Minutes of the ordinary meeting held at Caldbeck Parish Hall on Monday 21 January 2013.

21/01-73 APOLOGIES Apologies for absence were received from Parish Councillors Anne Cartmell (ill), Alan Armstrong (hol), Colin Smithson (work), and from Paul Doherty (Northern Fells Broadband Representative, sent report).
21/01-74 MINUTES The minutes of the ordinary meeting held on 10th December 2012 were amended (Minute 10/12-66), agreed and signed as a correct record.
21/01-75 DECLARATION OF INTEREST AND REQUESTS FOR DISPENSATION No pecuniary, personal or prejudicial interests were declared.
21/01-76 PUBLIC PARTICIPATION a) Resident Martin Woodham explained to the Council that he and his wife are hoping to apply for planning permission to convert the byre beside their garden wall, currently used as a wood shed, into a small hobby garage. They are consulting with the LDNPA Conservation Officer as to an appropriate conversion and planning to keep the new roof line as low as possible. Councillors indicated that they would be likely to support such an application. The Clerk to email map of LDNPA Commons boundaries in Hesket Newmarket to Mr and Mrs Woodham. b) PCSO Pete Nicholl introduced himself as the successor to PCSO Lynsey Tuck. He reported that two incidents had been reported in the parish in the last month, one a claim for assault but upon investigation no assault had occurred, and another an unattended car which had turned out to belong to a walker. PCSO Nicholl explained that Wigton Police Station is for sale and although the Duty Officer and PCSOs are there at present they will move to the Local Links Office in Water Street, Wigton, once the Police Station is sold. PCSO Nicholl gave details of the next Police Surgeries, 3.30pm on 8th February, 19th April and 21st June at Fellview School. The Clerk will put these dates on the parish notice boards and send them to the parish magazine. c) Duncan Fairbairn, District and County Councillor, arrived later in the meeting having already attended Dundraw PC meeting and the Chairman invited him to speak. Mr Fairbairn reported: that the local representative on the Police and Crime Commissioner’s board is Joe Cowell, that Allerdale Borough Council has agreed to pay at least the ‘living wage’ to all its employees, that Connecting Cumbria is rolling out superfast broadband across the County, that Cumbria CC has requested no lanterns be flown off into the air at Chinese New Year because of the danger to livestock (wire frames that land in fields etc) and that 68% of Cumbria’s wind turbines are in Allerdale District. He gave the good news that he has organised for the culvert pipe under the road near Green Close (where there has been persistent flooding onto the road) to be enlarged to take all the water, and further good news that extra Government money has been awarded to Highways because of all the recent damage to roads.
21/01-77 NEXT GENERATION BROADBAND Paul Doherty, Northern Fells Broadband Group representative, sent his apologies for the meeting and sent the following report: “We are still working on our response to Defra. We are also investigating other options and are in discussions with Defra and CCC. Christmas has obviously put a temporary stop to things but we are still pushing on. I will hopefully have more concrete news for the next parish council meeting”. 21/01-78 PLANNING DECISIONS AND APPLICATIONS a) Decisions: 7/2012/2248 Street Head, Hesket Newmarket, CA7 8JZ. Replace existing 8m wooden pole with a new 11m wooden pole (9.45m above ground). Granted. 7/2012/2244 Caldbeck Cricket Club, Caldbeck, CA7 8DP. Internal alterations and small single storey extension. Granted. b) Applications: 7/2012/2289 Land next to Dyke Nook, Caldbeck, CA7 8EW. Erection of detached dwelling. It was agreed to support the application because the house is well designed for this long - designated building site and will add to the housing stock in the village. 7/2012/2283 3 Brewery House Barn, Caldbeck, CA7 8GH. Fix sky dish to gable wall (retrospective). Devolved decision by Clerk following consultation with Chairman and Councillors (response requested by 10th January): no objections as the sky dish is unobtrusive.
21/01-79 ANNUAL PARISH MEETING The date of the Annual Parish Meeting was discussed and it was agreed to hold the APM at 7pm on 13th May, prior to the Annual Parish Council Meeting at 7.30pm on the 13th May. This date will be reviewed if a topic of local concern, needing more time for discussion, becomes evident before May.
21/01-80 PARISH MAINTENANCE a) Winter Gritting. The Chairman has moved the spare blue parish council grit bin to the Howbeck to Millhouse road where ice is liable to form on the road. The Parish Council emergency back up gritting scheme has not yet had to be put into action this winter. b) Pond weed on Caldbeck pond. The Clerk reported that she had applied for a grant for £5,000 from the LDNP Communities Fund and Pete Barron has sent it on to the Grants Committee. She has applied for a grant for £1,500 to the Joyce Wilkinson Trust but has just heard that they only consider grants twice a year and the next is June. She has also written to the Commons Committee to ask if they could help with a contribution. There is the quote from Michael Bell (RG Bell and Sons of The Wath, Caldbeck): £6,884.00 + VAT and she has just received a quote from Lawsons Plant Hire (Distington, Workington): £13,300 + VAT. The VAT can be discounted because the Council can claim that back. It was agreed to accept Michael Bell’s quotation. The Clerk has written to the Open Spaces Association but has not heard anything from them yet. c) Offer of new plaque at St Kentigern’s Well, Caldbeck. Mrs Anne Cosgriff has offered to replace the wooden plaque indicating St Kentigern’s Well in Caldbeck with a stone plaque. Anne and Tim Cartmell have agreed that a stone plaque could be fixed to their garden wall in place of the current wooden one. It was agreed that a stone plaque would be an attractive replacement for the wooden plaque and the Clerk was directed to write to Mrs Cosgriff to thank her and accept the offer. d) Notice Board, Hesket Newmarket. It has not been possible to find a new, more central site, for the notice board in Hesket Newmarket so it was agreed that it will remain in its current position beside the Play Area. e) Other Parish maintenance: 1. A resident has queried whether it might be possible for the Hesket Newmarket to Inglewood Edge road to be gritted by the Highways Dept in icy weather. This was discussed and it was agreed that this route is mainly in another parish so the query better addressed there. 2. Wath Brow. The Clerk was directed to contact the Highways Engineer again regarding the running water forming dangerous ice on Wath Brow. This problem has been reported a few times but no action appears to have been taken. 3. Potholes from Whelpo to Caldbeck to be reported to Highways. 4. The Clerk was directed to contact the Highways Engineer again regarding the degraded road at the end of Watery Lonning and the pothole and subsidence on Smithy Lane, both Upton, Caldbeck, and both previously reported a number of times. 5. Potholes on the road to Nether Row to be reported to Highways. 6. The open gutter on the side of the road, Newlands Lane, Hesket Newmarket, was discussed again and the Clerk will follow that up again with the Highways Engineer.
21/01-81 QUEENS DIAMOND JUBILEE 2012 It was reported that The Jubilee Committee will inform the Clerk of the chosen species of tree for Caldbeck Green and the Clerk will organise its purchase and ceremonial planting in March. The Jubilee Committee has confirmed £250 for each tree (one in Caldbeck and one in Hesket Newmarket) to cover the cost of tree, tree stakes and guard, and planting. They will in addition pay for a plaque for each tree.
21/01-82 STANDING ORDERS The amended Standing Orders document (to meet the requirements of the new Code of Conduct), was studied. Norman Atkinson proposed a resolution that the amended Standing Orders 21.1.13 should be approved and adopted, this was seconded by Roy Knowles, and the Council resolved to approve and adopt the amended Standing Orders 21.1.13.
21/01-83 ANNUAL PRECEPT 2013 – 2014 AND MONTHLY ACCOUNTS a) The Budget for 2013 – 2014 was approved and it was resolved to set the Precept for 2013 – 2014 at £9,711.00. This excludes the (reduced) concurrent grant of £320 from Allerdale towards the Hesket Newmarket grasscutting. b) The monthly expenditure and record of income were approved: Receipts: None Payments: Eleanor Benson, monitoring and cleaning disabled toilet, Nov, Dec and Jan: £100.00 Caldbeck Parish Hall Committee, for meetings 2012: £100.00 Information Commissioner’s Office, Data Protection Register: £35.00 by Direct Debit on 6.2.13 c) To be notified of the current financial position. 21/01-84 CORRESPONDENCE 1. Anya Wilkinson, Allerdale Borough Council. Letter regarding Council Tax changes and implications for parish precepts. Noted. 2. Peter Nichol, PCSO, Cumbria Police. Email 10.12.12 with apologies for not attending Parish Council meeting that evening and details of a theft of five ewes. Email forwarded to Councillors 10.12.12. 3. LDNPA Allocations of Land document. The Clerk reported on this document and her report is available on request. Report noted. 4. CALC. Email re meeting on 10th December 2012, on locality working in Allerdale. Consultation. Notes emailed to Councillors on 13.1.13. It was agreed to put the consultation questionnaire as an agenda item at the next ordinary meeting on 25th February. 5. CALC. Email re Coastal Access proposals between Allonby and Whitehaven.
