Meeting on Monday 22nd April 2013 At 8.00pm in the Village Hall Minutes Present: Cllr D Whyberd, Cllr A Jennings, Cllr N Doré, Cllr T Cook, Cllr R Thomas

1. To consider accepting apologies Members received and accepted an apology for absence from Cllr Whyberd (illness).

2. To record declarations of interest from members in any item to be discussed and agree dispensations There were none.

3. To approve the minutes of the last Open Spaces, Recreation and Allotments meeting The minutes of the meeting held on 18th March 2013 were agreed as being a correct record and duly signed by Cllr Jennings, standing in for the Chairman.

4. Allotments The Clerk reported that an allotment holder had expressed concern that the number of children entering the back of allotments was increasing. He had requested fencing or increased planting to deter children and allow the wild area to flourish. The Clerk will ask the Headteacher of St Mary’s to remind children not to play in the allotments. Cllr Jennings will obtain a quote for Pyracantha saplings and Cllr Cook will investigate the cost of larger plants, both of which could not be planted until autumn.

Allotment holders have expressed extreme concern regarding lack of parking near the allotments that is preventing them from gaining access and have requested reserved parking for plot holders. Photos have been sent to PC Burt, who advises that he can do little to help unless other cars are blocked in, he suggests marking of parking spaces to reserve for plot holders. In the short term the Clerk will place leaflets on cars that are inconsiderately parked. WSCC own the layby, the Clerk will investigate options for reserving the parking for allotment holders.

5. First Extension Graveyard Following the Spring review – wild daffodil bulbs will be planted along the top of the wall, during the autumn.

Holly tree – quote from Arundel Arboretum to supply, deliver and plant Ilex Aquifolium £100 inc VAT. The Clerk will ask the advice of AA regarding repositioning of Prunus. If necessary members will delay ordering and repositioning of trees until the autumn.

6. Recreation Ground Side path has been completed by Phil Williams – ‘Josh’ has written his name in the concrete and removed some – Phil will do his best to repair on Tuesday. Members had concerns regarding the finish of the concrete surface, the Clerk will discuss with Phil Williams.

The Vipers have asked to play a match on Wednesday evening at 6.00pm and offered to provide drainage from the goal mouths to the ditches and reseed the area. Members agreed to work being undertaken, the Clerk will respond.

The Clerk had received reports that the tennis net and winding mechanism are both damaged – Replacement cost Greenbow Sports Posts, winder and 3.5mm, double braided net, with weights- £418inc VAT. Sports Equip £438inc VAT. Members agreed to put to full council

Play bark – needs replacing Per hippo bag £68+VAT Disclaimer sign - the Clerk will write and laminate a sign advising facilities used at own risk.

Quote for oak commemorative bench John Robertson, advertise in Clerk’s magazine and best prices found: Suffolk or Bristol 1.8m teak bench £295+VAT, delivery £10, fully assembled. Engraved lettering - ‘In memory of Nurse Sparks 22nd January 1913 – 9th February 2013’ 50 characters = £100+VAT Ground anchoring kits and tool - £102+VAT Total = £507+VAT The bench could be sited on the flat grass area to the left of the entrance gate, near the infant’s equipment. Members agreed to put to full council.

Legacy of Nurse Bray Suggest options for the use of £500 left by Nurse Sparks (to be used in the children’s play area). Members agreed to hold in reserve for the short term with a view to putting funds towards the provision of new equipment.

Adult gym equipment Cllr Thomas is investigating options and funding. To be added to the list of CIL projects.

Tree plaque: Impressions – brass plaque on oak plinth - £80.00. Further quotes – C and M Trophies, Littlehampton 01903 717766 Laminate (plastic) plaque 6 X 4”, antique gold with black text or black with white text £24 inc VAT. Will order when the tree is repositioned in the autumn.

Approval of cheques: A Gale Removal of dead holly £266.67+VAT = £320.00 as per quote

7. Jubilee Tree Waiting for Arundel Arboretum to replant when they are in the area.

8. Any other Open Space, Recreation and Allotment issues that may arise Members discussed the appointment of a litter warden and targeting of specific areas. £1,500 is allocated in the budget for a litter warden / litter clearance. Minimum wage is currently £6.19 per hour for adults. The Pike, Sandhill Lane, Old London Road, top of The Street and Spring Gardens will need targeting. Members agreed to put it to full council, that a litter warden be employed initially for four hours (to be reviewed). An advertisement could be placed in the next newsletter.

Cllr Jennings advised that she had litter picked along Rock Road, but it needed doing again urgently. The Clerk will ask HDC.
