1.0 Tenders in two covers are invited through ‘e’ Procurement Portal (Website URL: https:/eproc. karnataka.gov.in) for the work of the “SUPPLY AND INSTALLATION OF UNDER WATER TYPE (WATER PROOF), DUAL PURPOSE 2X14 WATT (COLD CATHODE FLUORESCENT LAMP) 24 VOLTS AC LIGHT FITTINGS TO SUPA DAM DRAINAGEGALLERY, AT GANESHGUDI” from reputed bidders with proven track record of successful completion of similar works.

2.0: Tender documents may be downloaded from Government of Karnataka e-procurement web site https :/eproc.karnataka.gov.in under login for contractor. After login to Contractors, please scroll down to the right side bottom to see List of tenders, please click there to find the details of NIT and download copy of the tender. The tender can be downloaded in the portal as per prescribed date and time published in the portal. Only interested Contractors who wish to participate should remit on line transaction fee for tender after registering in the portal. The transaction fee is non- refundable.

3.0: Bidders shall attach scanned copies of all the certificates pertaining to the pre-qualification requirement as mentioned under ‘Minimum qualification requirements’ clause. Whenever required bidders shall furnish the original certificates to the KPCL authorities, failing which, the bidder will be disqualified.

4.0: Conditional bids, incomplete bids without EMD, bids not properly uploaded and late submission or bids shall be rejected.

5.0: Bidders shall refrain from altering/modifying/revising the price bids after the date and time fixed for submission of bids in the calendar of events even though if it is accepted by the portal. Date and time stamp of the portal shall be final in deciding the time and date of submission of bid. Decision of the corporation in this regard is final and acceptable to the entire bid. 6.0: EMD amount of Rs. 50,000/- Shall be furnished along with the bid and tender processing fee should be paid online through e-Procurement portal using any the payment modes like Credit Card, Direct Debit, National Electronic Fund Transfer (NEFT), Over the Counter (OTC) (only through designated branches of ICICI Bank). The transaction fee is non-refundable.

7.0: Tenders (both Cover-1&2) must be electronically submitted (online through internet) within the date and time published in e-procurement portal. First cover of Tender will be opened at prescribed time and date in the e-procurement portal, in the presence of the Tenderers who wish to attend at the office of the Opening of Cover-2 shall be as per schedule as intimated later.

Note: 1. Rates quoted shall include all taxes and duties, levies including service tax etc., 2. Rated quoted shall all the items of work required for the above specified work. 3. Income tax and any other taxes as applicable from time to time will be deducted from the contractor’s bill.

9.0 BID VALIDITY: The validity of the bid shall be 180 days from the date of opening of technical bid (cover-1) or extended till the bids are evaluated,.

10.0 Bids with stipulation for settlement of disputes by reference to arbitration are not acceptable.

11.0 Bid Schedule:

a) Date of issue of NIT through e- portal/ down loading of bid 13.11.2014 documents. b) Last date for receipt of tender queries/clarifications ______c) Last date for receipt of completed bids ( cover 1 & 2 ) two 13.12.2014 covers upto 16:00hrs d) Date of opening of cover- 1 at 15:00 Hrs 15.12.2014 e) Date of opening of Cover-2 (price bids) of qualified bidders 18.12.2014 at 15:00 Hrs. 12.0 Eligibilty Criteria: The tenders of those bidders whose offers meet the PQR and technical specification of the tender /bid in complete manner will be accepted and only such bidders financial bids (cover - 2) will be opened.

12.1.1 Cover-1 (Technical bid) Pre qualifying requirements:

Clarification/ details needed for Supa dam gallery/ with Cold Cathode Fluorescent Lighting, 1. PQR: As light fittings/ parts manufacture or authorized distributors for Light fittings. 2. Similar performance in the field of lighting especially Industrial Lighting or Dam Drainage Gallery Lighting. a) The bidder shall be a regular manufacturer/ dealer/ agency/ firm and shall have proven experiences in the field of supply and installation of under water (water proof), dual purpose AC light fittings to reputed organization/ power utilities. In proof of above purchase order/ work order/ work completion certificate copies should be furnished.

b) The bidder should have a minimum average annual turnover of Rs. 35 Lakhs during the preceding three years (2011-12, 2012-13 & 2013-14). The agency shall furnish a copy of annual report i.e., balance sheets duly certified by the chartered accountant for the preceding three financial years. (2011-12, 2012-13 & 2013-14).

c) Bidder shall have TIN No., PF registration, PAN No. VAT No. Service tax registration No. Relevant details/certificates and the same shall be furnished to this office. Scanned service tax format enclosed to this tender shall be submitted duly filling in details.

d) Those bidders whose contracts have been terminated/fore closed by KPCL or elsewhere or whose performance has not been found satisfactory while executing contracts with KPCL within the last 10 (ten) years are not eligible to bid. An undertaking to this effect shall be given by the bidder.

e) Tenderers shall not be under declaration of ineligibility for corrupt and fraudulent practices issued by the Government of Karnataka.

f) The bidder should produce samples fittings as per our technical specifications for evaluation. After evaluation only site visit letter issued.

g) The bidder shall submit the site visit letter obtained from SE (E) S office.

The intending bidder shall upload the above scanned copies as documentary evidence to substantiate the qualification requirement.

12.2: Cover-II (Financial bid) 12.2.1 The original documents should be produced for verification at any stage of tender process as and when sought for, failing which, the bids are liable for disqualification.

12.2.2 Rates shall be quoted in Tender Schedule-B (Financial Bid) in the website itself.

12.2.3 For those tenderers whose Technical bids satisfy Eligibility criteria and who has furnished all the necessary documents, only their financial bids will be opened.

12.2.4: The tender document is part and parcel of the agreement.

12.2.5: Conditional tenders will not be accepted.

12.2.6 The successful bidders shall give an undertaking that they would abide by the provisions of the Employee’s Provident Fund Act. 13.0: KPCL reserves the right to verify any information/documents furnished by the bidder should the circumstances so warrant. In case the information or the documents furnished arte found to be incorrect/false or in valid, then the EMD furnished by such bidder shall be forfeited. The registration of such tender shall also be cancelled.

14.0: The Bidders should quote their prices in Indian Rupees only.

15.0: Bidders have to compulsorily visit work site i.e., Ganeshgudi, to assess the site condition and works before quoting 16.0 The contractor shall register themselves with the central excise department for the remittance of the service tax and produce the service registration as and when it is sought for verification. The following points shall be noted before quoting the rates:

A. The quoted rates should be inclusive of service tax. Percentage of ST Claimed shall be specified. B. The tenderer shall furnish the details and their options regarding the Service tax liabilities in Proforma enclosed to the Tender Document and shall be submitted along with cover I.

17.0: Corporation reserves the Right to reject any or all the tenders without assigning any reasons. However, in all cases KTPP act shall be followed.

18.0: Bidders who have not obtained the user ID and Password for participating in e- procurement in Karnataka Power Corporation Limited may now obtain the same from the website ( https:/eproc.karnataka gov.in).
