Hidden Springs Town Association, Inc. TOWN COUNCIL MEETING MINUTES October 12, 2010 Call to Order Meeting was called to order at 6:35 PM. Council members Kurt Holzer, Tyler Gilman, and Michael Lawrence, Town Manager, Site Superintendent and a number of community members were present.

Introduction of Candidates Intent to Stand for Election Ole Dam, Guy Hallam, Tyler Gilman, Harry Lear, Brad Bruggeman, Scott Noriyuki, Mike Erkman, and Sarah Bauer have announced their intent to stand for election for a 2011 Hidden Springs Town Council position these are the candidates whose names will be placed on the ballot for the December election.

Reading and Approval of October 12, 2010 meeting minutes It was moved that minutes from the previous Town Council meeting [October 12, 2010] be approved as published. Motion passed without objection.

Staff Reports/Financial Summary Colten Tippetts – Town Manager See attached Town Manager Report

Richard Gragg – Site Superintendent Conservation Easement- Nothing new to report General Site Maintenance- Tree planting season is upon us and Richard and his crew are busy planting trees in the parks and fulfilling the plantings of those folks whose parking strips were grandfathered in. Equipment- KC Power Shop has recently gone out of business and the town is struggling to find a new repair and service provider.

Block Captain/Welcoming- No report given Website- No report given Education/Open Space/Firewise- Dry Creek Historical Society- Report given by Aimee Noonan - Now that the Farmhouse has received approval to be opened it is time to close the historical site down for the season. The Farmhouse and historical site will be open one final time on December 11th in conjunction with the Hidden Springs Family Christmas Party. The DCHS encourages the residents to take the time and enjoy this unique Hidden Springs amenity.

Unfinished/Carry-Over Business

Annual Meeting - Town Council Elections Kurt Holzer reminded everyone that Town Council elections are coming up in December. The slate of candidates has been determined and the following names will be placed on the ballot. Ole Dam, Guy Hallam, Tyler Gilman, Harry Lear, Brad Bruggeman, Scott Noriyuki, Mike Erkman, Sarah Bauer. Write-ins will be accepted as well. The annual meeting will be held December 14th 6:30pm at the Clubhouse The Town Council elections will take place during this meeting but proxy votes will be available to those who cannot attend. The 2011 budget has been finalized and will be mailed out to the residents not less than

Colten mentioned that there will be two separate mailers in December. The first being the invoice for the first quarter 2011 dues and the second mailing, which will include information related to the annual meeting. Events Planner/Consultant RFP The deadline for interested applicants to submit a proposal for the events planner/ consultant is November 15th before noon. Once all of the applicant proposals are received the hiring committee, made up of Kurt Holzer, Tyler Gilman and Colten Tippetts, will assemble and review the proposals.

New Business and Open Discussion

Hidden Springs Drive Trees The HSTA understands that the large beautiful trees along Hidden Springs Drive are an important visual amenity of our community. It is clear that their health is degrading and there may be multiple causes for this degradation. Beginning with remaining funds from the 2010 budget the HSTA will begin the process of determining what the cause(s) are for the poor health of these trees. The HSTA plans to use a scientific approach and will seek out the most qualified professionals possible. Please expect invasive methods such as excavation and heavy soil sampling to commence this winter while the trees are dormant. Signs Tyler Gilman mentioned that the Town Council has tasked Colten with removing all signs including all marketing and park identification signs throughout the neighborhood as many have been deteriorating. This will include removing the large white Group-One sign that is at the corner of the community along Seamans Gulch. Plans are in progress to install a traditional rural Idaho type of sign that both welcomes folks to Hidden Springs as well as providing them with a message as they leave town. OMCS Sewer Operations OMCS has recently signed a new contract with the Hidden Springs Sewer Company that will keep them in place for another 5 years. There is no fee escalation built into the new contract. This is good news for the Hidden Springs sewer company as OMCS are the original plant operators and retain a relationship in good standing with Idaho Department of Environmental Quality, they have done a good job for Hidden Springs. Peaceful Belly Kurt Holzer announced that Peaceful Belly will return to the community farm in 2011 and 2012. In addition to the continuing on with the first year teaching class, Peaceful Belly will organize a second year gardening class that will be located on the Killdeer field. Jay Brahe made the comment that while Peaceful Belly has undoubtably done a good job on the farmlands this year the classes were made up of largely non-resident participants and that the community should be moving towards resident driven agricultural operations. Jay mentioned that interest in his idea to give individual homeowners in Hidden Springs the chance to adopt a small plot of land and farm there has significantly reduced among prospective resident participants. Some inconsistency with the proposal particularly whether each individual would cultivate an individual garden or if interested parties would be part of a larger community garden as well as restrictions indicated by the Town Council that would likely be imposed to protect the scenic values, the organic certification and other issues may be why interest has waned. The council explained that use of the lands would always be carefully monitored and subject to substantial limitations. The council further indicated that no formal plan had ever been presented to it by any group. Jay expressed his opinion that the community may be heading in the wrong direction as far agricultural operations are concerned and wants to see a long term plan implemented. Kurt indicated a long-term plan is in place and that having residents take the Peaceful Belly classes or otherwise become knowledgeable about sustainable and productive organic farming is a part of that long-term plan. Open Discussion/Resident Concerns Barbara Hickey asked about the staggering of Town Council seats and wondered what is being done to insure that staggering can occur. Kurt mentioned that there is nothing in place to insure a staggered town council and that we have accomplished it in effect by overlapping council members. Barbara also wanted to know what was going on with the fire station and was it still manned. Colten informed her that after the merger between Boise City Fire and North Ada County Fire and Rescue that the Hidden Springs Fire station is no longer manned. The station will serve as an

Janet Swickard mentioned that the idea that there could be volunteer firefighters for the station. Kurt responded that NACFR had a long history with volunteer firefighters and there were many issues but encouraged Janet to work with NACFR/Boise City Fire as those were the entities who would have to implement any plan.
