Gunnison City Council Meeting Minutes Wednesday, April 20, 2016, 7:00 PM Gunnison City Hall, 38 West Center Gunnison, UT 84634

Present: Mayor Bruce Blackham, Gunnison City Councilmembers: Robert Andersen, Blake Donaldson, Thayne Carlisle, Andy Hill and Blane Jensen, Gunnison City Treasurer JoAnn Taylor and Parks and Cemetery Supervisor Matt Reber

Discuss and Proposed Approval of City Hall Fire Inspection Expenditure

This item had been discussed at the previous work meeting.

Councilmember Donaldson made the motion to approve the City Hall Fire Inspection Expenditure. Councilmember Hill seconded the motion. The motion passes with a 5-0 vote.

Supervisor Reber noted this was the five year inspection that also covered the annual inspection items.

Discuss and Proposed Approval of Purchase of New Lawnmower

Supervisor Reber explained he had been looking at a Scag 35 horse Turf Tiger which is identical to the one he already has, and the government price is $10,000. He reviewed the prices he had received on the two different catchers and explained he would like a triple bagger. He gave the total price as $12,022.00 to purchase the mower noting that would include the freight charges and mentioned it was a last year's model. He stated this had been budgeted for, and would like to take $4,500 out of the Parks budget and the remainder would come out of the Cemetery Perpetual Care Fund since it is used about half and half at each location. He reviewed the history of the current mower he has been using noting he would like to advertise the old mower for sale following this purchase of the new mower.

Councilmember Donaldson made the motion to purchase the new mower for $12,022 with $4,500 coming from the Parks budget and the remainder coming from the Cemetery Perpetual Care Fund. Councilmember Jensen seconded the motion. The motion passes with a 5-0 vote.

Proposed Approval of Part-time Summer Maintenance Workers

Supervisor Reber explained Gary Thayer would be coming back to water the flowers and planter boxes, and Hyrum Leatherwood would also be coming back to help in the Parks and Cemetery. He noted he would like to hire one more part-time employee and the City's hiring policy and procedures were reviewed.

Councilmember Andersen made the motion to advertise for a seasonal part-time summer maintenance worker. Councilmember Carlisle seconded the motion. The motion passes with a 5-0 vote.

Discuss Roof at City Hall ~ Councilmember Jensen

Councilmember Jensen stated there were areas in City Hall that continue to have problems with the roof leaking during stormy weather. Supervisor Reber reviewed the history of the leaks as well as the construction history of the City Hall, and the problems that have occurred. The flooding problems on the north side of City Hall and the bids for the awning over the north entrance were also reviewed. Supervisor Reber will discuss the amount that needs to be put into the City Hall Capital Improvement with Gary Keddington tomorrow to allow for the work to be done on the north entrance since this year's Capital -1- -2- Improvement budget will be used to mitigate the flooding problem on the east entrance at City Hall. Councilmember Jensen suggested the warranty on the roof be verified first to see if the original company needs to work on the roof leaks or if it the City needs to pursue other options.

Schedule Next Employee Staff Meeting

Mayor Blackham mentioned the staff did not hold a staff meeting last month, and would like to schedule the next meeting. This was scheduled for Wednesday, May 4th at noon. The Council was invited.

Future Items

Beautification: Councilmember Andersen passed out some pictures that he had received anonymously on his desk at work regarding some properties that appeared to violate the City's Land Use Ordinance involving junk and debris left in the yard. Councilmember Andersen gave some ideas of incentives the City could possibly start doing to promote beautification within the City and alleviate some of these problems. Councilmember Hill reported on the groups he has been in contact with to get names of those who need help and those who are willing to help with these cleanup projects. He would like to see the volunteers from the CUCF coordinate their volunteer efforts at the park and/or cemetery with Supervisor Reber to organize their efforts. Supervisor Reber suggested the City rotate the city dump truck throughout the city blocks, parking the dump truck for a set time to help people clean up their properties. Councilmember Andersen felt this would be great PR for the City in helping the beautification process proceed. Mayor Blackham questioned the city properties that may need some cleanup done on them. Discussion ensued regarding the manicuring on the sides of the road that needed to be done to improve the aesthetics of the City, and what it would take to get this accomplished. Mayor Blackham suggested Supervisor Childs be involved with this project and noted this was a high priority. Supervisor Reber gave his suggestions in helping with this project noting if the streets were sprayed properly then they wouldn't require the mowing. Mayor Blackham requested Councilmember Andersen and Councilmember Hill meet with Supervisor Childs to coordinate this project. Supervisor Reber offered his assistance and equipment to help with this. The Council discussed the costs of hiring a street sweeper to clean the streets and the importance of keeping the streets cleaned up.

Future Items

Grants: Councilmember Carlisle brought up the library grant application that Recorder Braithwaite had sent out and questioned the specifications of the matching funds. Chief Halliday questioned what the cost would be to finish the elevator at the City Hall to help with story time in the basement. The different costs were discussed as well as the ground water that affects the placement of the elevator and the mitigation efforts that would need to take place for the ground water. Supervisor Reber suggested the City find the funding to construct a party room at the pool for a story time area instead.

Flood Control: Councilmember Andersen stated the City had been approved for a $600,000 grant and it was a 75/25 match. The project bid had come in at $825,000 and the NRCS was going to see if they could work on obtaining the difference to allow for Gunnison to complete this project. Councilmember Donaldson suggested this be discussed with Gary Keddington as the 2017 budget is worked through.

Proposed Approval of Bills and Adjustments

Councilmember Carlisle made the motion to approve the City Council meeting minutes for Wednesday, April 6, 2016, open and closed sessions. Councilmember Jensen seconded the motion. The motion passes with a 5-0 vote.

Closed Session

Councilmember Hill made the motion to adjourn into a Closed Session pursuant to the Provisions of Section 52-4-5(1) of the Open Meeting Law for the purpose of (a) discussion of the character, professional competence, or physical or mental health of an individual. Council Member Donaldson seconded the motion. The motion passes with a 5-0 vote.
