COURSE DESCRIPTION

Administration and management involve components of indirect services associated with systematic delivery of direct human services. Students will learn theories of strategic planning, human resource management, strategies for evaluation and planning the development of human service organizations, elements of agency operations, risk management, budgeting, and fiscal acquisition through grant writing and contract negotiation. The emphasis of this course is on leadership development, and managing professional and volunteer staff. Additional content areas addressed in the course involve advocacy efforts and grass roots movements focused on constituency building.

TOPICS AND OBJECTIVES

Week One: Challenges, Opportunities, and the Environmental Influences in the Administration and Management of Human Service Programs

 Describe current trends of human service.  Define terminology within human service programs administration and management.  Assess unique administration and management challenges and opportunities specific to human service programs.  Identify characteristics associated with successful human service programs.  Describe the importance of an environmental analysis.

Week Two: Classical and Contemporary Theories Applied Within Organizational Design

 Assess the application of classical theories in human service organizations.  Apply contemporary theories to human service organizations.  Differentiate between horizontal and top down organizational models.  Delineate elements of an empowerment approach to social service management processes.

Week Three: Operations and Human Resource Management

 Identify elements of agency operations.  Describe risk management strategies within the human service agency context.  Describe budget development and management processes.  Explain resource acquisitions through grant writing, contracts, and contributions.  Explain development and management aspects of human resources.

Week Four: Supervision, Program Design, and Evaluation in Human Service Organizations

 Identify supervisory roles, processes, and challenges.  Apply theories of motivation to human service delivery systems.  Explain the role that information systems and technology play in human service program evaluation.  Describe the purpose of program evaluation in human service programs. Week Five: Leadership, Change, and Effective Management Within Human Service Programs: An Emphasis on Organizational Efficacy

 Distribute the course syllabus. Discuss policies, procedures, expectations, and assignments.  Ensure that students have copies of the program handbook. Provide any directions necessary for locating it on the student website.  Preview the major assignments for the course, week by week. Include suggested times to start preparation for these assignments.  Discuss the role of Learning Teams in the course, highlighting the specific demands for each modality.  Facilitate the formation of Learning Teams.  Discuss and approve the Learning Team Charter.  Preview the learning objectives and content for this week.  At the end of the class or week, review key content points and preview the content of the next week.  Ensure that you have received all assignments that are due.
