SPECIFICATIONS FOR CLEANING CONTRACT

CHESTER COUNTY MAINTENANCE OFFICE (EMBREEVILLE FACILITY)

I. General Requirements

A. These specifications shall become an integral part of the referenced contract

in addition to the Request for quotation form OS-517 as noted on the contract.

B. The terms of this contract shall be stated under services of the contractual

document and all provisions, conditions, or other agreements contained therein shall be effective for this time period.

II. Limitations and Restrictions

A. The Contractor shall perform the required services to the extent necessary to assure clean, sanitary and rubbish-free surroundings commensurate with the health and well-being of Department employees. Each area cleaned will be signed off Daily, Weekly, Monthly and Semi-Annually by the employees who performs the job. Unsatisfactory performance shall be a sufficient reason to cancel this contract by written notice thirty (30) days in advance of the effective date of cancellation.

B. The Contractor shall be required to perform the services using a minimum two (2) people assigned only to Embreeville Facility for a minimum of three (3 ½ ) and one half hours work period all starting 4:30 p.m. to 8:00 p.m. (Labor Day to Memorial Day) and 3:30 p.m. to 7:00 p.m. (Memorial Day to Labor Day). They will work Monday thru Friday unless other arrangements are made with the Roadway Programs Coordinator. The work force shall include one (1) working supervisor and one (1) custodial worker. THERE WILL BE NO WORK FORCE ON STATE HOLIDAYS . C. The Contractor shall be fully responsible for securing the locks on doors and windows after completion of janitorial services.

D. Excepting items specifically stated elsewhere in this contract, the Contractor is responsible for all of the supplies and equipment necessary to perform the janitorial services satisfactorily. The Contractor shall also be responsible for all cleaning products bearing labels to be in compliance with current Pennsylvania Right to Know regulations.

E. The Department of Transportation is responsible for furnishing paper towels, toilet tissue, plastic bags for lining waste cans, bottle water and air freshener products.

F. With regard to general building janitorial services, all reasonably required amounts of water and electricity will be made available to the Contractor without charge.

G. The Contractor will perform their work with a minimum use of electric light, which is considered to be 50% of normal lighting. At no time will the Contractor have all lights turned on in the building and as service in rooms or sections of the building is completed, all of those lights in the completed area

H. No materials, equipment or supplies shall be used which will damage floors, floor coverings, woodwork, painted surfaces, furniture or other items being cleaned. Materials which do not fully comply with fire regulations or any materials bearing the label - acid - shall not be used or permitted in any part of building or area covered under this contract.

I. It shall be the Contractor’s responsibility through Department personnel to arrange for access to the building. One keycard will be provided to Cleaning working supervisor . J. The Contractor shall be responsible for instructing their employees in appropriate safety measures and shall not permit them to place mops, brooms, machines and other equipment in traffic lanes in such a manner as to create safety hazards. Appropriate signs shall be provided by the Contractor to designate areas which are Slippery because of cleaning or waxing operations.

K. The Storage Area provided to the Contractor will be kept in neat and sanitary condition at all times and shall be subject to inspection by the Roadway Programs Coordinator.

III. General Description of Services to be performed

A. Daily Service

1. Empty all waste containers ; wash (if needed). Replace plastic liners in all waste containers. All trash is to be disposed of in the large metal dumpster (Building #3) near weld shop. 2. Sweep all tiled floors. 3. With disinfectant, mop all restroom floors, clean toilets, urinals, sinks and partitions. Clean mirrors above sinks in all restrooms. Clean the water fountain in hallway + bottled water containers and drip trays. 4. Vacuum all carpets ; Mop all of the remaining tiled office floors with soap and water. 5. Ensure that hand soap, hand sanitizer, air freshener, toilet paper, and hand towel dispensers are stocked in all restrooms. 6. Spot clean windows, doors, walls and furniture where necessary. 7. Check hallways and offices for cobwebs, dust; etc.

B. Weekly Service

1. Dust baseboards and wall clocks. 2. Spray buff all tired floors. 3. Clean the interior glass (To include front entrance / lobby / side entrance / both lunchrooms + all front office areas + garage office area + storeroom area) - where needed . 4. With disinfectant, clean all (tiled) restroom walls. 5. Spot clean tables, counters and sinks in both lunchrooms.

C. Every Other Month Service

1. Dust (clean out any debris) overhead light fixtures. 2. Clean all blind fixtures 3. Machine scrub, refinish and buff all tiled floors - to include restrooms. 4. Clean and brush all grouting in tiled floors.

D. Semi-Annually Service

1. Steam (extraction) or equivalent type cleaning of all carpets (wet shampoo excluded) and the application of a fluorocarbon type (scotchguard) soil repellant. (Twice a year) 2. Strip old wax from tile floors, apply fresh wax and buff to high gloss (Twice a year) 3. Clean all exterior windows @ Embreeville Facility. 4. Clean all walls to include halls and offices. IV. Contractor’s Responsibilities and Obligations

A. Services and Supplies

The Contractor shall furnish all necessary supervision, labor, transportation, tools, equipment, material and supplies (unless otherwise indicated) for the accomplishment of janitorial services.

B. Hours of Work

The minimum schedule of work hours for accomplishment of this janitorial service , under this contract, shall be 4:30 p.m. to 8:00 p.m. (Labor Day to Memorial Day) and 3:30 p.m. to 7:00 p.m. (Memorial Day to Labor Day) five days a week. Weekend hours are available with prior notification at the discretion of the County Maintenance Manager or his/her designee.

C. Storage Space

The Contractor will be permitted to use storage space (However, space is very limited), free of cost, for storage of supplies and equipment. Storage area shall be kept in a neat and orderly manner and kept locked when not in use.

D. Personnel Identification

Contractor will furnish all persons assigned to the performance of this contract an Identification Badge or Uniform identifying him/her as an employee of the contractor. Contractor will provide Department with a list of names.

E. Method of Payment

The Contractor shall be paid monthly upon the submission of an Invoice to :

(Please make sure to list P.O.# / Line Item #’s / Description of work for each line item / Price breakdown for each line item #.)

Also, a Confirmation of Service Form , OS-501, must be submitted to the county office , (484)340-3206 Fax#, every time you mail an Invoice to Harrisburg. This will verify when the services were performed and ensure a timely payment.

F. Inspection

All services and manner of performance will be subject to inspection by the Roadway Programs Coordinator or his/her designee during the term of this contract. Failure to satisfactorily meet the requirements of this contract or refusal to promptly correct any deficiency observed within 24 Hours after written notice to the person in charge of the shift on duty may be cause for Termination of the individual employee or the contract.
