Section IV: Planning Activities

Planning: 105(a)(12 & 16) Assistance may be given for the development of Disaster Recovery policy-planning capacity.

Disaster recovery planning includes mapping, comprehensive plan updates related to natural hazards, zoning/building code ordinance revisions, floodplain/coastal hazard plans, debris management plans, vulnerability assessments, recovery ordinances, coastal hazard studies directly related to impacts of the disaster, infrastructure and engineering studies necessary for disaster recovery and mitigation, and updating building requirements. All planning activities must address unmet need(s) related to one or more of the following eligible disasters: Hurricane Sandy (Oct. 2012); Hurricane Irene (Aug. 2011); and Winter Storm Nemo (February 2013).

High Priority Planning Activities: The State has identified the following high priority planning activities:  Development or update of local stormwater management plans;  Analysis of the impact of eligible disaster(s), other extreme weather events, and climate change on groundwater/drinking water wells/OWTS in affected coastal areas;  Update of Capital Improvement Plan evaluation criteria with regard to processes and procedures to incorporate risk of extreme weather events (including eligible disaster(s)) and climate change;  Analysis of impacts of extreme weather events (including eligible disaster(s)) and climate change on municipal finance (i.e. long term tax revenue and operating cost projections);  Cost benefit analysis of hazard mitigation alternatives for eligible disaster impacted roadways, including associated right-of-way infrastructure, and evaluation of long-term maintenance/reconstruction costs versus tax revenues; and  Modification of APA model recovery ordinance, or equivalent, for local adoption.

Other types of eligible recovery planning activities, including natural hazard elements of comprehensive plans and local hazard mitigation plan updates, will be considered if funds are available. In all cases, the applicant must document a reasonable nexus between the proposed planning activity and the impacts of Hurricane Sandy, Hurricane Irene, or Winter Storm Nemo, and resulting unmet needs in the applicant’s jurisdiction.

Stafford Act Provisions: As per provisions of the Stafford Act, no public works project may be funded with Federal monies in excess of the amount necessary to meet disaster needs.

Threshold Criteria: Project will 1. Address eligible disaster impacts and resulting unmet need arising from the disaster(s); 2. Conform to provisions of the Stafford Act; 3. Fulfill a CDBG National Objective (full documentation required at project closeout); and 4. Minimize harm to or within the floodplain, if located in a special flood hazard area or equivalent in any current advisory, preliminary, or final FEMA Flood Insurance Rate Maps.

G. Project Feasibility In an attachment, explain the basis for cost estimates and sources of funding. Attach cost estimates, engineering studies, etc. to verify costs. Also include commitment letters from other funding sources and any additional pertinent information regarding funding sources not covered in Section F.
