Job Description

1. ROLE DETAILS:

Role Title: HEAD OF ASSETS Role Reference: Ops/AM Department: Property services Responsible to: Director of Property Services Asset Data Coordinator, Asset Management Officer (Technical Support and Project Coordination), Gas Safety Direct Reports: & Compliance Officer, Energy Management Officer, Mechanical and Electrical Officer, Stock Condition Surveyor, Asbestos & Stock Condition Surveyor

2. PURPOSE OF ROLE:

2.1 To be the driving force for raising awareness of asset management and its crucial role in sustaining and adding value to our core business of meeting housing needs.

2.2 You will lead on the development of our asset management strategy, active asset management, asset intelligence gathering and analysis, planning and programming, and ensuring compliance with home safety standards.

2.3 To ensure that the company’s physical assets (housing and other buildings) are managed in line with the Asset Management Strategy, other related strategies and policies, and all statutory and regulatory requirements.

2.4 To monitor the relationship and performance of our in-house repairs provider Prime ensuring clear performance targets are set and monitored

3.1 Providing leadership and line management for asset management staff and ensuring that they achieve high performance, operate efficiently, effectively, recognize and apply best practice, and are well motivated and trained to deliver an excellent customer focused service, internally and externally.

Investment

3.2 Working with the Director of Property Services to plan asset investment and procure or commission works and develop an active asset management approach to delivering our asset management strategy

3.3 Operating within allocated budgets for all asset management activity

Compliance 3.4 Ensuring that asset management is delivered in line with statutory and regulatory requirements, company strategies and policies, standing orders and financial regulations, performance standards and targets, and service promises. To ensure that Acis group remains compliant particularly in the areas of gas servicing, legionella, fire safety, electrical testing and asbestos

4. DUTIES AND

RESPONSIBILITIES:

Investment Planning and Programme

Delivery

4.1 Set targets for stock condition surveys and ensure that they are met

Ensure that survey and other asset data is input into the asset management system in a timely manner and regularly reviewed for accuracy 4.2 4.2 Undertake ongoing business planning and profiling of investment needs in conjunction with the Head of Homes 4.3 4.4 Plan and agree programmes of improvement works to be undertaken by Prime within required timescales 4.5 4.6 Plan and procure other works, including works related to better places funding , to ensure high quality and value for money 4.7 4.8 Ensure effective arrangements are in place for consultation and liaison with tenants receiving improvement and remedial works 4.9 4.10 To ensure that programmes and plans to empty, service, and replace sewage/septic tanks are in place and that charges are made to recover costs from owner occupiers 4.11 4.12 Compliance 4.13 4.14 To ensure that statutory requirements relating to the management o f t h e c o m p a n y ’ s a s s e t s are fully satisfied, and that associated maintenance is planned and undertaken, with all associated records properly maintained 4.15 4.16 Ensure appropriate budgeting to meet the requirements of compliance annually 4.17 4.18 To ensure that related strategies, policies, procedures, and systems are developed, reviewed, and effectively implemented 4.19 4.20 To ensure that complaints relating to areas of responsibility are dealt with in full accordance with the Company’s procedure, and that learning from customer feedback is routinely logged and acted upon 4.21 4.22 Technical Expertise 4.23 4.24 Act as the company’s design authority 4.25 4.26 Provide technical advice to company staff as required 4.27 4.28 Consider and respond to any disrepair or other claims on asset matters, and liaise with legal representatives and/or insurance advisors as required. 4.29 4.30 Directly undertake and also oversee case work management across the asset management team within the CRM environment , supporting and mentoring staff as necessary 4.31 4.32 Service Improvement and Promotion 4.33 4.34 Develop related service improvement plans 4.35 4.36 Ensure that the company promotes its aids and adaptations service, effectively expends resources allocated to it, and liaises with local authorities and Occupational Therapy staff as necessary 4.37 4.38 Guide and support the Energy Management officer to ensure that the post is self funding and meets its set objectives 4.39 4.40 Represent the Company at meetings with partners, agencies, and relevant organisations and be proactive at all times in fostering professional relationships 4.41 4.42 Reporting 4.43 4.44 As required, prepare and present reports for the Board of Management, Audit Committee, tenant groups, and the Executive Leadership and Senior Management teams 4.45  Budget Control/Risk/Value for Money (VfM). 4.46 o Effective control of preparation, monitoring and management of expenditure for allocated budget lines within budget level. o Comply with Financial Regulations and Contract Standing Orders. o Regular identification, appraisal and treatment of risks within service area / role. o Promoting and achieving Value for Money (VfM) within service area/role requirements. o Meeting VfM target (3% per year unless changed in agreement with manager) o Ensuring that staff understand their role in achieving VfM for Acis including regular agenda item at team meetings. o Know how costs compare with other organisations. o Understand measurement system of service area / role targets. o Conduct Best Value Reviews and Healthchecks in line with Acis Comprehensive Service review programme. o Maintain a register of all contracts responsible for. 4.47  Human Resource Management o Effective Leadership and Management of direct reports. o Holding and keeping records of 1 to 1 meetings with direct reports on a monthly basis. o Completing annual Individual Development Reviews with direct reports within prescribed timescales. o Setting and agreeing annual targets/objectives with direct reports within prescribed timescales. 4.48  Learning & Development o Agreeing learning & development objectives with direct reports prior to attendance at training events and for carrying out post and follow-up evaluations. o Ensuring any lessons identified within own service area are captured within the Organisational Learning Log so that Acis Group becomes a knowledgeable organisation enabling continuous improvement of service delivery. 4.49  Health and Safety 4.50 o To ensure the implementation of the Company’s Health & Safety Policy by all employees under their control. o Ensuring that Risk Assessments are completed for their area of responsibility and that their direct reports are aware of any hazards present and the safe systems of work. 4.51 4.52 5. ENVIRONMENT: 6.1  The role will be based at Acis House, Bridge Street, Gainsborough, DN21 1GG. 6.2  Hours of work for this role are 37 hours per week. Flexi-time is available between 7.00am and 7.00pm. Normal office hours are between 8.30am – 5.00pm Monday to Thursday, and 8.30am – 4.30pm on Fridays. 6.3  The post holder will be required to travel as part of this role. This will be to visit tenants and properties within Acis Group’s area of operation or throughout the UK for attending training courses or meetings. Therefore the post holder will require a full and valid driving licence. It is essential that the post holder has access to their own transport and has insurance for business use. 6.4  The dress code for this role is office smart. 6.5  The post holder will be required to work with a variety of different people such as; members of their team, other Managers and Directors, Board Members, our customers, members of the public, contractors, employees from other agencies etc. 6.6 6.7 6.8 NB.
