INCIDENT REPORT: BBIED Attack - ANSO Central- 280307 - 15

Date/Time: March 28, 2007, 0820hrs

Description of incident: According to the NDS, a suicide bomber detonated his explosive vest targeting a Toyota pick up truck which was transporting General Gulali (Chief of criminal investigations for the NDS). The suicide bomber was reported to be waiting in front of the Nabawi Mosque on Asmayee Watt road. Another report stated that the suicide bomber was attempting to blend in with beggars which were in front of the mosque therefore remained unnoticed when approaching the NDS vehicle. As the NDS vehicle approached, the suicide bomber crossed the road and detonated his explosives resulting in the injury of the Chief of NDS and the death of two other civilians. Police cordoned the area however the road in now open to all traffic.

Details of Casualties: Two civilians and the suicide bomber were killed. A further 12 people including General Gulali (NDS Chief) were injured as a result of the attack.

Assessment: This is the second suicide attack in Kabul city and the fifth suicide attack in the Central Region this year. By the 28th of March, 2006, the Central Region had experienced only 1 successful suicide attack which took place in Kabul against a member of Parliament. Out of 14 suicide attacks in 2006, seven were against ISAF and five were against the Government of Afghanistan (ANA/ANP/NDS/Parliamentarians). The other two suicide related incidents were premature detonations therefore the target remains unclear. ANSO Central assesses that the preferred target continues to be IMF and Government entities. The likelihood of further attacks of this nature remains imminent and is highly likely to continue in the upcoming weeks.

Advisory: NGOs are reminded that they are not the target of such attacks however there is a high probability of becoming collateral damage. Although it is difficult to completely avoid potential targets, certain mitigating measures should be adopted by NGO agencies operating in Kabul city. For example, NGO staff should consider times in which they are dropped of or collected from ministerial buildings. The majority of attacks against government employees occur at times were staff are arriving to work or are departing for their homes or are on route to their work or home location. Avoiding an area immediately after an attack is also highly advised as the likelihood of secondary explosions also remains high. In the

NGO staff are requested to immediately depart the scene and notify national or international security forces. .
