MINUTES OF BOARD OF COUNTY COMMISSIONERS BRADFORD COUNTY, FLORIDA PUBLIC HEARING 5:30 P.M. FINAL MILLAGE RATE AND BUDGET FISCAL YEAR ENDING SEPTEMBER 30, 2018 MONDAY, SEPTEMBER 25, 2017

The Bradford County Board of County Commissioners convened in a Public Hearing on Monday, September 25, 2017, at 5:30 p.m., in the County Commission Chambers at 945 North Temple Avenue, Starke, Florida.

PRESENT: Chairman Riddick, Commissioner Dougherty, Commissioner Thompson, Commissioner Durrance, and Commissioner Chandler.

ALSO PRESENT: Brad Carter, County Manager; Rachel Rhoden, Deputy County Manager; Will Sexton, County Attorney; Ray Norman, Clerk of Courts; Jim Farrell, Finance Director; and Marlene Stafford, Deputy Clerk. ______

CALL TO ORDER: Chairman Riddick called the public hearing to order at 5:34 p.m.

ADOPTION OF FINAL MILLAGE RATE:

Chairman Riddick announced:

A. A Final Millage Rate of 9.1104 mills, is broken down as follows:

GENERAL FUND 6.8400 mills FINES & FORFEITURE FUND 2.0000 mills EMERGENCY MEDICAL SERVICES FUND 0.1647 mills HEALTH DEPARTMENT TAXES 0.1057 mills

TOTAL 9.1104 mills

9.1104 mills needed to the fund the budget is greater than the rolled-back rate of 9.0641 mills by a margin of .51%. 9.1104 mills is expected to generate ad-valorem tax revenue of approximately $8,069,363.00, an increase from the prior year of $92,006.00, due to an increase in property values.

BOARD ACTION:

--CONSIDER ADOPTION OF RESOLUTION ADOPTING THE FINAL MILLAGE RATE OF 9.1104 MILLS FOR FISCAL YEAR 2017-2018.

Chairman Riddick read the title into the record.

Commissioner Thompson moved, seconded by Commissioner Durrance, and carried 5-0, to adopt the resolution adopting the final millage rate for fiscal year 2017-2018. (The Resolution was assigned No. 2017-34.)

ADOPTION OF FINAL BUDGET FOR FISCAL-YEAR 2017-2018:

Chairman Riddick announced that the total operating final budget, including inter-fund transfers and bond reserves is: $45,914,622.00.

Chairman Riddick read title into the record.

Commissioner Dougherty moved, seconded by Commissioner Chandler, and carried 5-0, to adopt the resolution adopting the final budget for fiscal year 2017-2018. (The Resolution was assigned No. 2017-35.)
