CALL TO ORDER

Dr. Kelman called the meeting to order at 8:40 a.m.

REVIEW OF MINUTES

A motion was made by Dr. Morgan seconded by Mr. Houghton to approve the January 19, 2006 meeting minutes as presented. The motion was unanimously carried. Delaware Board of Chiropractic Minutes – February 16, 2006 Page 2

UNFINISHED BUSINESS

Dr. Rooney-Discussion of Continuing Education

Dr. Rooney presented the Board with proof of completion of 24 credit hours of continuing education in chiropractic philosophy as required by the Decision and Order dated December 16, 2004. Mr. Spizzirri brought to the Board’s attention that the Decision and Order required Dr. Rooney to obtain the continuing education during the one year probation period and to submit proof of attendance to the Board within 30 days of completion; the courses were completed December 31, 2005, January 22, 2006 and January 31, 2006.

A motion was made by Dr. Morgan, seconded by Mr. Houghton to approve the continuing education as presented and to remove Dr. Rooney’s license from probationary statutes. The motion was unanimously carried.

NEW BUSINESS

Review of Reciprocity Applications

A motion was made by Dr. Morgan seconded by Mr. Jackson to approve the application for the following people: Alicia Gower, Melissa McNew, Amber Coppola, Patrick Tierney and Jonathan Crooker. The motion was unanimously carried.

Continuing Education

The following continuing education was approved by the Board.

Other Business Before the Board (for discussion only)

Dr. Rooney informed the Board that he had received correspondence requesting his support in opposition of the change to rule 4.2.1. He was also concerned that the correspondence stated that there had been no notice sent to the licensees of the proposed change which would require licensees to only obtain 12 or the 24 hours of required continuing education from online services.

Mr.Spizzirri informed him that the Board had properly posted the proposed change and hearing notice.

Public Comment

There was no public comment at this meeting.

Next Scheduled Meeting

The next scheduled meeting has been moved from Thursday, March 16 to Thursday, March 23, 2006 at 8:30 a.m., in conference room B, second floor of the Cannon Bldg. 861 Silver Lake Blvd. Dover Delaware.

Adjournment

A motion was made by Dr. Morgan, seconded by Mr. Houghton to adjourn. The motion was unanimously carried. The meeting was adjourned at 9:23 a.m.
