HULL CITY COUNCIL City of Hull Proceedings of April 24th, 2017
Mayor Roger Buys called the meeting to order at 5:00 pm. In attendance were Councilpersons Mike Broek, Eric Rankin, Les Van Roekel, and Kim Wielenga. Also present was City Administrator Aaron Kooiker, Brent Kleinwolterink, Jon Gustad and Lonni Westphal. Absent was Joel Leusink.
A motion was made by Wielenga and supported Broek to approve the agenda for the meeting. Motion carried 4-0.
A motion was made by Wielenga and supported by Rankin to approve the consent agenda which consisted of the minutes from April 10th, 2017, April Electronic Claims, and April Manual Checks. Motion carried 4-0.
Public Correspondence- No Report
Joel arrived at 5:03
Administrator’s report- Kooiker advised Mayor Buys and he met with RVRW Board President Teunissen and Garvin Buyert. Kooiker advised that there will be a written response from their board.
Kooiker informed council the Lewis and Clark funding was cut to $2.5 Million from the Riff Bill.
Kooiker advised that three people had accepted park maintenance positions for the summer. Those employees are Loren Te Grotenhuis, Renae Pottebaum, and Riley Francis.
Kooiker also stated at the Northwest Iowa managers meeting there was a discussion regarding the new Fireworks bill. Kooiker advised that the city’s current ordinance states that it is a violation and should be in compliance with the new law.
Kooiker also meet with Julia Kreun to discuss the future of a dog park. Kreun would like the council to consider finding a location for the park for future development and then the committee that Kreun had put together would begin work to fundraise for the park. Kreun advised that she didn’t expect this to happen tomorrow but would like the council to think about this type of amenity for the city for the future. Council advised that they would be willing to listen to any proposal that Kreun would put together.
Finance – No Report
Streets & Storm sewer – Kooiker presented the bids to the council regarding a pay loader. Council would like to see if selling the pay loader out right might save the city money. Kooiker and Kleinwolterink are to look into a private sale and to see if the price of the loader could be reduced more by a cash sale.
Building, Equipment & Grounds- Kooiker advised that the park shelter in Hubbling Park needed roof work. Kooiker requested from the council, that he start looking at costs to see if it would be possible to get the roof shingled yet this summer. Council agreed to look into project.
Kooiker also presented a proposal to repair the parking lot in front of the city office. Council would like committee to look into the need for the project.
Parks, Pool, Recreation- No Report Public Safety – No Report
City Utilities- After reviewing bids for a replacement truck. Rankin made a motion which was supported by Broek to purchase a Ford F150 for $31,400. Motion passed 5-0.
Economic Development-Melissa Richter presented to the council the 2016 Chronicles for Hull Industrial Development Corporation.
Other Business- None
Next Council Meeting- May 8th, 2017
Being no further business a motion was made by Van Roekel and supported by Leusink to adjourn the meeting at 6:15 P.M. Motion passed 5-0.
