General Statement: The Colorado Community Health Network (CCHN) is a membership association of federally qualified Community Health Centers serving low-income, homeless, and migrant populations in Colorado. CCHN, a dynamic, team-oriented non-profit, provides support and technical assistance to safety-net clinics in underserved communities. The Outreach and Enrollment (O&E) Learning Collaborative Project Lead must be self-motivated and able to manage multiple tasks, work with diverse people, carry a heavy workload, and travel.

The O&E Learning Collaborative Project Lead will be a team member of CCHN’s Covering Kids and Families (CKF) project. The mission of CKF is to increase access to affordable health coverage and high quality health care by ensuring that Medicaid, Child Health Plan Plus (CHP+), and subsidized private insurance through Colorado’s state-based marketplace, Connect for Health Colorado, consistently meet the needs of low-income Coloradans.

The O&E Learning Collaborative Project Lead’s primary purpose is to implement and manage a statewide O&E Learning Collaborative for two years where organizations engaged in O&E activities can exchange best practices, and share innovative approaches to their work. The overall goal of the O&E Learning Collaborative is to identify the most effective O&E strategies and activities that increase the number of Coloradans with affordable health coverage. This position is funded through a contract through March 31, 2017. In-state travel is required.

General Duties: 1. Create a plan, develop the necessary materials, and facilitate face-to-face meetings and virtual learning sessions. 2. Formulate best practice and resource sharing strategies among participants. 3. Implement training and technical assistance, including coaching calls and site visits, to participants on O&E strategies and activities. 4. Communicate expertise about policy and systems decisions that impact O&E, including decisions about health insurance affordability programs such as Medicaid, CHP+, and subsidized private insurance through Connect for Health Colorado. 5. Ensure that participants are on track to meet their goals as outlined in their scope of work and/or action plans. 6. Lead the O&E Learning Collaborative Advisory Committee, including scheduling meetings, developing meeting materials, and facilitating meetings, and work with members to identify a unified strategic plan and vision for O&E work and outcomes in Colorado. 7. Identify and assess the successes, barriers, and challenges that participants face related to O&E. Use this information to: a. Work in partnership with other CKF staff to analyze and prioritize policy and systems improvements; and b. Work in partnership with other CKF staff to bring systematic issues to the attention of decision makers, and propose and advocate for solutions on behalf of O&E professionals and the Coloradans they serve. 8. Collaborate with the real time evaluation contractor to evaluate the effectiveness of O&E strategies and activities. 9. Create a report that outlines the most effective O&E strategies and activities, and distribute it to other communities and organizations engaged in O&E work. 10. Lead the development of project updates and reports for partners. 11. Perform related responsibilities as assigned by the CKF Project Manager. 12. Report corporate compliance concerns to CCHN’s Corporate Compliance Officer; any CCHN employee who reports a compliance concern in good faith is protected by law from retaliation.

Minimum Qualifications: 1. Bachelor’s degree in a related field. 2. At least four years of professional experience in a related field. 3. Knowledge of health insurance affordability programs (e.g. Medicaid, CHP+, and subsidized private insurance through Connect for Health Colorado), eligibility and enrollment systems, and community outreach in Colorado. 4. Project management experience. 5. Excellent planning, organizational, and meeting facilitation skills. 6. Demonstrated ability to think strategically. 7. Strong written and verbal communications skills. 8. Ability to build credibility and trust, and maintain effective working relationships. 9. Ability to work with individuals from varied professional backgrounds and diverse cultures. 10. Ability to thrive in a complex and rapidly changing environment. 11. Ability to work with minimal supervision and maximum accountability. 12. Ability to manage and prioritize multiple tasks. 13. Ability to travel. 14. Pleasant manner in telephone and personal contacts and a professional demeanor. 15. Excellent computer skills, particularly with Microsoft Office Word, Excel, and Outlook. 16. Demonstrated awareness of, and value for, cultural competence. 17. Fluency in written and spoken English. 18. Physical ability to stoop, kneel, bend, use a computer, and perform light lifting.
