LOS ANGELES COMMUNITY COLLEGE DISTRICT BOARD OF TRUSTEES MINUTES – STUDENT AFFAIRS COMMITTEE Educational Services Center Board Room – First Floor 770 Wilshire Boulevard, Los Angeles, California 90017 Friday, June 9, 2017 9:30 a.m. – 12:00 p.m.
Committee: Christopher Martinez, Chair; Bobbi Kimble, ESC; Aurora Paredes, ELAC; Diego Mendez, LACC; Andres Aquino, LAHC; Jose Custodio, LAMC; Amir Haghi, LAPC; Harold Lewis, LATTC; and Jesus Reyes, WLAC.
The following colleges were present: LACC, ELAC, LAHC, LAMC, LAPC, LATTC, and WLAC. LASC and LAVC were absent.
A quorum was present.
Student Trustee Martinez called the meeting to order at 9:40 a.m.
PUBLIC SPEAKERS None.
ASSOCIATED STUDENT BODY PRESIDENTS’ REPORTS The following colleges gave reports: LACC, ELAC, LAHC, LAMC, LATTC, LASC, and WLAC.
STUDENT TRUSTEE REPORT Student Trustee Martinez introduced himself to the Committee and reported that the Board passed the “Resolution – In Support of Undocumented Students and the Privacy Rights of All Students” and the “Resolution – Reaffirming the Role of the Student Trustee Pursuant to Education Code Section 72023.5” at the Regular Board Meeting held on May 10, 2017. He allotted the remainder of his time for Ms. Alexa Victoriano to address the Committee.
Ms. Victoriano discussed the progress concerning the LACCD food service vendor selections. She also informed the Committee about options for nutritional foods that students may be eligible for outside of the Los Angeles Community College District.
LIAISON REPORTS
Educational Services Center Report – Bobbi Kimble Ms. Kimble introduced herself to the new Committee members in attendance.
ASO/ASU/ASG Advisors’ Report – Sonia Lopez
Student Affairs Committee - 1 - June 9, 2017 There was no ASO/ASU/ASG Advisor’s report, as Ms. Lopez was absent from the meeting. Chief Student Services Officers’ (CSSO) Report – Earic Dixon-Peters There was no CSSO Advisor’s report, as Dr. Dixon-Peters was absent from the meeting.
College Presidents’ Report – Denise F. Noldon Dr. Noldon discussed the excitement at LASC during the commencement season, and she noted that the first group of “Los Angeles College Promise” students will be entering LACCD in Fall 2017, noting the importance of supporting the incoming students. Dr. Noldon congratulated all of the students transferring and graduating at the end of the Spring 2017 semester.
MATTERS FOR/OF THE BOARD OF TRUSTEES Bryant Woodert discussed the need for transparency in ASO Advisors’ salary amounts.
DISCUSSION ITEMS
LGBTQIA+ Students, Michaela Mendelsohn, and Jeanie You, and Marilyn Lawrence, Transcanwork Michaela Mendelsohn and Jeanie You presented information about Transcanwork, an organization that provides trainings and certifications to businesses to make them “trans certified”, meaning that they will receive certification that they can post publically to indicate that they are inclusive and understanding of transgendered and gender non- conforming people. Ms. Mendelsohn explained that the higher rates of rejection and exclusion from employment opportunities for trans-people correlates with their having higher rates of poverty, with trans-women of color having the highest poverty rates of any group. Ms. Mendelsohn distributed a handout to the Committee titled “Transcanwork.org: Trans Inclusivity in the Workplace”.
ELAC motioned to extend time for the presentation by seven minutes, moved by LACC, seconded by WLAC.

Ms. You presented an accompanying video to the Committee, which featured an actual case of workplace discrimination against a trans-woman and discussed how the organization helps individuals in these situations.
Disparity among Student-Parents, Patrick McFarlane, Crystal Stairs Inc. Mr. McFarlane discussed the services that the non-profit organization Crystal Stairs provides to its clients, including child care, child care subsidies, and other resources and referrals. Mr. McFarlane distributed a handout to the Committee titled “What We Do: Crystal Stairs Inc”.
The Importance of Voting, Natalie Montelongo, Voto Latino Ms. Natalie Montelongo, explained the Voto Latino organization’s mission to increase civic engagement and leadership amongst young people of color.
Student Affairs Committee - 2 - June 9, 2017 She also discussed the controversial SB4 bill that was recently passed in Texas that allows law enforcement to demand proof of citizenship from people at any time, even allowing them to detain people if they so choose. Voto Latino is trying to increase civic engagement in the communities across the “Brown Belt” states of California, Texas, Arizona, and New Mexico - that are being targeted by legislative measures like SB4.

Legislative Support for Undocumented Students, Alexa Victoriano ELAC motioned to support the LACCD Board “Resolution – In Support of Undocumented Students and the Privacy Rights of all Students”, moved by LAMC, seconded by LACC.
Vote Count: 7 Ayes (Absent: LASC and LAVC) Motion passed.
Water Bottle Refilling Stations, Alexa Victoriano LACC motioned to modify existing water fountains, moved by ELAC, seconded by LAMC.

Motion passed.
Student Representative for ASO/U/G Advisor’s Meeting, Alexa Victoriano WLAC motioned to assign a representative from the Student Affairs Committee to attend the ASO/U/G Advisors’ meeting, moved was by LACC, seconded by ELAC.
Vote Count: 7 Ayes (Absent: LASC and LAVC)

RESOURCE TABLE STUDENT REPRESENTATIVE – June 7, 2017 Mandie Dixon, LACC
OUTSIDE COMMITTEE REPORTS
District Academic Senate Report Ms. Victoriano stated that she will send the committee members her report in the upcoming week.
District Budget Committee Report There was no report, as delegate Ms. Mandie Dixon, ASG President, LACC, was not present at the meeting.
District Curriculum Committee Report There was no report, as delegate Mr. John Eleby, ASO Vice President, LATTC, was not present at the meeting.
Student Affairs Committee - 3 - June 9, 2017 District Planning Committee There was no report from Mr. Aquino, ASO President, LAHC, alternate designee. District Citizens’ Oversight Committee Report Mr. Bryant Woodert, DCOC Student Representative, proposed the use of a parliamentary rule that allows student governments to use public funds to complete an unfinished construction project at their college, given that they provide the necessary information as explained to him by the District Citizens’ Oversight Committee.
LACCD Sheriff’s Oversight Committee Report None.
NEW BUSINESS None.
SUMMARY - NEXT MEETING The next regular meeting of the Student Affairs Committee is scheduled for July 14, 2017 at 9:30 a.m. in the Board Room at the Educational Services Center. The deadline for submitting agenda items is July 3, 2017.
