El Camino Police Department Division Council Meeting March 18, 2010
Present: Mike Trevis, Arlene Bautista, Ruben Lopez, Grace Felarca, Gino Alvarino, Tosh Tipton, Mitchell Kekauoha, Jorge Cervantes
The meeting began at 10:10 am. The minutes of the January 20, 2010 meeting were approved as written.
Old/Pending Business
Watchman’s Cap A sample of the watchman’s cap was provided. The chief approved use of the cap with the following requirements:
A patch should be sewn on the front. It must be pulled up above the eyes and cannot be worn over your face. Cost is at the officer’s own expense.
New Business
Review of Jan Caldwell’s Agenda Items:
Peripheral Roads – It was mentioned in one of the Division Council meetings that the peripheral roads around the campus would be one way. Facilities has since dropped this plan. Traffic will remain both ways. Officers Carrying Heavy Items – Officers who have worked the bookstore detail and escort bookstore staff to the cashier’s office are asked to carry heavy items. Chief Trevis spoke with Andy Nasitir, assistant bookstore director, and advised him that El Camino Police Department’s position is to protect their staff which requires that officers have their hands free. The Bookstore staff will need provide someone from their department to carry large heavy items. When should students be let into offices after business hours – There have been incidents when a student left something in Financial Aid, the library, or Admissions and have asked to be let in to retrieve the item. The chief sent out an email to the departments. Responses to his email were that when the officer lets someone in an area after business hours, the officer/cadet physically stays with that person until the item is retrieved.
Review of Jeff Lewis’ Agenda Items:
New Police Units – When the department purchases new police units, can we consider purchasing a Dodge Charger? Chief Trevis submitted a plan to purchase three new police units with support from administration to do this. Approval is still pending. The chief would like continue with Ford vehicles. Moving the current equipment from an old Ford unit to a new Ford unit is easier. The steel boxes will not fit in a Dodge unit.
When an officer goes out on a traffic or pedestrian stop, should dispatch automatically send a back up? If there are 2 officers or cadets on duty, it is okay to send a back-up. If the officer puts out a Code 4, no more assistance needed, a back- up should not be sent.
Cadet Jackets, Police Officer Embroidered Patch Cadet Jackets - In the past, cadets have requested to use old police officer’s jackets, and it was approved. About 8 month ago, this was stopped because the jackets looked like a police officer’s jacket. Are we allowing this again? Section 5.8i of the Police Cadet Policies and Procedures manual does not address this. It states Navy blue with fur collar jackets. This section will need to be amended. Chief Trevis will discuss this with Michael Martinez who is the coordinator for the police cadet program.
Police Officer Embroidered Badge/Patch for Polo Shirt – Erika Solorzano provided a sample patch from Gall’s Long Beach Uniforms. Jorge Cervantes will bring it to the El Camino Compton Center police officers for their input.
Training – Officers Making Changes and Failing to Discuss It with Sgt. Ott Sgt. Ott & Sgt. Oscar Zuniga are the training coordinators. They are responsible for setting-up the training and calculating the estimated expenses. Commission on P.O.S.T. reimburses the department for certain expenses.
Someone went to training and decided to stay at another hotel because it was a better deal. Although the person had good intentions, this created a problem when it came to requesting reimbursement.
If you receive notice that you are going to a class, you should strictly follow the arrangements that are made. Do not make changes on your own. Discuss it with the training coordinator, and he will determine whether the change can be made.
Construction Update The Social Sciences building is under remodel. Construction of the Business/Math building is a little behind schedule because of the rain. The foundation will be poured soon. The renovated Bookstore will be opened before graduation. It is slated to have cameras.
Cameras – As an officer safety feature, there is a possibility that if an officer gets a call, the officer will be able to punch up the call at a specific camera location on the MDC screen. An officer who is on foot patrol and has a Blackberry or an iPhone will be able to use this feature too.
Compton Educational Center – According to Fred Sturner, they will be breaking ground for the infrastructure around October. The grassy area off Artesia Boulevard will become the parking lot. At the center of the infrastructure, parking machines, cameras and lighting factored in.
El Camino College will be in construction mode for the next three to four years.
Round Table
Jorge Cervantes After Mitchell leaves for the day, someone uses the buzzer located outside of the police department. Can it be connected to El Camino College Police Dept. Dispatch Center? This is an IT issue.
Michael Trevis Mike asked the sergeants to mention that people who want to pass out flyers, take signatures, etc. at El Camino College, must obtain approval from Harold Tyler, Director of Student Development. On the application is a list of rules to follow. The challenge is the designated areas where people are allowed to do this. The grassy area by the quad or on the cement sidewalk, provided foot traffic is not blocked, are permissible locations. Mike has asked for more clarification. Until clarification is received, questions regarding the approved locations should be directed to the chief.
