Job Description

Salford Carers’ Centre supports and works with both Adult and Young Carers. The Centre was established in 1999 as the central base for the Adult Carers’ Team and Young Carers’ Team with events and activities taking place in the local communities both facilitated by the Carers Centre and in partnership with local service providers and voluntary organisations.

The overall aim of this post is to lead and direct the services and the staff of the Carers’ Centre in a strategic, co-ordinated and effective way in order to develop and deliver support and services for all carers in Salford and to raise awareness of their needs.

Aims and Objectives

. To manage, develop and actively promote an effective Carers’ Centre and services for Carers of all backgrounds in Salford

. To manage all the staff at the Carers’ Centre in such a way as to achieve this outcome.

. To develop services in line with contract specifications and agreed development plans.

. To raise awareness of issues facing carers in Salford. Duties and Responsibilities

The post is responsible to the Chief Executive of the Gaddum Centre and reports to the Advisory Committee of the Salford Carers’ Centre.

 Strategic Development

. In conjunction with the Advisory Committee, Commissioners and other partners to undertake strategic review and planning.

. Develop new services and new opportunities for service and partnership development. . Attend Advisory Committee meetings and provide reports on agreed actions.

. Enable carers and former carers to participate in the design and development of services and to participate in policy and service planning.

. Work with Commissioners and key partners in ensuring that the Salford Carers’ Strategy is the focus for development of carers’ services.

. Work with Commissioners and key partners in ensuring that the Salford Young Carers’ Strategy is the focus for development of services for young carers.

. Develop and maintain good strategic and operational links with other service providers and key partners.

. Ensure that carers’ services meet the needs of all carers in Salford and provide the strategic input that will enable ways of identifying hidden carers to be developed.

 Management

. Provide vision and leadership for the staff of the Carers’ Centre.

. Manage and develop the staff including monthly supervision with Team Leaders and overall assessment of staff professional development.

. Manage and develop the culture and values of the Carers’ Centre so that staff can work together as a team.

. Responsibility for the recruitment of staff with appropriate staff from Gaddum Centre and ensure carer involvement . Work with the Manager of the Young Carers’ Service and team leaders and individual members of staff to ensure the production of work plans.

. Work with the Manager of the Young Carers’ Service and team leaders to ensure effective team meetings and monitoring of activities.

. Ensure effective induction and training is implemented.

. Develop and oversee the implementation of a communications strategy to ensure effective communications at all levels.

. Management of the operational aspects of the Carers’ Centre including holding regular staff meetings for both Adult and Young Carers’ services, staff holidays, sickness, office cover, meetings, health and safety, travel claims, petty cash, etc.

. Using recognised quality assurance systems which comply with requirements of any contracts to ensure that the work of the Carers’ Centre is monitored and evaluated.

. Ensure that the database system is fully utilised and organise support and training to staff where appropriate.

. Attend regular meetings with funders and key partners.

. Compile any necessary reports for example to meet the needs of Commissioners and funders.

 External Relations

. Promote the Carers’ Centre throughout Salford to carers and external organisations.

. Regularly review and maintain information about the Carers’ Centre.

. Ensure that publications both electronic and paper are reviewed/produced as appropriate and oversee the production of the quarterly newsletter.

. Develop methods of increasing the Centre’s profile.

. Ensure that events and forums are attended by the appropriate staff.

. Along with the Manager of the Young Carers’ Service advocate for the rights of adult carers and young carers at strategic levels and ensure that their needs and views are taken into account.  Financial Management

. Work with the Gaddum Centre Finance Manager to ensure that the Carers’ Centre operates within agreed budgets.

. Monitor expenditure and oversee the compilation of records for various activities e.g. Carers’ Personal Budgets, events and activities, awards of funding.

. Identify funding opportunities and work with the appropriate staff and partner organisations to make applications.

. Ensure appropriate record keeping and preparation of reports to funders.

The post holder shall, at all times, work within the principles of Partnership Working by developing partnerships with service users, carers and local people to ensure that they are actively involved in the planning, development, provision, monitoring and review of services.

He/she will also work within Gaddum Centre’s/Salford Carers’ Centre’s code of ethics, practice guidelines and protocols.

Skills, Knowledge and Experience

Essential

Education to degree level or equivalent

Strong leadership skills

Excellent listening skills

A minimum of 5 years managerial experience

Understanding and awareness of the needs and issues of Adult Carers, Young Carers and their families

Sound knowledge of the key policies and legislation concerning:

 Health and social care  Carers  Children and young people

Knowledge and experience of legislation and practice concerning:

 Child safeguarding  Adult safeguarding

Knowledge of statutory services

Knowledge of the structure of community care, health and the voluntary sector.

Sound basic knowledge of welfare rights

Ability to implement strategic planning and review

Ability to communicate to a wide variety of audiences, groups and individuals both verbally and in writing Excellent organisational skills and ability to prioritise work

Ability to research and transform information into practice

Knowledge of the need for confidentiality

Knowledge of risk assessment processes

Demonstrable experience of managing staff

Base The post holder will be based at the Carers’ Centre, although substantial work in other venues across the City will be necessary.

Salary £ 26,182 per annum (30 hours)

Pension Employers contribution of up to 7.5% provided employee makes an equal contribution.

Hours 30 hours per week. Some evening and weekend work may be necessary. No overtime will be paid, but time off in lieu can be arranged.

Holidays 26 days per annum, plus statutory holidays. (2 days from the 26 must be taken at Christmas, as directed)

Please note: Both the building where the Carers’ Centre is based, and Gaddum Centre, have a ‘no smoking’ policy for the entire building and which extends to work related time.
