EKITI STATE UNIVERSITY, ADO-EKITI COLLEGE OF MEDICINE

A MEMORANDUM PRESENTED AT THE SUMMIT ON INTERNALLY GENERATED REVENUE IN THE UNIVERSITY HOLDING IN JANUARY, 2016.

Brief Introduction: The issue of finance has been a major challenge of the College from its inception and this has persisted to date. The initial set up of most Colleges of Medicine in the country is usually a government driven concern which builds and transfers the Colleges to the Universities. However, the EKSU College of Medicine bucks this trend, as most of the buildings were built from the IGR of the University thereby mounting an undue strain on the University’s finances and this trend, if continued is capable of hindering the College’s growth. Given the foregoing, the College, in a position paper presented to the Governing Council of the University in August, 2015 enunciated and emphasized the need for separate budgetary provisions and funding for the College of Medicine by the Government.

At another forum, the need for separate funding of the College by the Government was strongly pleaded and accentuated in the welcome address of the Provost during the courtesy visit of the House of Assembly Committee on Health and Human Services to the College on Thursday, 27th August, 2015. The Committee, led by Dr. Omotosho (Chairman) agreed with our proposal and also saw the need for a separate budgetary provision for the College and advised that we write formally, through the Committee, to the Visitor to the University, Gov. Peter Ayodele Fayose regarding the matter. This the College had done with utmost immediacy and hoping that it would yield the desired result in the 2016 budget.

1 The Academic Board at its meetings held in 2015 expressed deep concerns at the College’s lean financial status and took some pro-active measures towards ameliorating this challenge. These measures include constituting certain committees to advise it on modalities for improving the revenue drive. The recommendations currently being made for the Board’s consideration are as follow:

1. INTERNAL SOURCES A. Department of Anatomy The Department could functionally provide the following services: i. Ambulance services: The Department of Anatomy is to fully commercialize its Ambulance and Mortuary facilities to become a self-sustaining venture. It will also include pall bearer services. A committee had been set up to effect this. To this end, the College is seeking the VC’s favour in fast- tracking the release of fund for the cold body chamber, which has been approved by the Council.

ii. Embalming services

iii. Conduct corona case postmortem in conjunction with the Department of Anatomic Pathology

B. Department of Medical Biochemistry/Chemical Pathology: The Department could provide laboratory services for postgraduate students and researchers at a price. These services include; i. Blood group test ii. Protein analysis iii. Metal ions, etc.

C. Faculty of Clinical Sciences: The Faculty could organize workshops/ seminars on preventive life style modifications involving all Departments, and that the seminar

2 should be packaged in a way to attract the patronage of corporate bodies such as Banks, State and the National Assemblies etc. and also that the Faculty could originate proposals for sale to these corporate bodies. D. Animal House If an appropriate person who was devoted and has passion for the work was appointed to head the place, funds could be generated by breeding and selling rabbits and albino rats such that researchers from within and outside the University would patronize us. An example of what happened at Benue State University was cited.

E. College Library That fund could be generated from i. Registration and renewal of registration by users ii. Surcharge fee for late return of borrowed books iii. Providing facilities for photocopy and scanning of documents

F. Cafeterial/Buttery That cafeteria services should be operated on profit sharing contract basis i.e. the College would provide the land and market and the staff and students would be encouraged to patronize them while the operator would provide the building and other facilities and the profit would be shared monthly.

G. Investment, Maintenance And Sustainability That members of the Committee noted that for the fund generating ventures stated above to be viable and sustained, there was need for:

i. Some investment (seed money) on the part of management.

3 ii. A percentage of the money generated to be given to members of staff who participated e.g. technologists and the Department as honorarium to serve as motivation. iii. A revolving scheme for the money generated to make the ventures self-sustaining. iv. A certain percentage of the money to be spent on maintenance of the equipment and facilities. v. Appointing a person who is result oriented to run the venture. vi. Members of the fundraising committee to visit and interact with other Colleges of Medicine operating such ventures.

2. EXTERNAL SOURCES The Committee listed the following as external sources of generating fund for the College: i. Friends of the College ii. Corporate Organizations

It was suggested that the fundraising committee should identify the needs of the College in terms of structures and materials, get the friends of the College or corporate organizations committed to meet those needs so that such facilities are named after them but with the caution that this should be done as much as the political terrain in the state would permit.

4 4. SUGGESTED MEMBERSHIP OF THE PROPOSED FUNDRAISING COMMITTEE The committee suggested the names of the following people to constitute the membership of the proposed fundraising committee.

College Consultancy Services The College has human and material resources and if this is harnessed properly, it can contribute tremendously to the IGR of the University. The collective skill and knowledge of the clinical staff represent a potentially rich source of sustainable income in view of the increasing emphasis on health maintenance and prevention of diseases and injuries. In this vein, the College constituted a Committee on Consultancy Services led by Prof. P.O. Oladele, the Dean of Management Sciences in the University to advise on how to generate revenue through consultancy services. The Committee was also asked to consider the report of the Fundraising Preparatory Committee and advise the College on its finding. The Committee’s recommendations are as provided below:

i. that the consultancy outfit should be registered with the Corporate Affairs Commission as a Limited Liability Company with the University as stakeholder. ii. that a Board and a Management Team should be constituted for the College Consultancy Services.

6 iii. that the College should recruit a business driven person as the

Project Manager. The Project Manager will be saddled with the

responsibility of driving the business and marketing its services.

iv. that the proposed Management Team suggested above should constitute the implementation Committee v. that provisions should be made for adequate funding for its take off vi. that members of the Implementation Committee should be encouraged to visit neighbouring institutions who are operating successful Consultancy services such as Obafemi Awolowo University, Ile – Ife, Lagos University Teaching Hospital, Idiaraba, Lagos, University Teaching Hospital, Ibadan and Ladoke Akintola University of Technology, Ogbomoso.

OTHER WAYS OF IMPROVING THE FINANCES OF THE UNIVERSITY/COLLEGE The committee suggested the following ways of further improving the

finances of the college as follows:

i. Ethical approval for all basic and clinical researches should attract

payment

ii. Collaboration between College of Medicine and Faculty of

Management Sciences to run Postgraduate Diploma course in

Hospital and Health Services Management and subsequently

Master of Business Administration in the same field with a view to

capturing health workers e.g. Consultants, Medical Officers,

7 Nurses, Community Health Officers and Health Information

Managers etc.

iii. Introducing new programs: presently, the College is running only the MBBS program, which has a quota of only 50 students. This is a severe handicap, and a less than optimal use of the human and material resources of the College. In the light of this, the College is preparing for the introduction of new programs like a. BSc. Nursing: A curriculum has been prepared for this, and is ready for presentation at the next Senate meeting. It should also be classified as a special program, meaning the school fees will be higher than the regular fees. In addition, the part-time program will be quite lucrative as there are thousands of diplomate Nurses in the state who by their Council regulations are required to obtain BSc. degree. b. Master of Public Health (Executive and Regular): This is a postgraduate course that will attract clients from among the health professionals in the State and other parts of Nigeria. c. BSc Anatomy and Diploma in Mortuary Services: This will be run from the Department of Anatomy. At its last meeting, the College Academic Board directed each department to meet and see what it can do along this line.

iv. Tele Medicine

Telemedicine has been broadly described as ‘the delivery of

healthcare services, where distance is a critical factor, by all

healthcare professionals using information and communication

technologies for the exchange of valid information for diagnosis

8 and prevention of diseases and injuries, research and evaluation,

and for continuing education of healthcare providers, all in the

interest of advancing the health of individuals and their

communities’.

This can be deployed by the College either as

a. Mobile telemedicine which includes teleconsultation,

telediagnosis, teleeducation, telementoring and

telemonitoring. This can be through sms and mms.

b. Online telemedicine deployed through the internet on the

University website and users can subscribe to it.

v. Collaboration with the teaching hospitals.

The Teaching Hospital is the laboratory of the College. As such,

both institutions need to explore areas where they can jointly

deploy their joint expertise to improve their IGR. These areas

include, but is not limited to:

- Telemedicine

- Public Health Monitoring

- Health Education

vi. Expansion of names of friends of the College to include non-

partisan, reputable people from Ekiti State and beyond. E.g.

a. Chief Ade Ojo of Elizade group of Company

b. Chief Jimoh Ibrahim of Global Fleet Group of Companies

c. Sir (Engr) Oyedeji Olajubu, Managing Director Three Os

Construction Company Nig. Ltd.
