CITY OF MAPLETON COUNCIL MINUTES Tuesday, July 11, 2017

Members present: Etherington, Christian, Maslakow, Warner and Hollerich. Staff members present: Administrator Woodruff, Deputy Clerk Olsen, Hunter Chaffee, Ben Froehlich Others present: Sara Hein-Maple River Messenger, KLM Engineers Shawn Mulhern and Michael Novitzki, Jeff Annis

Mayor Hollerich called the council meeting to order at 7:00 p.m. in the Council Chambers at the Mapleton Fire Station

Pledge of Allegiance All present stood and said the Pledge of Allegiance to the flag.

Agenda Removed Unfinished Business item 1 Tonya Winters property update. Councilor Christian moved and Councilor Maslakow seconded to adopt the agenda with the change. All present voted in favor thereof. Motion carried.

Consent Agenda Councilor Maslakow moved and Councilor Etherington seconded to adopt the consent agenda as follows. All present voted in favor thereof. Motion carried. A. Minutes 6/20/17 B. Bills totaling $86,076.42 C. Zoning Permits D. Letter regarding Tony Cornish E. Newsletter #2 street project F. Staff written reports

Fire Quarterly Update: Fire Chief Froehlich presented the following update:  There is a pre-build meeting in August for the new truck. It is still on track for a January or February 2018 delivery.  Live LP burn training coming up soon  Added one new member in June. Several members are ready to retire.

Community Comment No one was present for Community Comment.

Presentation KLM Engineers – water tower Shawn Mulhern of KLM explained that they inspected the water tower in 2012. In their opinion the inside is in dire need of repainting. He presented information on what their services include and why the city should hire them to design and oversee the repainting of the water tower. Mayor Hollerich stated that it will be discussed during the budget process and asked if they could send current bid estimates from projects they are working on. Public Works Operator Chaffee stated that the quote from Maguire Iron does not require sandblasting before painting. Mayor Hollerich asked who the city should trust in regards to if the water tower needs to be sand blasted or not. Public Works Operator Chaffee replied that Minnesota Rural Water

Councilor Christian felt that Maguire Iron will be honest as it is their reputation on the line since they built the water tower and want it to last. Mayor Hollerich asked if Maguire Iron has a warranty on their work. If the council wants to do this project in 2018, the council will need to sign a contract soon.

Unfinished Business 1. Grader discussion Public Works Operator Hunter Chaffee explained that the grader had has more system failures. It is down and not useable at this time. It will cost over $8,000 to fix the grader. Mayor Hollerich noted that the council has talked about replacing the grader for a few years. Mayor Hollerich stated that public works had looked at some used graders and they are sold quickly. The council would need to pre-approve a maximum dollar amount to put a hold on a used grader. Councilor Warner asked what the old grader is worth. Public Works Operator Chaffee replied that we might receive $10,000 trade in on a new grader, otherwise it is the scrap value. The council directed Public Worker Operator Chaffee to get some quotes for used and new.

New Business A. Resolution 34-7-17 Heather Curling Club Extension of Lease The city took over ownership of the curling club building so that the curling club could get a mighty ducks grant. Jeff Annis requested that the city still have ownership of the building as this open up grant opportunities. They are in need of new ice mats. Councilor Christian moved and Councilor Maslakow seconded to adopt Resolution 34-07-17 approving extension of lease with Heather Curling Club. Roll call vote: Aye: Etherington, Christian, Maslakow, Warner and Hollerich. Nay: none. Motion carried.

Councilor Etherington moved and Councilor Christian seconded to adjourn the meeting. All present voted in favor thereof. Motion carried. Mayor Hollerich adjourned the meeting at 7:50 p.m.
