ISO TC67/SC4/WG Summary Report 1 ISO/TC 67/SC 4 N465r2
The work program for SC4 is stable and details of the program will be reviewed in the meeting. This report will be updated with an Annex giving the current state of the work program at the conclusion of the meeting. We have 49 standards (published or in process) in SC4. Of these, 23 projects are open for active revision. We published 3 standards and two amendments in 2010 and expect to publish 4 standards in 2011.
8 Meetings
The following meetings have been held since the June 2010 meeting of ISO/TC 67/SC4: WG 1 No full WG meetings held, however various meetings have been held on specific items WG 2 No meetings have been held. WG 3 2010 – June; joint meeting with API SC6 in Washington, D.C., USA 2010 – September; WG3 meeting in The Hague, Netherlands 2010 – November; WG3 meeting in Celle, Germany 2011 – February; joint meeting with API SC6 in Houston, TX, USA WG 4 2010 - June; joint meeting with API SC11 and SC19 in Washington, D.C., USA 2010 – November; Houston, TX USA 2011 – January; Fort Worth, TX (joint with API SC11 and API SC19) 2011 – May; Houston, TX, USA WG 6 2010 – January; Houston, TX, USA (joint with API SC17) 2010 – April; Bergen, Norway 2010 – June; Washington, DC, USA (joint with API SC17) 2010 – January; Houston, TX USA (joint with API SC17) The following meetings are planned: WG 1 2011 – June (tentative); joint meetings planned in coordination with API SC8 and SC5. WG 2 No meetings planned; convenor will attend API SC16 meeting in June in San Francisco, CA. WG 3 2011 – June (tentative); joint meeting planned in coordination with API SC6. 2011 – Sept/Oct (tentative); WG3 meeting in The Hague, Netherlands WG 4 2011 – June (tentative); joint with API SC11 and API SC19 2011 – November (tentative) 2012 – January (tentative); joint with API SC11 and API SC19 WG 6 2011 – June (tentative); joint meeting planned in coordination with API SC17.
9 Overall progress/Concerns
The following projects are at the warning stage:
ISO/CD 14998 ISO/NP 15136-3 ISO/NP 13628-1 ISO/NP 13628-6 ISO/DIS 13628-16 ISO/DIS 13628-17 The recent meeting in Washington, D.C. was attended by only 7 countries out of a possible 22 (32% attendance). Commenting on standards during voting has similar participation and concerns exist about international
ISO TC67/SC4 Report 2 ISO/TC 67/SC 4 N465r2 representation during standards development. Resource availability and continued progress on standards continues to be a concern. Some projects have been set to stage 0 until resources become more available.
The regulatory landscape in the United States has changed significantly since the last meeting and many projects related to downhole and surface equipment standards are progressing rapidly inside API to address these changes. This causes difficulty in coordinating API and ISO standards. It is likely this work will continue in API but close cooperation between API and ISO personnel helps to mitigate some potential problems. It is possible that some API standards may be offered for fast-track adoption within ISO in the coming months.
Some projects within SC4 have been cancelled due to lack of progress and publication of the same subject within API. Effective project/workgroup leadership and familiarity with ISO procedures is key to avoid this in the future.
10 TC67 Plenary Meeting Review - Relevant Resolutions
Two resolutions of interest to SC4 were passed at the recent TC67 meeting:
Resolution 2010/12 (Doha, 2010) – Action plan on recent industry events
In light of the latest Montara (West Australia) and Macondo (US Gulf of Mexico) accidents, ISO/TC 67 requests
the affected subcommittees to review urgently their existing work programs and work together with outside standards development organizations to coordinate the development of critical or high-priority standards needed to address urgent needs of the oil and gas industry and new or developing regulations.
To establish an MC ad-hoc group (AHG) to prepare a roadmap /action plan on the ISO/TC67 standards which should be revised or developed in response to the latest accidents and the AHG to report on their proposals to the ISO/TC67 Secretariat no later than December 31st 2010.
The MC to discuss and agree on the action plan to be taken ultimately at their meeting in Brussels, February 2011 and to report to ISO/TC 67 accordingly.
Resolution 2010/15 (Doha, 2010) – 11960 Editing comment to FDIS by ISO/CS
Noting the SC 5 report on the FDIS editing process of ISO/FDIS 11960 and acknowledging the fact that ISO/CS is developing a new pilot (2011) to start the ISO editing during the DIS stage, ISO/TC 67
Supports the ISO/CS editing starting during the DIS stage;
Request ISO/CS to communicate the details on the process to ISO/TC 67 via the ISO/TC 67 Secretariat;
Strongly suggest dialogue between project leaders, secretariats and the ISO editor on any proposed editorial ISO/CS changes.
The next plenary meeting of TC67 will be 2011-9-13 to 2011-9-15 in Moscow, Russian Federation
11 ISO TC 67/SC 4 Outstanding Resolutions
Resolution 7 (Delft, 2009) ISO/TC 67/SC 4 supports that a NWIP by France is raised by WG2 for the development of a document on the repair and remanufacturing of BOPs.

Resolution 12 (Delft, 2009) ISO/TC 67/SC 4 requests WG6 submit 13628-12 directly to DIS.
Resolution 13 (Delft, 2009) ISO/TC 67/SC 4 requests WG6 submit 13628-13 directly to DIS. Note: ISO 13628-13 was reassigned to ISO 13628-8 (Resolution 8 [Washington 2010]) DIS ballot closed 2011-04-11
Resolution 19 (Delft, 2009) ISO/TC 67/SC 4 requests the convenor of WG1 to submit two NWIPs to enable the co- branding of API Spec 4F and API Spec 7K with ISO 13626 and ISO 14693, respectively, to be maintained now that work on the revision of these documents has begun.
Resolution 7 (Washington, 2010) ISO/TC 67/SC 4 requests its chair approach API Subcommittee 16 leadership and address the need to ensure better cooperation on projects of mutual interest between ISO and API and what can be done to meet this need.
Resolution 10 (Washington, 2010) ISO/TC 67/SC 4 requests that WG1 use the balloted changes to API 8B and 8C documents, developed since the last ISO DIS ballots for both ISO documents, as a basis to submit to ISO CS for a 2 nd DIS ballot for ISO 13534 and ISO 13535, respectively.
Resolution 13 (Washington, 2010) ISO/TC 67/SC 4 requests that the convenor submit a formal report on the status of projects under ISO/TC 67/SC 4/WG 1 by August 31, 2010.
All the remaining resolutions have been closed.
