Chaplin, Resolutions 10 11 12 13 14 HST: 15 16 Body Date Action Description Com Leg Involved 17 ______18 House 20010207 Received from Senate 19 Senate 20010207 Introduced, adopted, returned 20 with concurrence 21 House 20010206 Introduced, adopted, sent to Senate 22 23 24 Versions of This Bill 25 26 27 28 29 TXT: 1 2 3 4 5 6 7 8 9 A CONCURRENT RESOLUTION 10 11 TO COMMEND AND CONGRATULATE HENRY M. 12 CHAPLIN, CHAIRMAN AND CHIEF EXECUTIVE OFFICER 13 OF THE SILVER SPRINGS WATER DISTRICT IN 14 ORANGEBURG COUNTY, AND THE DISTRICT’S STAFF 15 FOR MAKING MONUMENTAL STRIDES IN PROVIDING 16 CLEAN, SAFE, AND AFFORDABLE WATER TO ITS 17 CLIENTS AND IN THE EXPANSION OF THE DISTRICT’S 18 SERVICE AREA, THEREBY IMPROVING THE ECONOMIC 19 CLIMATE OF THAT PORTION OF ORANGEBURG COUNTY. 20 21 Whereas, the Silver Springs Water District was established in 1971 22 by an act of the South Carolina General Assembly and constructed 23 water facilities to serve the Town of Neeses, the Town of 24 Livingston, and surrounding areas in Orangeburg County; and 25 26 Whereas, the Silver Springs Water District began with one 27 hundred seventeen customers and now is a potential major 28 infrastructure player with service to more than five hundred 29 seventy customers with an average daily consumption of 30 approximately one hundred fifty gallons of water per day; and 31 32 Whereas, in the fall of 1994, the Silver Springs Water District was 33 successful in having a large area in western Orangeburg County 34 designated as its official service area; and 35 36 Whereas, in July 2000, the Silver Springs Water District received a 37 two million five hundred thousand dollar special federal grant to 38 build an additional fifty miles of water lines between Neeses and 39 the Pine Hill community, as well as areas west of Neeses including 40 Springfield; and 41

1 [3459] 1 1 Whereas, this grant will allow the Silver Springs Water District to 2 bring in two hundred fifty to three hundred new customers with 3 more than two hundred of those being minorities, and expand the 4 total water lines to one hundred miles, making it one of the largest 5 water systems in Orangeburg County; and 6 7 Whereas, the Silver Springs Water District provides clean, safe, 8 and affordable drinking water and improved fire protection to 9 citizens and was named “Rural Development Administration’s 10 Water System that Most Exemplifies the Water 2000 Initiative in 11 South Carolina”; and 12 13 Whereas, the Silver Springs Water District was only the second 14 water system in the State to receive the federal grant and provides 15 quality water that is in the top ten percent in South Carolina; and 16 17 Whereas, Henry M. Chaplin is the chairman and chief executive 18 officer of the Silver Springs Water District and during his tenure 19 has dedicated himself to expanding the District. Now, therefore, 20 21 Be it resolved by the House of Representatives, the Senate 22 concurring: 23 24 That the members of the General Assembly, by this resolution, 25 commend and congratulate Henry M. Chaplin, the chairman and 26 chief executive officer of the Silver Springs Water District in 27 Orangeburg County, and the district’s staff for making 28 monumental strides in providing clean, safe, and affordable water 29 to its customers and in the expansion of the district’s service area, 30 thereby improving the economic climate in that area of 31 Orangeburg County. 32 33 Be it further resolved that a copy of this resolution be forwarded to 34 Mr. Henry M.
