NC DPI Title III Onsite Monitoring Revised January, 2017 Interview Questions

These questions are a sample of what may be asked. More specific questions will be generated based on the document review, classroom observations and other interviews.

I. Questions for central office staff and principals  What are the strengths of the ESL Program from your perspective?  What are the weaknesses of the ESL Program from your perspective?  How do you collaborate?  How do you support the EL population at the schools?  Describe the professional development activities geared for teachers of EL students that you provide for ESL teachers, as well as for mainstream teachers.  How do you ensure that parents receive all school communications in a language that they understand?  What will you do differently to ensure that all AMAO goals are met in the future? (For discussion since AMAOs are frozen)

II. Questions for EL Coordinator or ESL Director  How many ESL teachers do you have, and from what funding sources are they paid? (state, federal, or local funds?)  Please explain the Title III supplement, not supplant regulations?  How do you inform your central office colleagues of AMAOs, LEP headcount data, ESL instructional issues, etc.?  How and when do you notify the ESL and mainstream teachers of each student’s annual English language proficiency score available on the WIDA Teacher report? (so teachers can adjust instruction and testing accommodations appropriately)  How do you foster collaboration with EC, AIG and the grade level directors?  How do you monitor MFELs?  How do you collaborate with your finance office?

III. Questions for Testing Coordinator  How do you know who is EL? (Who to test each spring?)  How do you inform Central Office colleagues and your Board of Education of EL scores on the English language proficiency test and of AMO for EL under Title III?  How often do you meet with the EL Coordinator?  How are testing accommodations for EL students monitored and recorded?

IV. Questions for ESL and content teachers  How do you incorporate the WIDA Standards into your instruction?  What kind of professional development is provided to you by your school, central office, etc.? Is it for content teachers, too?  How are you made aware of the resources and professional development opportunities?  How do you collaborate with mainstream teachers?  How are you notified about your district’s AMAOs? (For discussion since AMAOs are frozen)  If you need to contact a parent of an LEP child, how do you go about that?
