SAVE THE CHILDREN INTERNATIONAL ROLE PROFILE

TITLE: Advocacy and Campaign Manager TEAM/PROGRAMME: Yemen Country LOCATION: Sana’a, Yemen with frequent travel to Office, Middle East & Eurasia Region Aden GRADE: TBC CONTRACT LENGTH: Permanent Fixed Term 12 months - Renewable CHILD SAFEGUARDING: Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE: Yemen is now classified by Save the Children as a Category 2 emergency and is therefore a high priority for Save the Children’s humanitarian advocacy. This therefore requires dedicated capacity.

The Yemen Advocacy and Campaign Manager (ACM) will have a strategic advocacy oversight, taking lead on policy positions and being the focal point on Yemen within Save the Children. The ACM will lead on the advocacy and campaign strategy and manage the production of key advocacy and campaign products/activities in close coordination with the CD, the Director of Advocacy, Media and Comms, the Field Managers, the Media Manager and other members of the Yemen Team. The ACM will ensuring these products reflect humanitarian programmatic priorities, and are sensitive to contextual risks which could impact upon the response operations, are impartial, and represent the field needs from across the country. The ACM will also play a representational role and will both represent the Yemen CO in internal advocacy and campaign meetings across the organisation, and represent Save the Children in external meetings with INGOs, the UN, donors and other stakeholders. The ACM will also co-chairing the Yemen NGO Advocacy Working Group, the Yemen Humanitarian Communications Network, and chair the Save the Children Yemen Humanitarian Advocacy Working Group.

SCOPE OF ROLE: Reports to: Director of Advocacy, Media and Communications Staff reporting to this post: Advocacy and Campaign Officers (2) Budget Responsibilities: ELC Campaign Budget Role Dimensions: The Save the Children International (SCI) Yemen Country Office (CO) has an annual budget of around USD 40 million and growing, working mainly on the humanitarian response to the ongoing conflict and its impact including more recently on the cholera outbreak. The CO has over 500 staff and 1400 volunteers and works in nine governorates in the north, centre and south of the country through seven field offices (and two sub-offices) in addition to the main office in Sana’a.

KEY AREAS OF ACCOUNTABILITY : Strategy  Through evidence-based advocacy lead on the development and project manage the implementation of Save the Children’s Yemen Humanitarian Advocacy Strategy and Every Last Child (ELC) Campaign Plan that reflects the particular context/needs from the different field offices,.. Strategic oversight of both Advocacy Strategy and ELC Campaign and lead on policy positions. Offer substantive contributions to planned advocacy, as well as oversee that media and communications products support the advocacy strategy and campaign plan.  External engagement: Engage with key UN agencies, other INGOs, and other interlocutors based in Sanaa to ensure SC has up to date information on the humanitarian situation and response, with a focus on child protection, adherence to IHL, bureaucratic impediments and access constraints to aid delivery, health and other issues impacting children and other civilians.  Ensure SC’s policy position on these issues are well known amongst interlocutors and reflected wherever possible in joint INGO Forum advocacy and media products through proactive and targeted lobbying of key contacts.

Internal/External Engagement and Representation & Coordination  Internal engagement: Engage with key Member and MEE Regional Office across Save the Children to ensure Yemen is featured in key moments and global reports (Childhood Index, Protecting Children in Conflict, ELC Girls’ Strand, etc.)  Be the Yemen advocacy focal point within Save the Children and chair the (internal) Yemen Humanitarian Advocacy Working Group. Actively engage with key SC Members and the Global Advocacy Offices collaborating with Yemen advocacy and ensure they have updated information.  External engagement: Co-chair the Yemen NGO Advocacy Working Group (AWG), identify joint INGOs opportunities and co-lead in joint products for key moments.  Together with the co-chair of the AWG and the Humanitarian Coordinator, co-chair the Humanitarian Communications Network, identify joint UN/INGOs opportunities to raise the profile of the Yemen crisis.  Ad hoc media interviews.

Situation and advocacy analysis  Provide regular context and operations anaylis and information to advocates across Save the Children – for lobbying purposes  Conduct regular sectoral research (including field visits) and written analysis of how children have been affected in Yemen, and specifically their access to humanitarian assistance, health, education and protection services.  Proactively identify and take ownership of key advocacy moments and products in close coordination with the Advocacy/Media team, including ad hoc press releases.  Liase and enage with the Regional Strategic Analyst – based in the regional office

Producing advocacy products  Draft the production of advocacy products for use at country, regional and international levels, including advocacy and context updates, talking points, key messaged, etc. on a regular basis.  Ensure that all key advocacy messages, documents and strategies are evidence-based, regularly updated and of a high quality. When necessary ensure advocacy products are signed-off according to the SCI sign-off procedures.

Staff Management, Mentorship, and Development  Responsible for appropriate staffing within Advocacy and camapagining  Responsible for making sure all Advocacy and campaigining staff understand and are able to perform their roles in an emergency  Manage the advocacy and campaigning team; define expectations, provide leadership and technical supportas needed, and evaluate direct reports regularly  Responsible for the recruitment, training, and promotion of staff as appropriate and ensure availability of appropriate professional development opportunities for staff;  Manage the performance of all staff in the Advocacy and campaigning work area through staff development strategies and Performance Management Systems. QUALIFICATIONS

EXPERIENCE AND SKILLS  Prior experience in emergency response contexts.  At least five years of prior experience working in advocacy on child rights, human rights, humanitarian or development issues;  Experience of influencing and advocacy work including lobbying, policy development and information provision in children’s issues  Excellent skills in advocating towards government officials, humanitarian actors and UN agencies in developing countries  Extensive knowledge of child rights and international humanitarian law  High-level analytical and strategic thinking skills and strong research skills  Prior experience working and leading on joint advocacy working groups  Previous work experience in the Middle East region  Good attention to detail  Excellent IT skills, especially in Microsoft Word  High level analytical and strategic thinking skills  Cultural awareness and ability to build relationships quickly with a wide variety of people  Patient, adaptable, flexible, able to improvise and remain responsive and communicate clearly and effectively under pressure  Excellent planning, management and coordination skills, with the ability to organise a substantial SAVE THE CHILDREN INTERNATIONAL ROLE PROFILE
