideration of a mitigated negative declaration based on Initial Study (IS 08-34) for Major Use Permit (UP 08-10). The project applicant is CHURCH OF SHAMBHALA (KATHY ORD) proposing a Use Permit to establish a church/retreat to be used as a monastic residence by up to sixteen monks and nuns. Other activities would include daily visitors for private mediation services, transient guests for meditation retreat services, occasional group meditations for up to twenty guests and quarterly group teaching weekends for up to forty guests. The project is located at 9977 Bottle Rock Road, Kelseyville and further described as APN 011-004- 09. (Keith Gronendyke)

5. 11:00 a.m. Public Hearing on consideration of an Administrative Appeal (AA 09-04). The project applicant is VERONICA FISHER on behalf of EL DORADO MOTEL appealing a Notice of Violation issued September 9, 2009, in conjunction with Case #RC30, for the conversion of a motel to a combination permanent living establishment along with transient occupancy facilities. The location of the alleged zoning violations is 3955 Lakeshore Blvd., Lakeport and further described as APN 029-231-78. (Keith Gronendyke)
