INTERIM PRIMARY RESERVIST EDUCATION REIMBURSEMENT PROGRAM FOR ILL & INJURED MEMBERS

Background

The CDS and CMP are fully committed to providing ill and injured members who are no longer able to serve in uniform with opportunities to facilitate the best possible transition to civilian life. This includes education upgrading or retraining the member may wish to pursue as part of their transition plan.

Although basic eligibility criteria still applies, the normal academic reimbursement limits available in the education reimbursement (ER) policy for the Regular Force (ADM (HR Mil) Instruction 17/04) does not include medically releasing Reserve Force members, which leaves them at a significant disadvantage in comparison to their Regular Force counterparts. Therefore, pending changes to CBI 210.801 or generation of a CBI applicable to all medically releasing members, the limited funding available to medically releasing Primary Reservists under ER PRes will be “topped up” to ER Reg levels through the Military Families Fund (MFF).

Program Purpose

This interim program has been established to offer education reimbursement for medically releasing Reserve Force members only who wish to start upgrading their education before they are released and before they can transition to the SISIP Vocational Rehabilitation Program.

Application of Compensation and Benefits Instructions

The following policy will apply for Reservists who are in receipt of injury compensation under CBI 210.72 and participating in education upgrading under CBI 210.801 in preparation for medical release from the CF:

A. Reservists posted to JPSU/IPSC: In order to continue receiving Reserve Force Compensation (RFC), a member will only be allowed to participate in part-time studies. To note, if a member is attending school on a full-time basis, RFC will be terminated and the Reservist will revert to Class A status. B. Reservists posted to their home Units: If a member is attending school on a full-time basis, RFC payments will be provided only for missed Class A days due to the inability of a member to parade with their Units as a result of injury or illness. C. Reservists posted to their home Units: if member is attending school on a part-time basis, they will continue to receive their normal RFC payments IAW CBI 210.72

How to Apply

24 September 2012 In order to receive Education Reimbursement, the following is required: a CDA approved Individual Learning Plan (ILP); confirmation by SISIP that the program is acceptable for the VRP program; confirmation that VRP funding is available after release to allow the individual to complete the program.
