REGULAR MEETING OF THE BOARD OF COMMISSIONERS

TUESDAY, JULY 11, 2017

COLES COUNTY MEMORIAL AIRPORT

COLES COUNTY, ILLINOIS

8:00 A.M.

The meeting of the Board of Commissioners of the Coles County Airport Authority was convened at Coles County Memorial Airport, Coles County, Illinois, on Tuesday, July 11, 2017. Chairman Vaughan called the meeting to order at the hour of 8:00 a.m.

PRESENT: Commissioners Vaughan, Dettro, Campbell and Rasmussen, Manager Fearn, Admin. Asst. Carmean and Attorney Grant. Commissioner Schaefer was absent.

Commissioner Dettro made a motion to rescind the action taken at the June 2012 meeting regarding the SRE Fan purchase. The motion was seconded by Chairman Vaughan and the motion passed on a roll call vote. The results were as follows:

Minutes

Upon a motion duly made by Commissioner Rasmussen and seconded by Commissioner Dettro, the minutes for the June 2017 meeting were approved on a roll call vote. The results were as follows:

Chairman Vaughan asked if there were any comments regarding the financial information provided for the month of June. Commissioner Campbell asked about the checks written to V&R. Manager Fearn stated that a new unit was installed at Aerinova Aerial and repairs were made to the Steakhouse store room unit. The units at Building C were inspected. Commissioner Dettro asked if the property tax payments made in June were the first installment. Admin. Asst. Carmean stated that it was the first installment. Upon a motion made by Commissioner Campbell and seconded by Commissioner Rasmussen, the financial report for June 2017 was approved on a roll call vote. The results were as follows:

2nd Reading of Budget and Appropriation Ordinance

Manager Fearn reviewed the changes to the Budget and Appropriation Ordinance. The new haybarn and the new SRE Buildings were added to the schedule of disbursements. Upon a motion made by Chairman Vaughan and seconded by Commissioner Rasmussen, the Board accepted the Budget and Appropriation Ordinance as presented. The motion was passed on a role call vote. The results were as follows:

1st Reading of the Tax Levy

Manager Fearn led a discussion regarding the 1st reading of the Tax Levy. Upon a motion made by Commissioner Rasmussen and seconded by Commissioner Dettro, the 1st Reading of the Tax Levy was approved as presented. The motion passed on a roll call vote. The results were as follows:

The Board reviewed the list of Closed Session Minutes that have not been released for public viewing. Upon a motion made by Commissioner Campbell and seconded by Commissioner Rasmussen, no closed session minutes will be released at this time. The motion passed on a roll call vote. The results are as follows:

Management Report

ARFF Truck CATEX is completed and bid packets have been mailed.

Gen Set Maintenance The Steakhouse generator had the radiator removed and recored. All belts, hoses, coolant and thermostat were also replaced.

Supervisor Safety Training Andrew and Kim attended and are working to become OSHA compliant.

Roof Maintenance The board granted permission for the vault and fire station roofs to be coated.

Terminal Cooling V&R will evaluate the cooling system for the Terminal Building and estimates for replacing seven old windows are being obtained.

FOIA Request A request has been received for a substantial amount of information. Kim is working on getting the information that was requested.

WINGs Attendance was good for the scaled down event.

September Board Meeting The September 2017 meeting will be held September 5.

Fireworks Attendance was down. No accidents or incidents were reported. Vacation Andrew will be on vacation September 11-18, 2017.

Funeral Andrew will attend the funeral of Bob Gagnon, Vermillion County Airport Manager on July 12.

Commissioner Comments & Questions

The old haybarn is ready to be torn down as temporary power has been run to the fuel tanks.

The hydraulic door cylinders on the big door on Building C have been repaired and should be a permanent solution.

Adjournment

There being no further business before the Board, a motion to adjourn was made by Commissioner Dettro and seconded by Commissioner Campbell. The motion carried on a voice vote.
