Job Title: Project Manager (Business Development focus)
SUMMARY: The Project Manager employs his/her specialized skill set to further the mission of the National Center for Arts and Technology (NCAT) which is to replicate the Manchester Bidwell Corporation Educational Model across the United States and abroad. Under the supervision of the Executive Vice President / COO, the Project Manager serves in a consulting capacity to prospective and current national and international clients. In coordination with fellow NCAT team members, the Project Manager may be responsible for any number of activities corresponding to the various phases of the replication process.
ESSENTIAL DUTIES AND RESPONSIBILITIES: The requirements listed below are representative of the knowledge, skills, and/or abilities required. Essential duties and responsibilities may include, but are not strictly limited to, the following: Activities Corresponding to Cultivation of Prospective Clients: Responds to telephone inquiries regarding the replication process. Travels to meet prospective clients for the purpose of promoting replication efforts. Delivers tailor made PowerPoint presentations to individual and group representatives from cities showing interest in replication. As needed, conducts tours of Manchester Bidwell Corporation’s facilities. May be required to host tours of affiliate Centers for Arts and Technology (CATs).
Activities Corresponding to the Feasibility Study: Conducts comprehensive and timely analyses of the following feasibility study components for interim and final reporting purposes: 1. Community Profile – analyzes the community demographics using government and other reliable community resources. 2. Needs Assessment – uses EMSI Analyst and Occupation Analysis to identify local industries that are driving the economy and those that are predicted to become important in the future. Researches scope of youth arts programming and academic achievement (i.e., high school graduation rates, dropout rates and college enrollment rates). Identifies and interviews relevant community stakeholders. 3. Market Analysis – based on analysis of afterschool and arts programs, academic achievement gaps and regional employment needs, formulates recommendations for replicating a CAT to include youth arts programming and adult career training programs. 4. Site Identification – Conducts preliminary site assessment. 5. Human Resources – Seeks to determine the availability of local talent to govern, staff, advise, and support a new CAT. 6. Finance – Uses budgeting tools to begin estimating operating expenses.
Activities Corresponding to Planning and Implementation of a new Center for Arts and Technology: Works collaboratively with the leadership of a new CAT to fulfill the following objectives as specified in the Affiliation Agreement for replication of the Manchester Bidwell Corporation Educational model: 1. Secures the CAT’s status as a non-profit entity by obtaining authorization under Section 501(c)3 of the Internal Revenue Service Code. 2. Participates in Executive Director and board member interviews and selection for a CAT entering the planning phase of replication. Assists in identifying and developing sufficient qualified human resources for the effective operation of the CAT. 3. Identifies an effective marketing strategy that establishes a strong brand within the local community. 4. Implements systems, including a self-evaluation program, to monitor and evaluate staff, faculty, facility and programs. 5. Implements an IT infrastructure adequate for the effective operation of the CAT, including Temoku, NCAT’s proprietary software for youth arts education operations and STARS software for management of career training programs. 6. Develops and implements a youth arts education curriculum. 7. Implements a youth arts education recruitment, enrollment and student retention process. 8. Implements systems to track youth arts education student attendance and participation, and to monitor and track student outcomes. 9. Implements youth arts education celebrations and exhibitions of youth arts outcomes. 10. Convenes and maintains a youth arts education advisory committee. 11. Develops and implements an adult career training curriculum. 12. Implements an adult career training recruitment, enrollment and student orientation process. 13. Implements a student recordkeeping process. 14. Establishes student services, including but not limited to, processes for addressing student attendance, conduct, discipline, absence and termination, and obtaining training related employment. 15. Advises on student competency certifications and establishment of advisory committees and externships opportunities. 16. Works to acquire and maintain state licensing to grant post-secondary awards.
Activities Corresponding to Accreditation of a New Center for Arts and Technology: Actively maintains current knowledge of the Accrediting Commission of Career Schools and Colleges (ACCSC) Standards of Accreditation. Serves in an advisory capacity to CATs seeking to acquire and/or maintain ACCSC accreditation. Advises on accreditation process including: 1. Institutional eligibility requirements for accreditation. 2. Institutional readiness for accreditation. 3. Steps in the process of achieving accredited status. 4. The self-evaluation process for renewal of accreditation. 5. Submission of documents to the Commission. Disseminates pertinent ACCSC information to Centers.
Activities Corresponding to Faculty Training for a New Center for Arts and Technology: Develops and implements teacher training to focus on areas such as teaching methodologies, student assessment, competency based education, lesson plans development, classroom management and new software. Reviews materials and makes recommendations regarding establishment of Learning Resource Centers. As requested, assists CAT faculty with troubleshooting classroom hardware and software issues. Advises CAT faculty on classroom setup for specialized learning spaces. As requested, performs CAT faculty classroom observations to include follow-up recommendations and coaching as needed. Other duties may be assigned.
EDUCATION and EXPERIENCE: Bachelor’s degree in Health Care or Business Management (Master’s degree preferred); minimum 3 years progressive experience providing operational and programming administration within a career school, college or not-for-profit; ability to engage in strategic planning, budgeting and forecasting, negotiating and other skills required to effectively launch a startup enterprise; ability to communicate with a diverse population; strong MS Office skills and proficiency in conducting Internet-based research required.
