PARKING & TRANSPORTATION SERVICES STANDARD PRACTICE

TITLE: INSTRUCTION NUMBER: FRESHMAN PARKING LOT – 200-0052 DICKINSON AVENUE ACCESS CONTROL

I. PURPOSE The purpose of this P&TSP is to outline operational issues at the Freshman Parking Lot on Dickinson Avenue.

II. GENERAL The Freshman Parking Lot - Dickinson Avenue is a D Zone freshman parking area. Only authorized vehicles as outlined in this P&TSP are allowed entry/parking in the freshman lot.

All pole lighting fixtures are provided, installed, and maintained by Greenville Utilities (GUC). All other lighting fixtures are maintained by Facilities Services.

III. PROCEDURES

A. At the time of “D” permit issuance; the student should be informed that the electronic gate access to the lot through their 1-Card may not be activated for up to 24 hours. This is to allow the ECU1-Card office to complete the authorization process.

B. ECU Parking and Transportation Services shall complete a security access form to be faxed to the 1-Card office for database entry authorization.

C. The 1 Card Office staff shall enter the student’s information into the access database within 24 hours of receipt during normal work hours Monday-Friday.

D. The following vehicles/1 Cards are authorized to enter the Freshman Parking Lot - Dickinson Avenue:

1. Authorized freshman students (<19hours) 2. Parking Control Officers 3. Transit Buses 4. ECU Police Department 5. Electronic Access Permits 6. Maintenance Service Vehicles

E. Lighting reporting/repair The ECU Police Department on a nightly basis and Facilities Services during their monthly lighting survey shall report any pole lights and other lights that are not working. Facilities Services Electrical Shop

Main Campus will call in a trouble call to GUC at 551-1567 for all pole lights. All other lights shall be repaired by Facilities Services.

F. Electrical repair 1. Electrical repair for the following electrical service, other than general lighting, shall be requested by submitting a Facilities Services work order to the Electrical Shop - Main Campus: a. Power to all equipment panels b. Power to the electronic gate operator c. Bus shelter lighting d. Blue light phone lighting

2. The Electrical Shop-Main Campus shall also be responsible for maintenance of the electronic gate operators and the control loops along with the mechanical parts (drive chains and rollers) of the gate.

G. Parking lot closure 1. The lot shall be closed to protect vehicles from flooding whenever it is predicted that we will receive 4” of rain or more. Parking and Transportation Services shall post an announcement on the ECU Official Announce system.

2. The lot will be closed for the summer. During this time, all lighting will be secured by GUC for energy conservation. Parking and Transportation Services is responsible for GUC labor charge to secure and reactivate the lighting. Power will be on for surveillance cameras and electronic gate operation.

H. Gate operation issues 1. During normal operating hours, all entry/exit gate malfunctions shall be reported to the Electrical Shop – Main Campus by submitting a Facilities Services work order.

2. After hours, on a weekend, or holiday, all entry/exit gate malfunctions shall be reported to the ECU Police Department at 328-6787 or 816-2246 for repairs. The ECU Police Department shall contact the Facilities Services Main Campus electrician on- call as needed.

3. ECU Police Department shall manually operate the gate and provide security until the gate is repaired.

4. During normal operating hours, all 1-Card reader malfunctions shall be reported to the 1 Card Office for repairs.

5. After hours, on a weekend, or holiday, all 1-Card reader malfunctions shall be reported to the ECU Police Department to contact the 1 Card Office on-call person for repairs.

I. Security cameras All security camera malfunctions shall be reported to the ECU Police Department at 328-6787 for correction. When ECU Police Department determines that security cameras are not in operation, the ECU Police Telecommunication shall immediately dispatch an ECU Police Officer to maintain security.

J. Enforcement All unauthorized vehicles parked in the D Zone Freshman Parking Lot - Dickinson Avenue shall be subject to citation and towing, pursuant to ECU Parking and Transportation Services Rules & Regulations.

K. Trash removal and landscaping ECU Grounds Services is responsible for trash pickup, removal, landscaping, herbicide application for weed, and grass control.

L. Vehicle proximity devices Vehicle proximity transponder devices that open the gate not installed at the time of the project are the financial responsibility of the requesting department. ECU Campus Garage is responsible for installation and removal of the transponder devices on Facilities Services, Parking and Transportation Services, and ECU Police Department vehicles. ECU Student Transit bus transponders are the full responsibility of the ECU Student Transit. All procurement, installation, and removal of must be approved by the Director of Parking and Transportation Services. Work orders for procurement, removal, or installation will be submitted to the ECU Campus Garage.
