Summary of the meeting held on October 20, 2016

The regular meeting was conducted under the chairmanship of the Chair of the CSH, Ambassador Diego Pary Rodríguez, Permanent Representative of Bolivia to the OAS.

The statutory quorum was constituted by the Representatives of Argentina, Barbados, Belize, Bolivia, Brazil, Canada, Chile, Costa Rica, Ecuador, El Salvador, Guatemala, Haiti, Honduras, Mexico, Nicaragua, Panama, Paraguay, Peru, Saint Vincent and the Grenadines, Trinidad and Tobago, United States, Uruguay, and Venezuela.

1. Adoption of the order of business

The Committee considered and adopted without amendment the order of business for the meeting, document CP/CSH-1757/16.

2. Meeting of Ministers Responsible for Public Security in the Americas (MISPA), paragraph 5 of resolution AG/RES. 2880 (XLVI-O/16)

The Chair of the Committee welcomed the Deputy Secretary of Security of Honduras, Ms. Alejandra Hernández Quan, and the Director of Strategic Planning and International Affairs of the Secretariat of Security, Deputy Police Commissioner Gerson Onan Velásquez Aguilera.

Subsequently, Deputy Secretary Hernández presented the Public Security Management pillar as a topic for the Sixth Meeting of Ministers Responsible for Public Security in the Americas (MISPA VI). Reference was also made to the draft concept paper for MISPA VI and to the draft resolution “Venue and Date of the Sixth Meeting of Ministers Responsible for Public Security in the Americas (MISPA VI).”

The concept paper and the remarks by Deputy Secretary Hernández were distributed as documents CP/CSH/INF.457/16 and CP/CSH/INF. 459/16, respectively.

The delegations thanked Deputy Secretary Hernández for her presentation and congratulated her on having chosen such an important topic for MISPA VI. They also expressed their willingness to collaborate in the work to be done by the Working Group to prepare for that meeting. - 2 -

Deputy Secretary Hernández expressed appreciation for the remarks by the delegations, especially the willingness expressed to move forward with the preparations for MISPA VI.

Subsequently, in implementation of the provisions of paragraph 5 of resolution AG/RES. 2880 (XLVI-O/16), the Committee installed the Working Group to Coordinate Preparations for the Sixth Meeting of Ministers Responsible for Public Security in the Americas (MISPA-VI), to be chaired by Honduras.

The Committee also considered and approved the draft resolution “Venue and Date of the Sixth Meeting of Ministers Responsible for Public Security in the Americas (MISPA VI),” which was referred to the Permanent Council for its consideration.

The draft resolution agreed by the Committee was distributed with the classification CP/CSH-1758/16 rev. 1.

The Chair of the Committee again thanked Deputy Secretary Hernández for her presentation and referred to the initiative #NiUnaMenos, underscoring the importance of pressing on with efforts to eliminate violence against women and of working for greater security for women and society in general.

3. Follow-up and reports, paragraph 62 of resolution AG/RES. 2880 (XLVI-O/16)

In implementation of the mandate established in paragraph 62 of resolution AG/RES. 2880 (XLVI-O/16), the Acting Secretary of the Secretariat for Multidimensional Security (SMS), Ms. Paulina Duarte, presented the SMS plan of activities for the 2016-2017 term, which had been published as document CP/CSH-1759/16.

The Committee took note of the Plan presented by the Acting Secretary of the SMS.

4. Inter-American Defense Board (IADB), paragraph 5 of resolution AG/RES. 2631 (XLI-O/11)

In implementation of the provisions of paragraph 5 of resolution AG/RES. 2631 (XLI-O/11), the Chairman of the Council of Delegates of the Inter-American Defense Board (IADB), Vice Admiral Gonzalo Nicolás Ríos Polastri, presented the IADB’s Work Plan, with specific reference to the activities carried out by that organ since last April.

The links to the remarks by Vice Admiral Ríos Polastri and the PowerPoint presentation were included in document CP/CSH/INF.458/16.

The Chair of the Committee expressed appreciation for the presentation given and recognized the presence of the officers of the IADB: the Chairman of the Council of Delegates, Vice Admiral Gonzalo Nicolás Ríos Polastri; the Director General of the Secretariat of the IADB, Major General Mauricio Ribeiro Gonçalves; and the Director of the Inter-American Defense College, Rear Admiral Martha Herb.

The delegations of United States, Peru, Trinidad and Tobago, and Uruguay thanked the IADB for the presentation made, emphasizing the work being done by that organ in different areas, - 3 - such as humanitarian demining, confidence- and security-building measures, and natural disasters, among others, as well as the support provided by the IADB to the Conference of Ministers of Defense of the Americas.

The Committee took note of the report presented and the comments of the delegations.

5. Fighting Transnational Organized Crime, paragraph 10 of resolution AG/RES. 2880 (XLVI- O/16)

The Chair referred to the General Assembly mandate on the meeting of the National Points of Contact to be held in the framework of the Committee, and reported that thus far, replies had been received from 12 countries to the questionnaire evaluating the level of implementation of the Hemispheric Plan of Action.

The Chair suggested setting October 28, 2016, as the new period for the states to forward replies to the questionnaire, and requested the good offices of the delegations to that end, bearing in mind that the SMS had to present, on November 10, the report with the replies received to that questionnaire.

The delegation of Canada mentioned that it had now sent its replies to the questionnaire, while the delegation of Ecuador reported that it would forward them shortly.

The delegation of United States referred to the importance of the meeting, emphasizing different aspects it felt should be considered at that meeting.

The delegation of Mexico referred to the date of the meeting of National Points of Contact and its relationship to the availability of the results of the questionnaire to evaluate the level of implementation of the Hemispheric Plan of Action against Transnational Organized Crime.

The Chair suggested giving further consideration to this item at the meeting programmed for November 10, which also was the date, if the report of the SMS on the replies to the questionnaire was received, when consideration would be given to the relevance of holding the meeting of National Points of Contact on the date programmed.

The Committee agreed to the course of action proposed by the Chair.

6. Other business

The Chair of the Committee reported that the documents presented during today’s meeting would be distributed.

The Acting Secretary of the SMS thanked the Chair for having brought to the attention of the Committee the #NiUnaMenos campaign, emphasizing the importance of continuing to work to eliminate violence against women. For his part, the Chair invited all those present to support this initiative.

There being no other business to consider, the meeting was declared closed.
