Accomplishments

Training Manager/Curriculum Development/Instructor: - Researched, organized, and developed three advanced courses of instruction for execution in resident and distance learning environments for the Marine Corps: Applied Environmental Sciences Course, Meteorological and Oceanographic Impacts Analyst Course, and Riverine Analysis and Forecasting Course. -Singlehandedly created over five-hundred images, (3) 200-page+ student text, PowerPoint presentations, lesson plans, formal course documentation, and flash animations for Department of Defense meteorological schools in less than 2 years. -Single-handedly and simultaneously instructed and managed 3 resident courses and 2 distance learning courses (via Marine Corps College of Distance Education and Training (CDET) Blackboard for 3+ years. -Coordinated integration and execution of non-standard training and education amongst 5 Department of Defense agencies. -Identified training and education deficiencies within multiple organizational pipelines with proven solutions for correction. -Developed, conducted and tracked end-of-course surveys with proven solutions to correct course and instructor deficiencies.

- Initiated, researched and began 2 concurrent facility development projects simultaneously costing over 1 million dollars. Including: financial analysis, budget and cost quote preparations, cost benefits analysis/management, and reconciliation. - Developed, reviewed, and approved plans, schedules, and consulting agreements for over 50 programs to ensure compliance to Federal and Department of Defense regulations. - Of 250 personnel, hand-picked multiple times to test and evaluate hardware/software systems for design, ease of use, navigability and suitability for operational requirements. Includes: U.S. Air Force Joint Environmental Toolkit, Army Research Laboratory Tri- Service Integrated Weather Effects Decision Aid (T-IWEDA), Weather Impacts Decision Aid (WIDA), and ESRI extensions.

Quality Assurance: - Developed, instituted and managed vigorous operational weather forecaster quality assurance program which increased operational weather forecasters from an average 76% proficiency rating to a 90% or greater proficiency standard.

Personal Achievements -Represented the Marine Corps Meteorological and Oceanographic community in a strategic role for inclusion into Geospatial- Intelligence (GEOINT). Successfully identified and validated the requirement to establish a new working group to identify environmental training and education requirements for intelligence personnel utilizing geospatial applications. As a result, I was appointed Chair of National Geospatial-Intelligence (NGA) Agency’s Community Geospatial-Intelligence Training Council (CGTC) Meteorology and Oceanography Working Group. -Established Willway Productions, S-Corporation that designed and developed websites and graphics for small businesses that specialized in web design, development, graphic arts and marketing. -Elected Chair of Stafford County, VA Special Education Advisory Council (2002-2004).
