Objectives

(i) Clarify the role of CAI-Asia local networks; (ii) Discuss mechanisms for improved coordination between CAI-Asia Secretariat, CAI-Asia pilot projects, and local networks in delivering AQM-related assistance at the city level in Asia; and (iii) Develop capacity building program for local network secretariats to manage their local network.

Mutual Expectations of CAI-Asia Secretariat, Local Networks and Pilot Projects to be facilitated by Jitu Shah, Lead Environmental Specialist, World Bank (A participatory exercise to ascertain what the CAI-Asia Secretariat, Local Network Secretariats, and Pilot Project Secretariats expect from each other and how each can contribute to each others’ success)

10.30 am – 11.30 am V. Brief update on the status of local networks (Discussion focused on the Strengths and Weaknesses of the local networks. Local networks gave a presentation based on the format provided by the Secretariat.) 11.00 am – 12.30 pm VI. Discussion of draft CAI-Asia Local Network Strategy by Glynda Bathan, Coordinator, CAI-Asia Secretariat

(Discussion on whether the CAI-Asia Local Network Strategy effectively addresses the expectations in Part IV and promotes the strengths and addresses the weaknesses of local networks in Part V. 13.30 pm – 14.00 pm Continuation of discussion  Capacity Building *CATNet-Asia Strategy by Pat Suwanathada, Pollution Control Department, Thailand *Clean Air for Asia Training Programme by Dieter Schwela, Stockholm Environment Institute, York 14.00 pm – 15.00 pm VII. AQM strategies and policy initiatives by local networks. This will include a discussion on follow-up of BAQ 2004 “commitments” to be facilitated by Daniele Ponzi, Principal Environment Specialist, Asian Development Bank (Discussion on the status of implementation of air quality action plans and of BAQ 2004 “commitments” and on the challenges faced by the local networks in implementing them.) 15.00 pm – 16.30 pm VIII. Coordination among CAI-Asia Secretariat, Pilot Projects Secretariats, and Local Networks (Pilot project secretariats gave presentations guided by these questions: (i) how can the pilot project contribute to better cooperation and coordination with the CAI-Asia Secretariat and the CAI-Asia local networks, and (ii) what is the relevance of the pilot project for local CAI-Asia networks)  Developing In-Use Emission Strategies for Existing Land Transport (DIESEL) by Ekbordin Winijkul, Project Coordinator  Public Health and Air Pollution in Asia (PAPA) and Air Pollution, Poverty and Health Study by Robert O’Keefe, Vice President, Health Effects Institute  Partnership for Sustainable Urban Transport in Asia (PSUTA) by Daniele Ponzi, Principal Environment Specialist, Asian Development Bank
